Minyak Sawit:

1. Penyaluran pinjaman Program Kemitraan
BUMN Pembina tahun 2012 mencapai
Rp5,465 miliar kepada 197 mitra, Penyaluran
Pinjaman PK Sinergi sebesar Rp38,091 miliar
kepada 5.205 petani dalam 13 Kelompok/
KUD. Akumulasi Penyaluran pinjaman
Program Kemitraan BUMN Pembina sampai
dengan tahun 2012 sebesar Rp34,58 miliar
untuk 1.688 mitra dan PK Sinergi Rp80,73
miliar untuk 13.561 petani dalam 55
Kelompok/KUD.
2. Bersinergi dengan PT. Pertamina, PTPN
XIII menyalurkan PKBL khususnya yang
berhubungan dengan ketahanan pangan
melalui penyaluran Program Kemitraan untuk
pupuk pekebun sawit plasma.
3. Efektivitas penyaluran dana Progrm Kemitraan
dan Bina Lingkungan tahun 2012 mencapai
89,07%, dengan tingkat kolektibilitas
mencapai 91,79%.
4. Pada aspek ketenagakerjaan, pada tahun
2012 Direksi dan Serikat Pekerja Perkebunan
PTPN XIII telah menandatangani Perjanjian
Kerja Bersama periode 2012-2014.

1. Hingga akhir 2012, karyawan tetap PTPN XIII
berjumlah 11.463 orang. Nilai ekonomi yang
didistribusikan kepada karyawan adalah dalam
bentuk pembayaran gaji, jasa produksi, bonus dan
tantiem, yang mencapai Rp624,35 miliar. Distribusi
lainnya adalah dalam bentuk biaya pelatihan dan
pengembangan sebesar Rp5,53 milyar, biaya
kesehatan Rp44,50 milyar, dan biaya santunan hari
tua sebesar Rp 8,96 milyar yang diberikan kepada
karyawan yang memasuki pensiun.
2. Nilai ekonomi yang didistribusikan kepada pemasok
tahun 2012 mencapai Rp849,84 miliar. Untuk
memenuhi kebutuhan pemenuhan barang dan jasa,
Perusahaan mengutamakan penggunaan produk
dalam Negeri dan pemberdayaan usaha kecil/
koperasi (UKK).
3. Dana yang telah dikeluarkan untuk pembelian
TBS dari petani plasma dan pihak ketiga tahun
2012 nmencapai Rp1,54 trilyun, sedangkan untuk
pembelian karet mencapai Rp263,8 miliar. (EC9)

PTPN XIII were amounted to 11.463 people. The
economic value distributed to the employee was in
form of payrolls, production services, bonuses, and
tantiems, which was reached Rp624.35 billion. Other
distribution was in form of training and development
program amounted to Rp5.53 billion, health cost
Rp44.50 billion, and pension compensation cost
amounted to Rp8.96 billion given to the employee
who entered the pension period.
2. The economic valued distributed to the supplier in
2012 reached Rp849.84 billion. To fulfill the goods
and service procurement need, the company was
prioritizing on the product usage in domestic and the
empowerment of the small enterprises/cooperatives
(UKK).
3. The fund has been spent to purchase the TBS from
the plasma farmers and the third party in 2012
reached Rp1.54 trillion, whereas for the rubber
purchase reached Rp263.8 billion. (EC9)

4. Berdasarkan keputusan RUPS tanggal 7 Juni
2012, deviden pay out rasio tahun 2012
adalah sebesar 25% dari laba bersih atau
sebesar Rp47,64 miliar, dihitung berdasarkan
pencapaian kinerja Perseroan per 31
Desember 2011.
5. Nilai ekonomi yang dapat didistribusikan
kepada pemerintah melalui pembayaran
pajak selama tahun 2012mencapai Rp251
miliar.
6. Nilai ekonomi yang didistribusikan kepada
masyarakat di antaranya diwujudkan dalam
bentuk pembangunan kebun plasma
KKPA. Pada tahun 2012, PTPN XIII telah
mengeluarkan biaya investasi KKPA sebesar
Rp27,33 miliar.
7. Nilai ekonomi yang didistribusikan kepada
kreditur adalah dalam bentuk pembayaran
bunga bank sebesar Rp142,417 miliar, hutang
bank yang jatuh tempo sebesar Rp138,234
miliar, dan pembayaran Kredit Modal Kerja
sebesar Rp194,374 miliar.

4. Based on RUPS decree dated 7 June 2012, the
dividend pay out ratio 2012 was amounted to
25% from net profit or amounted to Rp47.64
billion, calculated based on the Company
performance achievements per 31 December
2011.
5. The economic value that can be distributed to
the government through tax payments during
2012 reached Rp251 billion.
6. The economic value distributed to the
society was realized in form of KKPA plasma
plantation development. In 2012, the PTPN XIII
has spent the KKPA investment cost amounted
to Rp27.33 billion
7. The economic value distributed to creditors was
in form of bank interest payment amounted to
Rp142.417 billion, the bank loans that mature
amounted to Rp138.234 billion, and the
payment of working capital loan amounted to
Rp194.374 billion.

bersama, tahun 2012 merupakan tahun yang penuh
tantangan bagi PTPN XIII dengan masih berlanjutnya
krisis global yang berdampak pada penurunan harga
dan permintaan produk komoditas. PTPN XIII berhasil
meningkatkan kinerja operasional, namun penurunan
harga jual dan permintaan yang cukup signiikan
berakibat pada menurunnya pendapatan dan laba
perusahaan.

