ABSTRAKSI
Tahun 2004-2009 adalah periode pertama Presiden Susilo Bambang Yudhoyono menjabat
sebagai Presiden RI. Dimana pada tahun tersebut, banyak sekali terjadi permasalahanpermasalahan baik dari dalam maupun luar negeri. Dari luar negeri, hubungan diplomatik
Indonesia dan Malaysia sering mengalami konflik. Konflik tersebut kebanyakan berasal dari
masalah Tenaga Kerja Indonesia (TKI) yang berada di Malaysia khususnya masalah
kekerasan. Oleh karena itu, Pemerintah Indonesia harus lebih tegas lagi dalam menangani
masalah TKI tersebut agar tidak semakin bertambah. Diplomasi adalah salah satu cara untuk
menangani masalah tersebut.
Penelitian ini berusaha menemukan perlindungan yang sudah dilakukan oleh Presiden Susilo
Bambang Yudhoyono guna memperbaiki hubungan kedua Negara yang bertetangga tersebut.
Konsep yang digunakan dalam penelitian ini adalah konsep diplomasi. Penelitian ini
menggunakan teknik pengumpulan data library research dan teknik analisis data deskriptik.
Melalui analisis data tersebut peneliti menemukan beberapa temuan dalam penelitian ini yaitu
diplomasi yang telah dilakukan Presiden Susilo Bambang Yudhoyono untuk menangani
masalah kekerasan TKI adalah, pertama, melakukan moratorium (penghentian sementara).
Kedua, melakukan negosiasi. Ketiga, protes nota diplomatik jika ada yang memperlakukan
TKI tidak manusiawi.
ABSTRACT
Year 2004-2009 are the first period of President Susilo Bambang Yudhoyono as the president
of Republic of Indonesia. Where at the years, there were many problems both from domestic
affairs and aboard. From aboard, the Indonesian and Malaysian diplomatic relationship often
experienced conflicts. Most of conflicts come from the Indonesian Labours (TKI) in
Malaysia especially the abuse problems. Therefore, the Indonesian government has to be
more firm in handling the TKI problem so that it will not increase. The diplomation is one of
the ways to handle the problems.
This research tries to find the diplomation done by President Susilo Bambang Yudhoyono to
improve the relationship of both neighbour countries. The concept used in this research is the
diplomation concept. This research uses library research of the data collection technique and
the descriptic as the data analysis technique.
By using the data analysis the researcher finds several findings in this research that are the
diplomation done by President Susilo Bambang Yudhoyono to handle the abuse problems of
TKI are, first, doing the moratorium (temporary ceasing). Second, doing the negotiation.
Third, the diplomatic note protest if there is one treats TKI inhumanely.
