V. Results and Discussion
As m ent ioned before t hat t he second st age of this research is t o describe implement at ion of dem ocrat ic public service (urban t ransport ation) net work in M akassar Cit y. This study show ed t he implem ent at ion of democrat ic urban t ransport at ion services net w ork in M akassar Cit y has not been effect ive. This can
be demonst rat ed through the dim ensions of t he concept, as follow s:
1. Regulation
Regulation is a code of conduct for st akeholders in relat ed urban t ransport at ion in M akassar Cit y. Based on t he result s of research, regulation has not been known by the users of public t ransport at ion in M akassar Cit y. This is caused by t here have not socialized Law . 22 of 2009 about Road Traffic and Transport ation and M akassar M ayor’s Decision No.551.05/ 938/ Kep/ XII/ 2009 on the Est ablishment of Traffic and Transport ation Forum , so cit izen as users not many know about the exist ence of this forum as a forum for discussing issues t oget her relat ing t o urban t ransport at ion issues in M akassar Cit y. As
a result , public t ransport ation problems are st ill alw ays t he cases.
2. Com mitment
has dem onst rat ed it s comm it m ent t o solve various problem s in public transport ation in M akassar Cit y. This is indicat ed by the decision t he

M akassar
Cit y
and Transport ation Forum and pilot project of t raffic and t ransportat ion that called Pilot Area of Traffi c Securit y, Safet y, Order and Smooth (KAM SELTIBCAR LANTAS). But , their implem entat ion had not yet shown a real comm it m ent by implem ent ers, because t heir presences in t he Forum are more driven by the

As a result they did not feel t ake responsibilit y for t he problem of public t ransport ation in M akassar Cit y.
VI. Conclusion and Suggestion
1. Conclusion
Based on the description of the result s and discussion above, that the implem ent ation of dem ocrat ic public services (urban t ransport ation) net w orks in M akassar Cit y has not been effect ive, because, 1) the regulat ion has not been socialized to t he stakeholders in t he Forum; 2) lack of com mit ment t he st akeholders in implement ing the Forum’ s Programs; 3) there have not been joint use of resources in t he implement at ion of the Forum’s program s; 4) each instit ut ions at t he Forum carried out their dut ies in accordance w ith agency’ s duties, 5) there have not been cooperat ion wit h other agencies t o support t he implement at ion of Forum’s programs, 6) there have not been clear collaboration in the implem ent at ion of Forum’s programs, and 7) there have not been all st akeholders part icipat e in Forum act ivit ies.
2. Suggestion
In order t o develop t he science of public administ rat ion, t his research require research development to find out what cause of t here has not been effect ive im plem ent at ion of democrat ic public service (urban t ransport at ion) net w ork in M akassar Cit y. Thus, this research w ill find out the m odel of dem ocrat ic public service (urban t ransport at ion) net work.