Dewan Komisaris menyampaikan apresiasi terhadap
pencapaian kinerja program kemitraan dan bina
lingkungan. Penyaluran pinjaman Program Kemitraan
BUMN Pembina tahun 2012 mencapai Rp5,465 miliar
kepada 197 mitra, Penyaluran Pinjaman Program
Kemitraan Sinergi dengan PKBL PT Pertamina sebesar
Rp38,091 miliar kepada 5.205 petani dalam 13
Kelompok/KUD. Penyaluran Bantuan Bina Lingkungan
tahun 2012 sebesar Rp4,79 miliar. Khusus program
kemitraan pupuk sinergi, Dewan Komisaris memberikan
arahan agar fokus penyaluran pinjaman ditujukan
pada sektor yang dapat meningkatkan ekonomi
masyarakat terutama pengentasan kemiskinan, yaitu
di sektor perkebunan sawit kepada petani plasma yang
merupakan sektor unggulan di Kalimantan.

partnership program, the Board of Commissioners
provided direction in order the focus of loan distribution
was addressed to sectors that may increase economic
of the society particularly the poverty alleviation, i.e. in
oil palm plantation sector for the plasma farmers, which
was a leading sector in Kalimantan.
Dewan Komisaris mencatat peningkatan produksi dan
produktivitas kebun plasma binaan PTPN XIII selama
4 (empat) tahun terakhir. Hal ini sejalan dengan
komitmen PTPN XIII untuk menjadi pelopor terdepan
dalam mengembangkan kemitraan dengan petanipetani perkebunan yang berada di sekitar wilayah kerja
perusahaan.

be the foremost pioneer in developing partnership with
farmers around the company area.
Terkait kampanye hitam dari LSM dan isu lingkungan
terhadap keberadaan perkebunan kelapa sawit,
Dewan Komisaris mendorong PTPN XIII agar segera
mempersiapkan diri untuk memenuhi sertiikasi ISPO
(Indonesia Sustainable Palm Oil), yang akan diberlakukan
efektif per 31 Desember 2014. ISPO bersifat mandatory.
Sertiikasi ISPO merupakan pengakuan secara legalitas
bahwa suatu kebun atau pabrik dinyatakan sebagai
usaha yang telah menerapkan standar dan prinsip
berkelanjutan.
In relation with the black campaign from LSM and
environmental issues on the existence of the oil palm
plantation, the Board of Commissioners encourages
PTPN XIII to immediately prepare themselves to meet
the ISPO (Indonesian Sustainable Palm Oil) certiication,
which will be applied effectively on 31 December 2014.
The ISPO certiication is a recognition legally that a
plantation or factory/plant declared as business that
applied the standard and sustainable principle.
Terkait pengelolaan emisi gas rumah kaca yang berasal
dari penggunaan energi berbahan bakar fosil, Dewan
Komisaris mendukung sepenuhnya upaya PTPN XIII untuk
memanfaatkan bioesel produk sendiri untuk kebutuhan
internal. Dewan Komisaris mendorong agar Unit
Pengelohan Biodisel bisa dioptimalkan sehingga dapat
memenuhi kebutuhan eksternal. Hal ini menunjukkan
komitmen PTPN XIII dalam memproduksi minyak sawit
berkelanjutan.
In relation with the management of greenhouse gas
emission from the use of fossil fuel energy, the Board
of Commissioners fully supports the PTPN XIII effort to
take advantage on the biodiesel of their own product for
the internal requirements. The Board of Commissioners
encourages the Biodiesel Processing Unit to optimize the
production thus will meet the external requirement. This
suggests that the PTPN XIII commitment in producing
the sustainable oil palm.

PTPN XIII telah melakukan banyak upaya untuk
mewujudkan program perkebunan kelapa sawit yang
ramah lingkungan guna mewujudkan pembangunan
berkelanjutan, di antaranya sistem zeroburn sehingga
tidak terjadi pembakaran pada saat pembukaan
lahan, memanfaatkan limbah cair untuk bahan baku
produksi pupuk cair BioN13 dan untuk land aplication,
memanfaatkan limbah padat tandan kosong untuk
pemulsaan, memanfaatkan limbah padat cangkang
dan iber untuk bahan bakar boiler, dan memanfaatkan
limbah padat solid decanter untuk pupuk. PTPN XIII juga
telah merintis program sapi sawit terintegrasi, dengan
memanfaatkan pelepah sawit dan bungkil inti sawit
sebagai salah satu komponen bahan pakan ternak. Secara
ekologis, kotoran sapi dapat dimanfaatkan untuk pupuk
organik dan dikembalikan lagi ke kebun, sedangkan
secara ekonomi PTPN XIII telah ikut berkontribusi pada
penyediaan daging sapi yang memiliki dampak ekonomi
tidak langsung. Berbagai upaya tersebut merupakan
wujud tanggung jawab PTPN XIII untuk terlibat aktif
dalam membangun citra positif industri kelapa sawit di
Indonesia. Seperti tertulis dalam tagline KTT Rio 20 “The
Future We Want”, masa depan bangsa harus diarahkan
ke Indonesia yang hijau, sustain, sejahtera, dan maju.
PTPN XIII has conducted many efforts to embody the oil
palm plantation program that environmental friendly to
embody the sustainable development, among of them
are zeroburn system thus will no burning occurred while
the land clearing, take advantage on liquid waste for
the raw material of BioN13 liquid fertilizer production
and for the land application, take advantage on the solid
waste of empty bunches for the mulch, take advantage
on shell and iber solid waste for the boiler fuel, and
take advantage on solid decanter for fertilizer. PTPN XIII
has also pioneered the integrated palm cattle program,
by using the palm midrib and palm kernel cake as one
of components of the animal feed. Ecologically, the
cow dung can be used as organic fertilizer and returned
back to the plantation, while economically PTPN XIII
has contributed on the cattle meat procurement that
has indirect economic impact. Those various efforts are
a form of PTPN XIII responsibilities to actively involve
in construction positive image of oil palm industry in
Indonesia. As written in tagline of KTT Rio 20 “The
Future We Want”, the state future should be directed
to a green, sustain, prosperous, and advance Indonesia.
Sebagai penutup, Dewan Komisaris mengapresiasi
segala upaya yang dilakukan PTPN XIII. Semoga Tuhan
Yang Maha Kuasa meridhoi kita bersama.

