Brief Report:
The new design of a “patial Data Network or Jaringan Data Spasial Kehutanan (JDSK) for South
Sumatra was extended and widened in January 2017 to a Forest Information Network
System or Sistem Informasi Kehutanan South Sumatra (SIK-SS) South Sumatra. This system
is customized in order to address the implementation of the government decree no. 23/2014
about the organizational structure of the local government1. The design, already available as
website, is based on three sub-systems:

1. Jaringan Data Kehutanan (JDK) or Forest Data Network
It is a portal for spatial and non-spatial data in the forestry sector of South Sumatra
Province. All the final data is uploaded regularly by the Forest Agencies and can be
accessed for sustainability forest management programs as well as to accelerate the
implementation of the One Map Policy based on presidential decree no 9/20162.
2. Jaringan Evaluasi Program Kehutanan (JEPK) or Monitoring and Evaluation Program

Designed to accelerate the implementation of the new government regulation UU
23/2014, BIOCLIME in cooperation with the forest agency have created a reporting
system from FMUs on local level to the Forestry Agency South Sumatra Palembang.
Every month the FMUs have to submit their reports in order to monitor their annual
working plan. At the same time the data attached to the reports, submitted parallel,
are recorded and feeding the JDK system.

3. Jaringan Administrasi Kehutanan (JAK) or Forestry Administration Network
An internal system or kind of intranet, the administration network was created to
accommodate and tabulate data including human resource issues and its
documentation. Starting with administration procedures it is linked to JEPK and JDK
sub-system as well.

The enhanced and advanced design has been discussed with key partners from three

departments in Dinas Kehutanan on 1st March 2017. The first draft of a concept has been
reviewed and agreed on to be followed up for a new system of JDSK. A Training of Trainers
(ToT) for six persons as administrators was conducted on two days 24-25 April 2017 at Dinas
Kehutanan office. The system and modules were also uploaded onto the website as materials
training that can be improved by the administrators and shared to users also.
Socialization and dissemination of SIK-SS system to all FMUs in South Sumatra took place on
10th May 2017. 90% of FMUs attended this meeting which was led by the head of the
department forestry planning. Bioclime and Dinas Kehutanan have introduced the SIKS which
was prioritized to JDK and JEPK because the JAK still needs improvement after a review by the
administrators. The evaluation and respond was good because this system is strongly needed
by FMUs to comply with the needs of implementation of local government regulations and
improve bureaucracy.
Two pilot FMUs, FMU Meranti and FMU Lalan, are supposed to follow up with this this system.
Focus: Landscape restoration especially for iron wood in degraded forest in FMU Meranti and
forest fire prevention using report based management by FMU Lalan as top priority issues.
Both FMUs are located in low-land forest and peatland ecosystems which are essential areas
of the BIOCLIME project and for ecosystem management. Moreover, the FMUs are already
provided with base-line data, created in participatory planning activities since 2014 as well as
data for regularly monitoring of forest conservation.
