a. develop norms and standards for classification of
health research and development, building on existing sources, in consultation with Member
States and relevant stakeholders, in order to collect and collate information systematically
b. facilitate through regional consultations and
broad engagement of relevant stakeholders the implementation of a few health research and
development demonstration projects to address identified gaps that disproportionately affect
developing countries, particularly the poor, and for which immediate action can be taken

3.1 Conduct of country studies in Thailand, India, Bangladesh, Sri Lanka and
Indonesia to document existing norms and standards followed in the
classification of health RD activities; to identify current and future priorities for
RD for health products and to identify project which need to be implemented in
order to develop and deliver priority health products

Developing a Strategic Workplan as a follow-up of the Report of the
Consultative Expert Working group CEWG on Research and
Development: Financing and Coordination held in Bangkok, Thailand
on 25-26 July 2013

The participants of the Regional Consultation presented 6 recommendations for the development of
norms and standards for the classification of health RD towards setting-up of RD observatories. These
include, among others, the following:

a. Setting-up of a national RD observatory to
collect, analyse, coordinate, prioritize and monitor RD resource flows from the public and
private sectors; b.
Member States may develop modalities and identify institutional entities to develop,
establish, maintain and manage health RD observatories;
c. Member States may pilot-test the proposed
classification grid for norms and standards for RD in terms of diseases, product development
and policy. In the same meeting, 7 potential priority areas for
RD demonstration projects were identified and ranked.