Pada tahun 2012, PTPN XIII telah membangun kebun plasma sesuai

Sejak berdiri di tahun 1996, PTPN XIII senantiasa memberikan perhatian yang besar
kepada masyarakat sekitar, yang diwujudkan
melalui pengembangan plasma kelapa sawit
maupun karet. Upaya pengembangan plasma
ini merupakan hal penting dalam laporan
keberlanjutan ini, karena dampaknya yang sudah
dirasakan oleh masyarakat, terutama keberhasilan
PTPN XIII dalam mengungkit perekonomian di
sekitar wilayah operasional perusahaan.
Since established in 1996, PTPN XIII always provides
great attention to surrounding community, which
embodied by developing the oil palm plasma or
rubber. This effort of plasma development is
an important essence within this sustainability
report, due to the impact that has been perceived
by the community, particularly the PTPN XIII’s
success in raising the economic of the community
surrounding the operational area.

Satu Manajemen petani plasma dilatih dan dibimbing
bagaimana cara memelihara dan mengelola kebun sawit
secara benar, sedangkan melalui PK pupuk sinergi petani
plasma diberikan fasilitas pinjaman pupuk dengan sistem
kredit lunak. Kedua program tersebut telah berhasil
meningkatkan produksi dan produktivitas kebun plasma
yang berdampak pada peningkatan kesejahteraan petani
plasma yang menjadi mitra binaan PTPN XIII.

permintaan masyarakat sehingga tidak ada konlik
dengan masyarakat setempat.

Di bidang lingkungan, sebagai perusahaan yang
bergerak di sektor agribisnis kelapa sawit, PTPN XIII
harus menghadapi isu mengenai terganggunya tata air
yang disebabkan kelapa sawit sebagai isu lingkungan.
Pertanaman kelapa sawit dinilai sebagai penyebab
berkurangnya ketersediaan air tanah dan dapat
menurunkan muka air tanah. Di sisi lain, pengembangan
kelapa sawit sangat berkaitan dengan hajat hidup
orang banyak dan memiliki andil yang signiikan dalam
penyediaan kesempatan kerja, pengembangan wilayah
serta penerimaan Negara.
In environmental ield as company who engaged in oil
palm agribusiness sector, the PTPN XIII must faces issues
concerning disturbance of the water system caused
by the oil palm as environmental issues. The oil palm
planting considered as the cause of lack of ground water
availability and may decline the ground water surface. In
other hand, the development of oil palm is much related
with the livelihood of many people and has signiicant
contribution in employment, area development and the
State revenue.
Penelitian beberapa pakar menunjukkan bahwa kebutuhan air pada tanaman kelapa sawit lebih kecil jika
dibandingkan dengan kebutuhan air pada tanaman
kelapa dan tanaman hutan seperti pinus, akasia, sengon,
karet dan jati. Kedalaman muka air tanah di area
pertanaman kelapa sawit berluktuasi yang dipengaruhi
kondisi iklim, terutama curah hujan. Kelapa sawit
memerlukan air berkisar 1.750 mm setara dengan curah
hujan per tahun yaitu 1.700-2.000 mm/tahun untuk
mencukupi kebutuhan pertumbuhan dan produksinya.
The research of several experts shows that the water
requirement in oil palm plantation is smaller if compared
with the water requirement in coconut and other forest
plants such as pine, acacia, silk tree, rubber and teak.
The depth of ground water surface in oil palm planting
area is luctuation depend on the climate circumstances,
particularly the rain fall. The oil palm requires water
approximately 1,750 mm equal with rainfall per year that
is 1,700-2,000 mm/year to meet the need of growth and
production.

