ABSTRAK

Nuansa pragmatis-prosedural yang selama ini menghiasi praksis pembelajaran service
learning berimplikasi pada pembelajaran berbasis masyarakat menjadi nirmakna.
Penelitian ini bertujuan untuk menggali, mengkaji dan mengidentifikasi transformasi nilai
kesukarelaan sebagai basis political engagement melalui service learning, meliputi;
realitas political engagement dikalangan mahasiswa dan model pembelajaran service
learning yang saat ini dilakukan di Universitas Pendidikan Indonesia, bentuk
transformasi nilai kesukarelaan sebagai basis political engagement melalui service
learning, pandangan para pakar mengenai transformasi nilai kesukarelaan sebagai basis
political engagement melalui service learning di perguruan tinggi, dan konstruksi
pembelajaran service learning yang dapat dikembangkan untuk mengembangkan political
engagement dikalangan mahasiswa. Penelitian ini menggunakan pendekatan kualitatif
dengan metode studi kasus, karena itu lebih menekankan pada makna daripada
generalisasi. Data penelitian dihimpun melalui wawancara, observasi, dan studi
dokumentasi,. Lokasi penelitian terletak di Universitas Pendidikan Indonesia yang
beralamat di Jalan Dr. Setiabudi No. 229 Bandung dan beberapa lokasi pelaksanaan KKN
Tematik UPI di Kabupaten Bandung, Kota Bandung, Kota Cimahi, Kabupaten Garut, dan
Kabupaten Bandung Barat yang pemilihannya didasarkan pada keterwakilan tema KKN.
Subjek penelitian terdiri dari 6 unsur, yakni Pimpinan LPPM UPI, Tim Pelaksana KKN
LPPM UPI, para pakar yang konsen terhadap pengembangan service learning dan

political engagement, dosen, mahasiswa dan masyarakat sebagai objek kegiatan service
learning. Hasil penelitian menunjukan; (1) adanya ketidakseimbangan antara kemampuan
akademik dan kemampuan partisipasi menjadikan rendahnya kemampuan mahasiswa
dalam mengidentifikasi, menganalisis dan menjadi motor penggerak dalam
menyelesaikan berbagai persoalan masyarakat; (2) transformasi nilai political
engagement melalui service learning bermula dari merasa, berpikir, berhasrat, sadar,
peduli, dan sukarela; (3) keterlibatan mahasiswa dalam aktivitas kemasyarakatan
diklasifikasikan menjadi personal engagement, community engagement dan institutional
engagement, sedangkan political engagement meliputi; political awareness, political
commitment, dan political participation; (4) konstruksi model service learning dalam
meningkatkan political engagement menunjukkan suatu gejala kontinum, meliputi;
aktivitas di kampus (pre-service learning), Kuliah Kerja Nyata (on service learning), dan
pasca Kuliah Kerja Nyata (post-service learning). Karena itu, rekomendasi yang
ditawarkan adalah: (1) program KKN dapat ditindaklanjuti dengan pengabdian kepada
masyarakat yang melibatkan semua sivitas akademika; (2) perlu diciptakan sinergitas
triple helix dalam pembangunan bangsa; (3) hendaknya para dosen mampu memberikan
pengetahuan dan pemahaman mengenai aksiologi disiplin ilmu; (4) hendaknya KKN
tidak pragmatis-prosedural, tetapi substantif-komprehensif; (5) perlu dilakukan penelitian
dan pengembangan service learning yang memformulasikan antara perpaduan KKN
dengan praktek mengajar.

ABSTRACT

Pragmatic-procedural nuance had adorned practical service learning that implicated for
community-based learning into meaningless. This study aims to explore, examine and
identify the transformation of volunteerism value as a base of political engagement
through service learning, include; reality of student political engagement and service
learning which is currently done at the University of Education Indonesia, transformation
of volunteerism values as a base of political engagement through service learning, experts
view on the transformation of volunteerism value as a base of political engagement
through service learning in university and construction of service learning can be
developed to expand political engagement among students. This study used a qualitative
approach with case study method because it is more emphasis on meaning rather than
generalization. The research data were collected through interviews, observation,

documentation studies, and literature studies. Research location is Indonesia University of
Education at Dr. Setiabudi street No. 229 Bandung and several locations of KKN
Thematic UPI in Bandung City, Bandung Regency, Cimahi City, Garut Regency and
West Bandung Regency that elected based on the theme of KKN representation. Subjects
consisted of six elements, namely; Head of LPPM UPI, KKN organizing team of LPPM
UPI, the experts concern about development of service learning and political engagement,
lecturers, students and the community as the object of service learning activities. The
results showed: (1) an imbalance between academic ability and participation ability it
makes the low of students ability to identify, analyze and become a driving force in
solving various problems of the community; (2) the transformation value of political
engagement through service learning start from feeling, thinking, desire, conscious, care,
and voluntary; (3) the student involvement in community activities are classified into
personal engagement, community engagement and institutional engagement, while
political engagement include: political awareness, political commitment, and political
participation; (4) the construction of a service learning model to improve political
engagement show a continuum of symptoms, include; activity on campus (pre-service
learning), Community Service Program (on service learning), and post- Community
Service Program (post-service learning). Therefore, the recommendations offered are: (1)
KKN program can be followed with community service should be implemented by all
academicians; (2) necessary to create synergy of triple helix in nation building; (3) should

the lecturers are able to provide knowledge and understanding of the axiology of
disciplines; (4) should KKN not pragmatic-procedural but substantive-comprehensive; (5)
needs to be research and development of service learning who formulation between
combinations KKN and learning practice.
