BAB I PENDAHULUAN
1.1 Latar Belakang Proyek Provinsi Jawa Tengah memiliki Ibu Kota yang berada di Kota Semarang.

Berada diantara garis 109 35’ dan 110 50’ Bujur Timur serta 6 50’ dan 7 40’ Lintang Selatan. Sebagai Kota yang geostrategis, Kota Semarang menjadi simpul transportasi daerah Jawa Tengah, sehingga perkembangan kota bertumbuh dengan pesat.
Perkembangan kota yang pesat berdampak pula pada perkembangan ekonomi di Kota Semarang. Kegiatan ekonomi menyerap Sumber Daya Manusia (SDM) yang banyak, membuat arus migrasi mengalami peningkatan dan berdampak pada kepadatan dan jumlah penduduk. Menurut data Badan Pusat Statistik Kota Semarang (2013), pertumbuhan penduduk dari tahun 2008 hingga 2012 mengalami kenaikan sebanyak 77.558 jiwa, sehingga pada tahun 2012 jumlah penduduk mencapai 1.559.198 jiwa.
Tingginya peningkatan jumlah penduduk mengakibatkan kebutuhan tempat tinggal meningkat pula. Sarana transportasi seperti stasiun, terminal maupun bandar udara menunjang akses menuju kota ini. Para investor memandang kemudahan akses tersebut sebagai salah satu faktor meningkatnya kebutuhan tempat tinggal. Hal tersebut mempengaruhi nilai investasi di Kota Semarang sehingga meningkat sebesar 1,7 triliun, karena jumlah investor pada tahun 2009 mengalami peningkatan menjadi 2.253 jiwa (Badan Pelayanan Perijinan Terpadu Kota Semarang, 2010).