mampu mencukupi kebutuhan pertumbuhan dan

PTPN XIII saat ini tengah melaksanakan Pilot project
produksi pupuk hayati berbasis limbah cair Pabrik Minyak
Sawit (BioN13) kapasitas 200 liter/hari di PMS Parindu,
bekerjasama dengan PT. Riset Perkebunan Nusantara
(PT. RPN) – Balai Penelitian Bioteknologi Perkebunan
Indonesia (BPBPI). Diharapkan melalui pilot project ini
dapat diperoleh data sistem produksi, distribusi dan
pemasaran pupuk hayati BioN13 sehingga dapat disusun
studi kelayakan pendirian pabrik pupuk hayati BioN 13
skala komersial. Saat ini, sedang dalam proses izin edar
dan HAKI agar bisa diproduksi secara massal.
At present PTPN XIII is currently implementing Pilot
Project of biofertilizer production based on liquid
waste (BioN13) in Oil Palm Factory with capacity 200
liter/day in PMS Parindu, in cooperation with PT.
Riset Perkebunan Nusantara (Nusantara Plantation
Research/ PT. PRN)-Indonesian Plantation Biotechnology
Research Institute (BPBPI). It is expected that with this
pilot project can be derived production system data of
production, distribution and marketing of biofertilizer
BioN13 then arranged the feasibility study of BioN13
factory establishment in commercial scale. At present,
the process of marketing authorization and HAKI is in
progress in order this product can be mass-produced.
Di bidang energi terbarukan, PTPN XIII telah memiliki 2
(dua) Unit Pengolahan Biodiesel, masing-masing berkapasitas 6.000 liter per hari. Produk biodiesel ini untuk
sementara masih dimanfaatkan untuk kepentingan
internal. Meskipun masih dalam skala terbatas, substitusi
bahan bakar fosil ke biodiesel ini merupakan sumbangsih
PTPN XIII bagi program revitalisasi perkebunan kelapa
sawit yang membumi guna mewujudkan pembangunan
berkelanjutan. Ke depan, PTPN XIII akan mengembangkan
kapasitas Unit Pengolahan Biodiesel sehingga mampu
memenuhi kebutuhan pihak eksternal, di antaranya
PT PLN (Persero). PTPN XIII telah menandatangani nota
kesepahaman dengan PT PLN (Persero) untuk memenuhi
kebutuhan biodiesel PLN Wilayah V Kalimantan Barat.
In renewable energy ield, PTPN XIII has had 2 (two)
units of Biodiesel Processing, each has capacity 6,000
liter per day. This biodiesel product for temporary is still
used for the internal beneit. Even though still in limited
scale, the substitution from fossil fuel to biodiesel is a
contribution of PTPN XIII for revitalization program of
oil palm plantation that down to earth to embody the
sustainable development. In the future, PTPN XIII will
also develop the capacity of Biodiesel Processing Unit
thus able to meet the external necessity, include PT PLN
(Persero). PTPN XIII has signed the MoU with PT PLN
(Persero) to meet the biodiesel need of PLN area V in
West Kalimantan.
Hal lain yang dilakukan PTPN XIII berkaitan dengan
pelestarian lingkungan adalah program penyelamatan
hutan bakau dari abrasi dan akresi air laut di daerah
Sepok Laut dan sekitarnya di Kecamatan Sungai Kakap,
Kabupaten Kubu Raya, Kalimantan Barat sejak tahun
2010, bekerja sama dengan Universitas Tanjungpura
Pontianak dan masyarakat setempat. Sampai dengan
tahun 2012, PTPN XIII telah mendistribusikan bibit
bakau sebanyak 21 ribu pohon. Melalui program ini,
masyarakat diberdayakan dan terlibat langsung sebagai
pengelola lingkungan di sekitarnya. Dengan demikian,
diharapkan ke depan masyarakat akan semakin mandiri
dan memiliki kepedulian yang tinggi akan pelestarian
lingkungan hidup.
Another thing that conducted by PTPN XIII related
with the environmental preservation are mangrove
rescue program from abrasion and acresion of sea
water in Sepok Laut in Sungai Kakap, Kubu Raya, West
Kalimantan since 2010, collaboration with Tanjungpura
University, Pontianak and local community. Until 2012,
PTPN XIII has distributed the mangrove seeds in 21
thousand trees. With this program, the community
is empowered and directly involved as environmental
manager in surrounding. Thus, expected in the future
the community will getting independence and has high
awareness on the environmental preservation.
Untuk lebih mengefektifkan pelaksanaan kegiatan
Program Kemitraan dan Bina Lingkungan (PKBL), Direksi
melalui Surat Keputusan No. 13.00/KPTS/23/XII/2012
tanggal 10 Desember 2012 telah membentuk Bagian
Umum dan PKBL yang langsung berada di bawah
koordinasi Direktur SDM dan Umum. Bagian Umum
dan PKBL diharapkan dapat meningkatkan kinerjanya
sehingga dapat lebih mendukung perusahaan dalam
mewujudkan amanat tiga fungsi perkebunan, yaitu
fungsi ekonomi, fungsi ekologi dan fungsi sosial budaya.
In order the implementation of Partnership and
Environmental Development program is more effective,
by Director Decree no:13.00/KPTS/23/XII/2012 dated
10 December 2012 has established General and PKBL
Section directly under coordination of Human Resources
and General Director. General and PKBL section are
expected may increasing their performance thus will
support more the company in realizing three mandate
of plantation function, includes economic, ecology, and
social culture functions.

