Kelompok Pengrajin Boneka (Studi Kasus di Kelurahan Bojongmenteng Kecamatan
Rawalumbu Kota Bekasi Provinsi Jawa Barat) adalah karya saya dengan arahan

ABSTRACT
BUD1 NlNGSlH 2009. The Empowerment of Toy-maker Group (Case Study in
Bojongmenteng Sub-District, Rawalumbu District, Bekasi City, West Java
Province). Guiding by PUDJl MULJONO as a Leader, and SUTARA
HENDRAKUSUMAATMADJAas a member of Leader Commission.
Unemployment and working opportunity are two important aspects which
tie together and can not be separated in present economic crisis due to life of
almost entire a community, of course it will be government responsibility,
particularly local government to solve this matter. Policy sphere to combat the
unemployment and to create wide-spread of working opportunity, either direct
or indirect, such as creating job fieldlopportunity that derive from government
budget through APBN and APBD. Local government at this very moment must
be trigger the economy growth and could be empowered the community so
that the community can fulfill their life need in a properly manner especially
empowering of small industry (home industry).
The qualitative approach is used in this study that special used for
economy aspect of studies. Primary qualitative data gathering is used by direct
observation, in-depth interview and focus group discussion (FGD). The
secondary of data are collected from literature studies. The data which has
been collected will be analysis by description analysis and SWOT analysis,
the design program is doing by using Participatory Rural Appraisal (PRA)
method, in order to get strategy and participative program.
Analysis toward variety of KPB Bojongmenteng business in view either
from aspect of price, marketing, raw material, labor, capital, technology
process or policy, it is indicated that the increasing in significant meaning. Yet,
in their business system, the link of business are not connected directly to the
users, it means that the toy-maker group does not know exactly how much the
price of their product and where their product will be market Beside that, the
empowerment activity still much depend on government assistance.
Recommendation for KPB Bojongmenteng, immediately to establish cooperation, to apply effectivelefficient technology and to recruit professional in
marketing and another skill. For District and Sub-District official must facilitate
KPB to establish co-operation, gather community participation and propose
training and also assistance through discussion of development plan. For
Bekasi City government in developing KPB Bojongmenteng is not applied
the incremantalism or gradualism policy model, but systemic, continue and in a
holistic manner.
