Common Statements
After Termination of a Development Project ?
 ICT Facility is left behind and no longer
sustained
Less support from top management ?
Our Human Resources are not ready ?
We have been already implementing Information
System  Only Buying PCs and Building
LAN?

Concept Underlying Information System Development
3

Existing Conditions
Local Area Network Infrastructure (Fiber Optic, Wireless LAN, UTP
Cable)  100 Mbps
Websites, Management Information System (such as Academic
Information System and Library Cataloging and Reservation System)
 Most Universities Have Them Running
Congested line to the Internet (128 kbps up to 1 Mbps compared to
100 Mbps LAN)  Slow Connection to the Internet
Less ICT-Based Research and Inter-Campus Academic Interactions
 Insufficient Development of Local Contents
ICT Culture in Campus  Growing Demands Result in Less and

Less Terminals for Information Access
4

Proposed Solution
Single Gateway to the Internet Connecting the Universities
within two main lands (Sumatera and Kalimantan)
Upgrading the Internet Connection Facility
Upgrading Human Resources and Organizational Functions
Extending the Existing Local Area Network and Terminals
Upgrading Multimedia Content Development Facility
Developing and Sharing Local Contents such as course
materials, journals and papers, and inter-library networking

Proposed Solution
This Internet Exchange Collaboration will involve Eighteen
Universities; UNSYIAH, USU, UDA, UMA, UHN, UISU,
UNIMED, UNRI, UNAND, UNP, UNSRI, UNILA, UNTAN,
UNLAM, UNPAR, UPB, UVAYA, UNJ
Unila (BBS-Unilanet) will initiate to connect to Internet
Backbone through one of Satellite covering Asia, distributing
the bandwidth to the U-18iXP via Private VSAT Networking
Others will gathered in a private VSAT Networking (e.g. USU
– UNILA) and/or wireless connection (e.g. UNIMED to USU)
Members of the U-18iXP together build and share
multimedia course materials among others via the
Established Network.

Benefits
Single Gateway reduced investment and Internet connection cost
An improved and well-maintained system
Collaborative research and Teaching-Learning Process
Outsourcing capacities among the universities
Better Internet Bandwidth
Availability of Local Contents
Local Government will benefit from this scheme through Resource
Sharing
Results in Significant Improvement of Quality/Quantity on
Research and Graduates

10

Anticipated Problems and Strategy
Increasing demand on information access terminals and

possibility of uncertain policies in ICT development within
the university’s management
Huge internet traffics as a result of inter-university
collaboration will lead to more bandwidth consumption
Those sustainability questions can be treated through
Tripartite Scheme involving Local Government,
Industry and University
11

Future Thoughts
Higher educations benefit from Information and
Communication Technology given the technology is wellmaintained and the support system is well-organized with
a strong and robust database system
Fundamental Idea of Information System and the Internet
is involving as many parties as possible owing to its
community-based characteristic
Networking is the basic of the development of ICT

ACTION PLAN
Build up Strong Policies on ICT Implementation
at Each Universities to Support U-18iXP
Strengthening ICT Management
Business Plan on ICT
Assign Dedicated Local Team Work on ICT