1. Penyaluran pinjaman Program Kemitraan
BUMN Pembina tahun 2012 mencapai
Rp5,465 miliar kepada 197 mitra, Penyaluran
Pinjaman PK Sinergi sebesar Rp38,091 miliar
kepada 5.205 petani dalam 13 Kelompok/
KUD. Akumulasi Penyaluran pinjaman
Program Kemitraan BUMN Pembina sampai
dengan tahun 2012 sebesar Rp34,58 miliar
untuk 1.688 mitra dan PK Sinergi Rp80,73
miliar untuk 13.561 petani dalam 55
Kelompok/KUD.
2. Bersinergi dengan PT. Pertamina, PTPN
XIII menyalurkan PKBL khususnya yang
berhubungan dengan ketahanan pangan
melalui penyaluran Program Kemitraan untuk
pupuk pekebun sawit plasma.
3. Efektivitas penyaluran dana Progrm Kemitraan
dan Bina Lingkungan tahun 2012 mencapai
89,07%, dengan tingkat kolektibilitas
mencapai 91,79%.
4. Pada aspek ketenagakerjaan, pada tahun
2012 Direksi dan Serikat Pekerja Perkebunan
PTPN XIII telah menandatangani Perjanjian
Kerja Bersama periode 2012-2014.

1. Hingga akhir 2012, karyawan tetap PTPN XIII
berjumlah 11.463 orang. Nilai ekonomi yang
didistribusikan kepada karyawan adalah dalam
bentuk pembayaran gaji, jasa produksi, bonus dan
tantiem, yang mencapai Rp624,35 miliar. Distribusi
lainnya adalah dalam bentuk biaya pelatihan dan
pengembangan sebesar Rp5,53 milyar, biaya
kesehatan Rp44,50 milyar, dan biaya santunan hari
tua sebesar Rp 8,96 milyar yang diberikan kepada
karyawan yang memasuki pensiun.
2. Nilai ekonomi yang didistribusikan kepada pemasok
tahun 2012 mencapai Rp849,84 miliar. Untuk
memenuhi kebutuhan pemenuhan barang dan jasa,
Perusahaan mengutamakan penggunaan produk
dalam Negeri dan pemberdayaan usaha kecil/
koperasi (UKK).
3. Dana yang telah dikeluarkan untuk pembelian
TBS dari petani plasma dan pihak ketiga tahun
2012 nmencapai Rp1,54 trilyun, sedangkan untuk
pembelian karet mencapai Rp263,8 miliar. (EC9)

economic value distributed to the employee was in
form of payrolls, production services, bonuses, and
tantiems, which was reached Rp624.35 billion. Other
distribution was in form of training and development
program amounted to Rp5.53 billion, health cost
Rp44.50 billion, and pension compensation cost
amounted to Rp8.96 billion given to the employee
who entered the pension period.
2. The economic valued distributed to the supplier in
2012 reached Rp849.84 billion. To fulfill the goods
and service procurement need, the company was
prioritizing on the product usage in domestic and the
empowerment of the small enterprises/cooperatives
(UKK).
3. The fund has been spent to purchase the TBS from
the plasma farmers and the third party in 2012
reached Rp1.54 trillion, whereas for the rubber
purchase reached Rp263.8 billion. (EC9)

4. Berdasarkan keputusan RUPS tanggal 7 Juni
2012, deviden pay out rasio tahun 2012
adalah sebesar 25% dari laba bersih atau
sebesar Rp47,64 miliar, dihitung berdasarkan
pencapaian kinerja Perseroan per 31
Desember 2011.
5. Nilai ekonomi yang dapat didistribusikan
kepada pemerintah melalui pembayaran
pajak selama tahun 2012mencapai Rp251
miliar.
6. Nilai ekonomi yang didistribusikan kepada
masyarakat di antaranya diwujudkan dalam
bentuk pembangunan kebun plasma
KKPA. Pada tahun 2012, PTPN XIII telah
mengeluarkan biaya investasi KKPA sebesar
Rp27,33 miliar.
7. Nilai ekonomi yang didistribusikan kepada
kreditur adalah dalam bentuk pembayaran
bunga bank sebesar Rp142,417 miliar, hutang
bank yang jatuh tempo sebesar Rp138,234
miliar, dan pembayaran Kredit Modal Kerja
sebesar Rp194,374 miliar.

4. Based on RUPS decree dated 7 June 2012, the
dividend pay out ratio 2012 was amounted to
25% from net profit or amounted to Rp47.64
billion, calculated based on the Company
performance achievements per 31 December

2012 reached Rp251 billion.
6. The economic value distributed to the
society was realized in form of KKPA plasma
plantation development. In 2012, the PTPN XIII
has spent the KKPA investment cost amounted
to Rp27.33 billion

in form of bank interest payment amounted to
Rp142.417 billion, the bank loans that mature
amounted to Rp138.234 billion, and the
payment of working capital loan amounted to

meningkatkan kinerja operasional, namun penurunan
harga jual dan permintaan yang cukup signiikan
berakibat pada menurunnya pendapatan dan laba
perusahaan.

