The project management office PMO will coordinate and monitor project activities, implement the project performance monitoring system PPMS, conduct
project evaluation surveys, and prepare quarterly, annual, midterm and project completion reports.
The project is designed as a sector project, enabling an integrated focus on sector development plans and the adequacy of institutions to formulate and manage
these plans. The selection of subprojects within this sector modality will be based on detailed criteria that have been agreed with the government Section III, D. Key
criteria require that the subproject i contributes directly to environmentally sound non-consumptive resource utilization across the MPAs such as environmentally-
responsible tourism; ii supports development of sustainable fisheries e.g., enhancing fish market facilities, fish landing sites, fish catch monitoring and catch
regulation; iii contributes to fostering sustainable livelihoods that reduce fishing pressure or provides non-traditional gainful employment within the sector; and iv
enhances effectiveness, governance, and financial sustainability of co-managed MPAs. Subprojects will be formulated and implemented using a community-driven
development CDD approach. 5.
Project location Batam, Bintan, Tapanuli Tengah, Lingga, Mentawai, Natuna, Nias Utara and 3 national
MPAs in the districts of Anambas, Pulau Pieh and Gili Matra.
B. The Consultant
6. The services of the PMC may be provided by a consulting firm Consultant with
adequate experience in the field. The consultant will provide the staffing as indicated in table 1 of TOR, though in preparing their proposals the consultants may propose
alternative arrangements that, in their opinion, will provide service of an equivalent quality. The final staffing would be adjusted to suit the actual work and implementation
schedule. 7.
The Consultant will be engaged by the PMO COREMAP-CTI by inviting Expression of Interest EoI on the prescribed format, short listing firms and inviting Technical
Financial Offers.
8. The services of the TC may be provided by a consulting firm Consultant with adequate
experience in the field. The consultant will provide the staffing as indicated clause E of the current TOR, though in preparing their proposals the consultants may propose
alternative arrangements that, in their opinion, will provide service of an equivalent quality. The final staffing would be adjusted to suit the actual work and implementation
schedule 9.
The Consultant will be engaged by the NPIU KKJI by inviting Expression of Interest EoI on the prescribed format, short listing firms and inviting Technical Financial
Offers.
C. Implementation Arrangements
10. The Project Management Consultant PMC would be attached to the PMO for
coordination, reporting and payment purposes. At the District level, the field officers of the Project Management Consultant PMC would be attached to the Districts PIUs and
would advise and assist in capacity and quality enhancement of the executing agency. 11.
Under the overall guidance of the PMO, the Consultant will provide management advice to PMO and PIUs on methodologies and procedures for sub project selection,
preparing the implementation programs, works procurement, supervision of contract management and quality monitoring of works for the project roads.
12. The Consultant will establish a Main Office at Jakarta, headed by a team leader will be
responsible for advising the PMO, NPIU and PIUs of the participating districts in laying down and enforcing, with due attention to quality, procedures at PIUs level for
Subproject selection, works procurement and contract management procedures of civil works, 1st tier quality control, monitoring project performance and coordination etc.
13. Status of all the activities entrusted to the Consultant would be reviewed through
monthly meetings at PMO level. Corrective actions as identified during such meetings would be required to be taken by the Consultant.
14. The Consultant will be engaged in the following Activities:
Project works Planning Project Management including data entry and operations
Goods and Works Procurement, Consultant Selection
Financial Management Planning Budgeting, Disbursement, Replenishment, etc Monitoring and Information System
Reporting
15. The Technical Consultan National Project Implementation Unit in under the overall
guidance of the Chairman of NPIU KKJI the Consultant will provide technical advice to PIUs NPIU KKJI as well as participating districts PIUs including relevant UPTs on the
technical matters pertaining COREMAP-CTI operation under responsibility of NPIU KKJI.
16. Status of all the activities entrusted to the Consultant would be reviewed through
monthly meetings with chairman or officer in-charge of NPIU KKJI. Corrective actions as identified during such meetings would be responsibility of the Consultant.
17. The
Consultant will be engaged in the following area of activities : Project work planning;
Community Development; Marine Protected Area Effectiveness;
Economic Development in part of Community Development; Legal advisory and safeguarding;
Institutional arrangement; and Reporting
