Dalam membangun pertanian yang tangguh diperlukan kemampuan dalam
memanfaatkan segala sumberdaya secara optimal, untuk itu diperlukan aparat
pertanian yang tangguh dibidang pengaturan, pelayanan dan penyuluhan sesuai
kualifikasi dan spesialisasi yang diperlukan bagi kelangsungan proses
pembangunan pertanian tangguh tersebut. Penelitian ini bertujuan untuk
menganalisa dan mengetahui pengaruh motivasi penyuluh Pertanian, Perikanan
dan Kehutanan sebelum dan sesudah pembentukan bapelluh dan persepsi
penyuluh Pertanian, Perikanan dan Kehutanan terhadap efektifitas kelembagaan
bapelluh, serta pengaruh efektifitas bapelluh terhadap kinerja penyuluh Pertanian,
Perikanan dan Kehutanan di Sumatera Utara.
Data yang digunakan merupakan data primer dengan jumlah sampel
sebanyak 66 responden di tiga kelembagaan bapelluh yaitu di Kelembagaan
Penyuluhan Murni, Kelembagaan Penyuluhan Campuran dan Non Kelembagaan.
Hasil analisis menjelaskan bahwa motivasi penyuluh Pertanian, Perikanan dan
Kehutanan sebelum dan sesudah pembentukan bapelluh di Sumatera Utara

berpengaruh secara positif dan signifikan pada tingkat kesalahan 10%, persepsi
penyuluh Pertanian, Perikanan dan Kehutanan berpengaruh positif dan signifikan
terhadap efektifitas kelembagaan bapelluh di Sumatera Utara pada tingkat
kepercayaan 95%. Sedangkan efektifitas kelembagaan bapelluh berpengaruh
positif dan signifikan terhadap kinerja penyuluh Pertanian, Perikanan dan
Kehutanan di Sumatera Utara dengan tingkat kepercayaan sebesar 95%..

RISMAULI BASA GULTOM. The Effectiveness of the Executive Board of
Agriculture, Fishery, and Forestry Counseling on the Improvement of the
Performance of Agriculture, Fishery, and Forestry Counselors in North
Sumatera. Graduate School of the University of Sumatera Utara.
The capability of using all human resources optimally is needed to develop
strong agriculture; therefore, strong agricultural personnel are needed in
organizing, servicing, and counseling which are in line with their qualification
and specification in order to get the sustainable process of the agricultural

development. The objective of the research was to analyze and find out the
influence of the motivation of the Agriculture, Fishery, and Forestry Counselors
before and the establishment of Bapelluh (Counseling Executive Board), the
influence of the perception of the Agriculture, Fishery, and Forestry Counselors
on the effectiveness of Bapelluh institution, and the influence of the effectiveness
of Bapelluh on the performance of the Agriculture, Fishery, and Forestry
counselors in North Sumatera.
The data consisted of primary data with 66 respondents used as the samples
in the three institutions: Pure Institutional, Mixed Counseling Institutional, and
Non-Institutional. The result of the analysis showed that the motivation of the
Agriculture, Fishery, and Forestry counselors before and after the establishment
of Bapelluh in North Sumatera had positive and significant influence at the wrong
margin of 10%, the perception of the Agriculture, Fishery, and Forestry
counselors had positive and significant influence on the effectiveness of Bapelluh
institutional in North Sumatera at the level of reliability of 95%, while the
effectiveness of Bapelluh institutional had positive and significant influence on the
performance of the Agriculture, Fishery, and Forestry counselors in North
Sumatera at the level of reliability of 95%.