BUMN Pembina tahun 2012 mencapai Rp5,465 miliar
kepada 197 mitra, Penyaluran Pinjaman Program
Kemitraan Sinergi dengan PKBL PT Pertamina sebesar
Rp38,091 miliar kepada 5.205 petani dalam 13
Kelompok/KUD. Penyaluran Bantuan Bina Lingkungan
tahun 2012 sebesar Rp4,79 miliar. Khusus program
kemitraan pupuk sinergi, Dewan Komisaris memberikan
arahan agar fokus penyaluran pinjaman ditujukan
pada sektor yang dapat meningkatkan ekonomi
masyarakat terutama pengentasan kemiskinan, yaitu
di sektor perkebunan sawit kepada petani plasma yang
merupakan sektor unggulan di Kalimantan.

partnership program, the Board of Commissioners
provided direction in order the focus of loan distribution
was addressed to sectors that may increase economic
of the society particularly the poverty alleviation, i.e. in
oil palm plantation sector for the plasma farmers, which
was a leading sector in Kalimantan.
Dewan Komisaris mencatat peningkatan produksi dan
produktivitas kebun plasma binaan PTPN XIII selama
4 (empat) tahun terakhir. Hal ini sejalan dengan
komitmen PTPN XIII untuk menjadi pelopor terdepan
dalam mengembangkan kemitraan dengan petanipetani perkebunan yang berada di sekitar wilayah kerja
perusahaan.

Terkait kampanye hitam dari LSM dan isu lingkungan
terhadap keberadaan perkebunan kelapa sawit,
Dewan Komisaris mendorong PTPN XIII agar segera
mempersiapkan diri untuk memenuhi sertiikasi ISPO
(Indonesia Sustainable Palm Oil), yang akan diberlakukan
efektif per 31 Desember 2014. ISPO bersifat mandatory.
Sertiikasi ISPO merupakan pengakuan secara legalitas
bahwa suatu kebun atau pabrik dinyatakan sebagai
usaha yang telah menerapkan standar dan prinsip
berkelanjutan.
In relation with the black campaign from LSM and
environmental issues on the existence of the oil palm
plantation, the Board of Commissioners encourages
PTPN XIII to immediately prepare themselves to meet
the ISPO (Indonesian Sustainable Palm Oil) certiication,
which will be applied effectively on 31 December 2014.
The ISPO certiication is a recognition legally that a
plantation or factory/plant declared as business that
applied the standard and sustainable principle.
Terkait pengelolaan emisi gas rumah kaca yang berasal
dari penggunaan energi berbahan bakar fosil, Dewan
Komisaris mendukung sepenuhnya upaya PTPN XIII untuk
memanfaatkan bioesel produk sendiri untuk kebutuhan
internal. Dewan Komisaris mendorong agar Unit
Pengelohan Biodisel bisa dioptimalkan sehingga dapat
memenuhi kebutuhan eksternal. Hal ini menunjukkan
komitmen PTPN XIII dalam memproduksi minyak sawit
berkelanjutan.
In relation with the management of greenhouse gas

PTPN XIII telah melakukan banyak upaya untuk
mewujudkan program perkebunan kelapa sawit yang
ramah lingkungan guna mewujudkan pembangunan
berkelanjutan, di antaranya sistem zeroburn sehingga
tidak terjadi pembakaran pada saat pembukaan
lahan, memanfaatkan limbah cair untuk bahan baku
produksi pupuk cair BioN13 dan untuk land aplication,
memanfaatkan limbah padat tandan kosong untuk
pemulsaan, memanfaatkan limbah padat cangkang
dan iber untuk bahan bakar boiler, dan memanfaatkan
limbah padat solid decanter untuk pupuk. PTPN XIII juga
telah merintis program sapi sawit terintegrasi, dengan
memanfaatkan pelepah sawit dan bungkil inti sawit
sebagai salah satu komponen bahan pakan ternak. Secara
ekologis, kotoran sapi dapat dimanfaatkan untuk pupuk
organik dan dikembalikan lagi ke kebun, sedangkan
secara ekonomi PTPN XIII telah ikut berkontribusi pada
penyediaan daging sapi yang memiliki dampak ekonomi
tidak langsung. Berbagai upaya tersebut merupakan
wujud tanggung jawab PTPN XIII untuk terlibat aktif
dalam membangun citra positif industri kelapa sawit di
Indonesia. Seperti tertulis dalam tagline KTT Rio 20 “The
Future We Want”, masa depan bangsa harus diarahkan
ke Indonesia yang hijau, sustain, sejahtera, dan maju.
PTPN XIII has conducted many efforts to embody the oil
palm plantation program that environmental friendly to
embody the sustainable development, among of them
are zeroburn system thus will no burning occurred while
the land clearing, take advantage on liquid waste for
the raw material of BioN13 liquid fertilizer production
and for the land application, take advantage on the solid
waste of empty bunches for the mulch, take advantage
on shell and iber solid waste for the boiler fuel, and
take advantage on solid decanter for fertilizer. PTPN XIII
has also pioneered the integrated palm cattle program,
by using the palm midrib and palm kernel cake as one
of components of the animal feed. Ecologically, the
cow dung can be used as organic fertilizer and returned
back to the plantation, while economically PTPN XIII
has contributed on the cattle meat procurement that
has indirect economic impact. Those various efforts are
a form of PTPN XIII responsibilities to actively involve
in construction positive image of oil palm industry in
Indonesia. As written in tagline of KTT Rio 20 “The
Future We Want”, the state future should be directed
to a green, sustain, prosperous, and advance Indonesia.

