Report of the Consultative Expert Working Group on Research and Development: Financing and Coordination adopted by the 66 th World Health Assembly: May 2013 11 Requested the Director General to: 11 a. develop norms and standards for classification of health research and development, building on existing sources, in consultation with Member States and relevant stakeholders, in order to collect and collate information systematically b. facilitate through regional consultations and broad engagement of relevant stakeholders the implementation of a few health research and development demonstration projects to address identified gaps that disproportionately affect developing countries, particularly the poor, and for which immediate action can be taken 67 Annex 2 BOX 2: ACTIVITIES RELATED TO CEWG RECOMMENDATIONS CONDUCTED AT THE REGIONAL LEVEL ACTIVITY IMPORTANT RECOMMENDATIONOUTCOME 1. Conduct of Regional Consultation for Development of a Regional Framework on Public Health, Innovation and Intellectual Property in New Delhi on 5-6 April, 2011 13 SEAR Member States identified national and regional priorities for the 8 elements and 25 sub-elements of the GSPA, and presented a set of recommendations for WHO and Member States of the region that requires further engagement at national, regional and global levels 2.1 Conduct of Regional Technical Consultation in Bangkok, Thailand on 15- 17 August 2012 14 2.2 Regional technical discussion of the CEWG Report conducted during the 65 th SEA Regional Committee Meeting in Yogyakarta, Indonesia on 7 Sept. 2012 2.3 Regional Resolution SEARC65R3 Consultative Expert Working Group on Research and Development: Financing and Coordination adopted during 65 th SEA Regional Committee Meeting 12 “To engage actively in the negotiations in an open- ended meeting of Member States in November 2012, inter alia, by supporting the development of the Global Health RD Observatory, effective global RD coordination, adequate and sustainable funding for RD on diseases of Type II and III and specific RD needs of diseases of Type I in developing coun tries” 0.14 3.1 Conduct of country studies in Thailand, India, Bangladesh, Sri Lanka and Indonesia to document existing norms and standards followed in the classification of health RD activities; to identify current and future priorities for RD for health products and to identify project which need to be implemented in order to develop and deliver priority health products 3.2 Conduct of Regional Consultation for Developing a Strategic Workplan as a follow-up of the Report of the Consultative Expert Working group CEWG on Research and Development: Financing and Coordination held in Bangkok, Thailand on 25-26 July 2013 15 The participants of the Regional Consultation presented 6 recommendations for the development of norms and standards for the classification of health RD towards setting-up of RD observatories. These include, among others, the following: 15 a. Setting-up of a national RD observatory to collect, analyse, coordinate, prioritize and monitor RD resource flows from the public and private sectors; b. Member States may develop modalities and identify institutional entities to develop, establish, maintain and manage health RD observatories; c. Member States may pilot-test the proposed classification grid for norms and standards for RD in terms of diseases, product development and policy. In the same meeting, 7 potential priority areas for RD demonstration projects were identified and ranked.
