This study aims to identify and analyze economically National Community Empowerment Program
(PNPM) in three rural districts, namely Sragen, Sukoharjo and Wonogiri. Economic evaluation is mainly
analyze whether funding the National Program for Community Empowerment (PNPM) Mandiri rural
SMEs can increase profits receiving support in both the short and medium term. Besides, also the
distribution if there are irregularities, irregularities are either negative or is part of the strategy, targeting
accuracy, in accordance with the guidelines, and the guidelines are not the National Program for
Community Empowerment (PNPM) Mandiri countryside. Terakir purpose ie whether program
beneficiaries can get out of poverty.
The sample of 300 respondents, respectively 100 respondents from the three districts. The analysis tools
that test two different test mean jejang wilcoxson and kosmigorov semirnov.
Result analysis shows that capital PNPM Mandiri in three districts namely Sragen, Wonogiri and
Sukoharjo can increase business profits beneficiary SMEs. The results of the second analysis PNPM
Mandiri capital in three districts namely Sragen, Wonogiri and Sukoharjo beneficiary SMEs can alleviate
poverty. While the implementation of not only prevalent deviation from 2 districts Wonogiri and
Sukoharjo there is a target, it can happen because of the formation of the group was not accompanied

by a companion.
Recommendations of this study 1). National Programme for Poverty Reduction (PNPM-Mandiri) should
be done in Sragen as the need to reform-ranging reform of the formation of the group, providing venture
capital, advisory group for this program can be effectively perceived benefits to the poor.
Implementation of the National Programme for Poverty Reduction was limited to the provision of
venture capital but through the empowerment aspect of the role of companion groups needs to be
improved greatly. Sragen can be a reference for other regions in the implementation in the field, where
the accompaniment goes well, the empowerment of the people is done correctly and regulatory
compliance is well run. 2). Poverty reduction programs should be done konferehensif, focused and
targeted so that the implementation is really focused and did not deviate in its execution as it tackles the
issue. 3). To alleviate the shortage-existing lack the implementation of PNPM Mandiri, it is necessary to
do the perpetrators of PNPM Mandiri involvement in particular members of the group since the
planning, implementation and evaluation of programs to pemamfaatan PNPM Mandiri. 4). Still very
necessary given the provision of targeted training according to the needs of each member of the PNPM
Mandiri to increase skills in business development for the group leader and group members. Training is
expected to be in production skills appropriate to the type of business and marketing efforts in
collaboration with various local stakeholders.