Sejak berdiri di tahun 1996, PTPN XIII senantiasa memberikan perhatian yang besar
kepada masyarakat sekitar, yang diwujudkan
melalui pengembangan plasma kelapa sawit
maupun karet. Upaya pengembangan plasma
ini merupakan hal penting dalam laporan
keberlanjutan ini, karena dampaknya yang sudah
dirasakan oleh masyarakat, terutama keberhasilan
PTPN XIII dalam mengungkit perekonomian di
sekitar wilayah operasional perusahaan.
Since established in 1996, PTPN XIII always provides
great attention to surrounding community, which
embodied by developing the oil palm plasma or
rubber. This effort of plasma development is
an important essence within this sustainability
report, due to the impact that has been perceived
by the community, particularly the PTPN XIII’s
success in raising the economic of the community
surrounding the operational area.

bagaimana cara memelihara dan mengelola kebun sawit
secara benar, sedangkan melalui PK pupuk sinergi petani
plasma diberikan fasilitas pinjaman pupuk dengan sistem
kredit lunak. Kedua program tersebut telah berhasil
meningkatkan produksi dan produktivitas kebun plasma
yang berdampak pada peningkatan kesejahteraan petani
plasma yang menjadi mitra binaan PTPN XIII.

Di bidang lingkungan, sebagai perusahaan yang
bergerak di sektor agribisnis kelapa sawit, PTPN XIII
harus menghadapi isu mengenai terganggunya tata air
yang disebabkan kelapa sawit sebagai isu lingkungan.
Pertanaman kelapa sawit dinilai sebagai penyebab
berkurangnya ketersediaan air tanah dan dapat
menurunkan muka air tanah. Di sisi lain, pengembangan
kelapa sawit sangat berkaitan dengan hajat hidup
orang banyak dan memiliki andil yang signiikan dalam
penyediaan kesempatan kerja, pengembangan wilayah
serta penerimaan Negara.
In environmental ield as company who engaged in oil
palm agribusiness sector, the PTPN XIII must faces issues
concerning disturbance of the water system caused
by the oil palm as environmental issues. The oil palm
planting considered as the cause of lack of ground water
availability and may decline the ground water surface. In
other hand, the development of oil palm is much related
with the livelihood of many people and has signiicant
contribution in employment, area development and the
State revenue.
Penelitian beberapa pakar menunjukkan bahwa kebutuhan air pada tanaman kelapa sawit lebih kecil jika
dibandingkan dengan kebutuhan air pada tanaman
kelapa dan tanaman hutan seperti pinus, akasia, sengon,
karet dan jati. Kedalaman muka air tanah di area
pertanaman kelapa sawit berluktuasi yang dipengaruhi
kondisi iklim, terutama curah hujan. Kelapa sawit
memerlukan air berkisar 1.750 mm setara dengan curah
hujan per tahun yaitu 1.700-2.000 mm/tahun untuk
mencukupi kebutuhan pertumbuhan dan produksinya.
The research of several experts shows that the water
requirement in oil palm plantation is smaller if compared
with the water requirement in coconut and other forest
plants such as pine, acacia, silk tree, rubber and teak.
The depth of ground water surface in oil palm planting
area is luctuation depend on the climate circumstances,
particularly the rain fall. The oil palm requires water
approximately 1,750 mm equal with rainfall per year that
is 1,700-2,000 mm/year to meet the need of growth and
production.

mampu mencukupi kebutuhan pertumbuhan dan
produksinya.

