Angkutan Antar Kota Dalam Propinsi (AKDP) yang dikhususkan pada bus ekonomi Angkutan
Antar Kota Dalam Propinsi (AKDP) yang dikhususkan pada bus ekonomi trayek Malang –
Probolinggo berperan besar dalam menyelenggarakan angkutan umum penumpang. Untuk
mendorong terciptanya penggunaan sarana bus ekonomi secara optimim perlu ditetapkan tarif
bus ekonomi yang sesuai. Salah satu cara untuk menetapkan tarif bus ekonomi adalah dengan
menghitung biaya operasional kendaraan. Tarif yang baik adalah tarif yang sesuai bagi pengguna
kendaraan dan juga bagi operator kendaraan, dimana tarif tersebut telah mencakup biaya operasi
kendaraan dan sejumlah keuntungan minimal yang diharapkan operator, sementara di sisi lain
masih dalam tingkat kemampuan membayar dari konsumen atau pengguna. Naiknya komponenkomponen biaya operasional mengakibatkan perlunya evaluasi tarif.
Metode evaluasinya mengacu pada Keputusan Menteri Perhubungan Nomor KM. 89 Tahun 2002
Tentang mekanisme Penetapan Tarif dan Formula Perhitungan BOK Angkutan Penumpang
dengan Mobil Bus Umum Antar Kota Kelas Ekonomi.
Dari hasil evaluasi didapat BOK sebesar Rp.181.040.160/kend/tahun atau Rp. 3.772/kend/km,
sedangkan tarif sebesar Rp. 115,24/pnp-km, sehingga tarif yang harus dibayar oleh penumpang
untuk tujuan perjalanan Malang – Probolinggo adalah sebesar Rp. 11.600,00/pnp.
Abstract
In the Provincial Inter-City Transport (Descending) deployed on the Inter-City Bus Transport
economics In Province (Descending) deployed on the economic bus route Malang - Probolinggo
plays a major role in organizing the public transport of passengers. To encourage the use of
economic means optimim bus bus fare economy should be established accordingly. One way to
determine the economic bus fare is to calculate vehicle operating costs. A good tariff rates that
are appropriate for vehicle users and also for operators of vehicles, where tariffs have been
covering the operating costs of vehicles and a number of minimum expected profit operators,
while on the other side still in the level of ability to pay of consumers or users. Rising
operational cost components resulting in the need for tariff evaluation.
Evaluation method based on Minister of Communications Decree No. KM. 89 of 2002 on the
mechanism of Rate Determination and Calculation Formula BOK Passenger Transport by Public
Bus Car Inter City Economy Class.
From the evaluation results obtained by Rp.181.040.160/kend/tahun BOK or Rp. 3.772/kend/km,
while the rate of Rp. 115.24 / pnp-km, so the tariff to be paid by passengers for travel purposes
Malang - Probolinggo is Rp. 11600.00 / pnp.
