 Financial Management Planning Budgeting, Disbursement, Replenishment, etc  Monitoring and Information System  Reporting 15. The Technical Consultan National Project Implementation Unit in under the overall guidance of the Chairman of NPIU KKJI the Consultant will provide technical advice to PIUs NPIU KKJI as well as participating districts PIUs including relevant UPTs on the technical matters pertaining COREMAP-CTI operation under responsibility of NPIU KKJI. 16. Status of all the activities entrusted to the Consultant would be reviewed through monthly meetings with chairman or officer in-charge of NPIU KKJI. Corrective actions as identified during such meetings would be responsibility of the Consultant. 17. The Consultant will be engaged in the following area of activities :  Project work planning;  Community Development;  Marine Protected Area Effectiveness;  Economic Development in part of Community Development;  Legal advisory and safeguarding;  Institutional arrangement; and  Reporting

D. Scope of Works

18. The Project Management Consultants PMC will support the PMO, and PIUs in: a. Preparing detailed Project work and financial plans; 
 b. Developing implementation approaches, procedures, and guidelines for key Project activities and for coordinating implementation by the concerned agencies at the national, and regional level; c. Strengthening local communities to take part in participatory model for decentralized co-management and surveillance of coral reef resources; d. Designing and developing the Project management information system; e. Procuring goods and services, including preparation of international standard bidding documents, evaluation of bidding, selection of winning bidders and award of contracts to winning bidders; f. Preparing Financial Reports monthly, quarterly and annually in accordance with Standar Akuntansi Pemerintah SAP including disbursement and replenishments as required by the bank. g. Preparing quarterly disbursement and replenishment plans; h. Monitoring Project progress and the performance of various service contractors; i. Preparing regular progress reports for submission to MMAF and ADB, including quarterly interim financial reports and half yearly progress report for ADB submission; j. Preparing borrower project implementation completion report; and k. Assisting ADB missions. 19. The Technical Consultants TC will support the NPIU KKJI and the PIUs, including relevant UPTs in: a. Preparing detailed Project work plan; b. Developing implementation approaches, procedures, and guidelines for keyproject activities and for coordinating implementation by the concerned agencies 
 at the national and regional level; c. Designing and developing consistent approaches and procedures to implement the MPA development strategy, particularly the human resources development, MPA management, policy and ecological tasks 
 and objectives; 
 d. developing and implementing various empowerment and economic development activities with the communities, primarily in the seven ADB districts; e. developing regional coastal and coral reef policies, strategies, and implementation guidelines within the framework of the CTI National Plan of Action, and related national and regional integrated, sustainable, ecosystem- based fisheries and coastal management laws, regulations and policies; f. drafting necessary amendments, marine protected areas, marine spatial planning, and threatened species to local, regional and national laws, statutes, and regulations pertinent to coral reef management and law enforcement; g. working closely with LIPI and th e regio al CRITCs i de elopi g the Proje t’s research framework, identifying possible research partners, assisting the PIUs in 1 contracting out of research studiessurveys to suitable institutions, monitoring the conduct of research, and evaluating research results; h. Working closely with LIPI and the regional PIUs to create district and MPA mixed stakeholder monitoring programs, including communities, NGOs, private sector and universities to collect regular ecosystem, socioeconomic and related monitoring used standard approaches, compiled nationally through LIPI; i. Assisting in formulating the implementation approaches, procedures, and guidelines for coastal and coral reef management and marine-based economic development at the Project sites, in particular for national and local MPA k. Preparing plans for the upgrading of a computerized management information s ste for the Proje t’s a ti ities a d as part of a lo g-term national government open access system, particularly for ecosystem status, benefit monitoring and evaluation; l. Developing and institutionalizing core competency skills and curriculums for MMAF and district marine and fisheries staff among others in EAFM and MPA; m. Dev elopi g the Proje t’s o erall trai i g fra e ork a d trai i g urri ula, modules, and materials, and evaluating the effectiveness of training courses; n. Designing the outreach and communication systems so that all stakeholders receive timely information on activities, opportunities, results; o. Advising NPIUs on the development and application of an environmental and social safeguard screening process prior to the approval of each village infrastructure development plan and the award of civil works contracts to avoid or minimize adverse environmental and social impacts . p. Implementing the Environment and Social Safeguard Framework ESSF and assisting NPIUPIUs in developing relevant safeguard documents required by the framework, including providing trainingcapacity building for the PIUs q. Working with districts, NGO, and contractors in community empowerment, resource management, village development, and income generation; and r. Planning and supporting a feasibility review of various economic enterprise a ti ities i the distri ts that are e o frie dl a d sustai a le, ari e-resources- 2 based, are connected to strong private sector and public partners, and are creating economically strategic and successful alliances.