PTPN XIII saat ini tengah melaksanakan Pilot project
produksi pupuk hayati berbasis limbah cair Pabrik Minyak
Sawit (BioN13) kapasitas 200 liter/hari di PMS Parindu,
bekerjasama dengan PT. Riset Perkebunan Nusantara
(PT. RPN) – Balai Penelitian Bioteknologi Perkebunan
Indonesia (BPBPI). Diharapkan melalui pilot project ini
dapat diperoleh data sistem produksi, distribusi dan
pemasaran pupuk hayati BioN13 sehingga dapat disusun
studi kelayakan pendirian pabrik pupuk hayati BioN 13
skala komersial. Saat ini, sedang dalam proses izin edar
dan HAKI agar bisa diproduksi secara massal.
At present PTPN XIII is currently implementing Pilot
Project of biofertilizer production based on liquid
waste (BioN13) in Oil Palm Factory with capacity 200
liter/day in PMS Parindu, in cooperation with PT.
Riset Perkebunan Nusantara (Nusantara Plantation
Research/ PT. PRN)-Indonesian Plantation Biotechnology
Research Institute (BPBPI). It is expected that with this
pilot project can be derived production system data of
production, distribution and marketing of biofertilizer
BioN13 then arranged the feasibility study of BioN13
factory establishment in commercial scale. At present,
the process of marketing authorization and HAKI is in
progress in order this product can be mass-produced.
Di bidang energi terbarukan, PTPN XIII telah memiliki 2
(dua) Unit Pengolahan Biodiesel, masing-masing berkapasitas 6.000 liter per hari. Produk biodiesel ini untuk
sementara masih dimanfaatkan untuk kepentingan
internal. Meskipun masih dalam skala terbatas, substitusi
bahan bakar fosil ke biodiesel ini merupakan sumbangsih
PTPN XIII bagi program revitalisasi perkebunan kelapa
sawit yang membumi guna mewujudkan pembangunan
berkelanjutan. Ke depan, PTPN XIII akan mengembangkan
kapasitas Unit Pengolahan Biodiesel sehingga mampu
memenuhi kebutuhan pihak eksternal, di antaranya
PT PLN (Persero). PTPN XIII telah menandatangani nota
kesepahaman dengan PT PLN (Persero) untuk memenuhi
kebutuhan biodiesel PLN Wilayah V Kalimantan Barat.
In renewable energy ield, PTPN XIII has had 2 (two)
units of Biodiesel Processing, each has capacity 6,000
liter per day. This biodiesel product for temporary is still
used for the internal beneit. Even though still in limited
scale, the substitution from fossil fuel to biodiesel is a
contribution of PTPN XIII for revitalization program of
oil palm plantation that down to earth to embody the
sustainable development. In the future, PTPN XIII will
also develop the capacity of Biodiesel Processing Unit
thus able to meet the external necessity, include PT PLN
(Persero). PTPN XIII has signed the MoU with PT PLN
(Persero) to meet the biodiesel need of PLN area V in
West Kalimantan.
Hal lain yang dilakukan PTPN XIII berkaitan dengan
pelestarian lingkungan adalah program penyelamatan
hutan bakau dari abrasi dan akresi air laut di daerah
Sepok Laut dan sekitarnya di Kecamatan Sungai Kakap,
Kabupaten Kubu Raya, Kalimantan Barat sejak tahun
2010, bekerja sama dengan Universitas Tanjungpura
Pontianak dan masyarakat setempat. Sampai dengan
tahun 2012, PTPN XIII telah mendistribusikan bibit
bakau sebanyak 21 ribu pohon. Melalui program ini,
masyarakat diberdayakan dan terlibat langsung sebagai
pengelola lingkungan di sekitarnya. Dengan demikian,
diharapkan ke depan masyarakat akan semakin mandiri
dan memiliki kepedulian yang tinggi akan pelestarian
lingkungan hidup.
Another thing that conducted by PTPN XIII related
with the environmental preservation are mangrove
rescue program from abrasion and acresion of sea
water in Sepok Laut in Sungai Kakap, Kubu Raya, West
Kalimantan since 2010, collaboration with Tanjungpura
University, Pontianak and local community. Until 2012,
PTPN XIII has distributed the mangrove seeds in 21
thousand trees. With this program, the community
is empowered and directly involved as environmental
manager in surrounding. Thus, expected in the future
the community will getting independence and has high
awareness on the environmental preservation.
Untuk lebih mengefektifkan pelaksanaan kegiatan
Program Kemitraan dan Bina Lingkungan (PKBL), Direksi
melalui Surat Keputusan No. 13.00/KPTS/23/XII/2012
tanggal 10 Desember 2012 telah membentuk Bagian
Umum dan PKBL yang langsung berada di bawah
koordinasi Direktur SDM dan Umum. Bagian Umum
dan PKBL diharapkan dapat meningkatkan kinerjanya
sehingga dapat lebih mendukung perusahaan dalam
mewujudkan amanat tiga fungsi perkebunan, yaitu
fungsi ekonomi, fungsi ekologi dan fungsi sosial budaya.
In order the implementation of Partnership and
Environmental Development program is more effective,
by Director Decree no:13.00/KPTS/23/XII/2012 dated
10 December 2012 has established General and PKBL
Section directly under coordination of Human Resources
and General Director. General and PKBL section are
expected may increasing their performance thus will
support more the company in realizing three mandate
of plantation function, includes economic, ecology, and
social culture functions.

Secara umum, PTPN XIII memiliki dua segmen usaha,
yakni kelapa sawit dan karet. Bidang usaha Perusahaan
adalah pengusahaan budidaya tanaman, pengolahan
hasil, dan pemasaran produk.

55.440,49 ha (48,91%), dan plasma seluas 57.908,60
ha (51,09%), dengan didukung oleh 9 PMS berkapasitas
440 Ton TBS/Jam dan 2 unit UPB berkapasitas 6.000 Liter
per hari.

capacity by 440 tones TBS/hr and 2 units of UPB with
capacity by 6.000 liters per day.
Produk yang dihasilkan berupa Minyak Sawit, dan
Minyak Inti Sawit untuk konsumsi industri minyak nabati
di Indonesia, serta Biodiesel yang saat ini masih untuk
memenuhi kebutuhan sendiri.

of vegetable oil industry in Indonesia, and for the
Biodiesel to fulill our own needs.

Rubber
PTPN XIII mengelola Kebun Inti karet seluas 14.487,46
ha (32,86%), dan plasma seluas 29.595,04 ha (67,14%),
dengan didukung oleh 2 Pabrik Pengolahan Karet (PKR)
berkapasitas 63 ton/KK/hari, dan 1 Pabrik Karet Sheet
berkapasitas 10 ton/KK/hari.
In managing rubber nucleus plantation on 14,487.46 ha
(32.86%), and plasma on 29,595.04 ha (67.14%), PTPN
XIII was supported by 2 Rubber Processing Plants (RPP)
with capacity of 63 tons/KK/day, and 1 Sheet Rubber
Plant with capacity 10 tons/KK/day.
Produk yang dihasilkan berupa SIR 20, RSS, 81% dialokasikan untuk pasar domestik dan 19% dialokasikan
untuk pasar global seperti India, dan China.
The resulted product was SIR 20, RSS, 81% allocated for
domestic and 19% allocated for global market such as
India, and China.

berkapasitas 100 tempat tidur dan 54 tempat tidur,
untuk memberikan jasa pelayanan kesehatan kepada

kerja perusahaan.
