2.2.4 The concepts of Askeskin or HIP and Surkin or PL

Health is a right and an investment for all citizens. All citizens are allowed to health, including the poor. It required a system that regulates the implementation of the effort to fulfill the right of citizens to remain healthy, with emphasis on health care for the poor. Basic right to receive health care is a policy launched by Government included in handling the national strategy of poverty. Currently poor families become the primary target of health programs, especially in worsening economic situation, where the number of poor or disadvantaged families increased. The situation is apparently also resulted in decreased frequency of consumption of food, goods, services including health care, and declined in the quality, includes visits hospitals, health centers and midwives. The economic crisis has indeed been an impact on health development, including public health service. Therefore, in order to improve access to healthcare services for the poor and as the first step of The National Social Security System Navigation development since January 2005 the Health Department launched a Public Health Insurance Program for the Poor askeskin who have been held previously as the field of National Social Security System NSSS and Social Safety Network in Health SSNH or Impact of Energy Subsidies Reduction Program with Menkes RI No.12412004 and SK. The stream of askeskin or Health Insurance for the Poor HIP and surkin or Poverty Letter PL are shown in Appendix 2. For the later explanation, HIP and PL terms will be used instead askeskin and surkin, respectively. Based on these 22 two indicators, poverty level of sub districts will be ranked by ORDIT ranking method.
