ABSTRAK
Kajian tentang perkembangan koperasi baik yang dilaksanakan di Indonesia
maupun disejumlah negara sedang berkembang banyak dilakukan. Misalnya apa yang
telah dilakukan oleh Pollnac yang membahas berbagai kegagalan dan keberhasilan suatu
koperasi di negara Afrika, Asia dan Amerika latin. Tetapi semua kajian tersebut hanya
melihat secara parsial masing-masing faktor yang menentukan kegagalan dan keberhasilan
koperasi. Banyak sebenarnya persoalan mengapa koperasi yang merupakan tulang
punggung ekonomi suatu bangsa mengalami pasang surut. Oleh karenanya dalam
penelitian ini semua persoalan yang menyangkut perkembangan koperasi yang berkaitan
dengan persoalan pembangunan di Nias dicoba dikaji dalam penelitian ini.
Permasalahan dalam penelitian ini adalah sejauhmana pengaruh kualitas
sumberdaya manusia pengelola koperasi terhadap perkembangan koperasi unit desa di
Kabupaten Nias, maka tipe penelitian yang relevan adalah tipe penelitian eksplanatif.
Seperti telah disebutkan sebelumnya bahwa pemilihan kabupaten Nias sebagai lokasi
penelitian didasarkan pada pertimbangan, bahwa Kabupaten Nias merupakan kabupaten
yang paling tertinggal pembangunannya di Propinsi Sumatera Utara. Populasi dalam
penelitian ini adalah seluruh institusi koperasi unit desa (KUD) yang masih aktif di
kabupaten Nias. Sedangkan sampel penelitian dilakukan dengan cara total sampel, karena
mengingat jumlah populasi yang relatif sedikit dan terjangkau untuk dijadikan sampel secara
keseluruhan yaitu 27 KUD. Dalam hal ini sebagai responden penelitian adalah seluruh
pengurus KUD yang terpilih menjadi sampel penelitian, yang terdiri dari Ketua,
Bendahara dan Sekretaris. Teknik pengumpulan data adalah wawancara dengan instnunen
kuessioner. Analisis data menggunakan metode kuantitatif dengan teknik pengujian
hubungan antar variabel secara bivariate menggunakan formula koefisien korelasi rank
spearmen dan tingkat signifikansi = 0,05.
Hasil penelitian yang dilakukan membuktikan beberapa hal yang menarik untuk
dikaji lebih lanjut. Diantaranya adalah adanya beberapa temuan mengenai faktor-faktor
yang terbukti secara signifikan sebagai faktor dari perkembangan koperasi unit desa, yaitu
secara teoritis temuan penelitian ini semakin memperkuat dukungan terhadap masih
kuatnya peran pemerintah dalam menentukan perkembangan koperasi, khususnya
koperasi unit desa. Temuan penelitian ini, sekaligus pula memberikan kesimpulan bahwa
kondisi yang diinginkan oleh Mohammad Hatta agar, koperasi dapat berkembang dengan
kemandiriannya masih jauh dari harapan, karena terbukti kualitas sumberdaya manusia
pengelola koperasi hanya mampu sebagai alat untuk mempenmidah menangkap peluangpeluang yang memang disediakan oleh pemerintah melalui berbagai program bantuan dan
pembinaan.

ABSTRACT
The study on the development of cooperation is done not only in Indonesia but also other
developing countries in the world. For example which is carried out by Pollnac, that discussed
various disadvantages and advantages of cooperation in countries such as Africa, Asia and
South America. There are still a lot of problem on how the cooperation that is the
supporting economy part of a country can face low tide, that all of these are influenced by a lot of
factors such as human resources, political will of a country, unbalanced economy sector, etc. These
are the cause of why the study is done / carried out. In this research, all the problems
connecting with the development of the cooperation concerned with the development
of the Nias district is part of the study that is carried out in this research.
As the problems that are put forward, that is how far is the influence of the human resource
quality in maintaining the cooperation towards the development of Village Cooperation Unit in
Nias district, and the best relevant type of research is explanative research and the location is the
Nias district. As said before, that the Nias district is chosen as the research place is based on
consideration that Nias district is a district that is very remote in its development in North
sumatera province. Where else for the research samples, is done by totaling the whole
samples, because considering the small amount of population that stands for the sample in the
whole is 27 KUD. For the purpose of collecting the data, it is important to get the research
respond. In this case the research responds are the management staffs of the Village Cooperation
Units and who are chosen to be in the research sample are the chairman, treasurer and the
secretary. The technique in collecting data is done through interview and questioner
instrument. Moreover, the analysis based examination technique between variable BI-variation
uses the spearmen's correlation coefficient formula rank and level of significant of = 0.05.
The research carried out; prove that some interesting things are worth studied
further. Such as there are some discoveries on factors significantly proven as a factor from the
development of Village Cooperation Unit and they are: Theoretically these research
discoveries strengthen the support on the power of the governments' role in determining
the development of the cooperation, especially the Village Cooperation Unit. These
discoveries, overall gives a conclusion that the conditions that is expected by Mohammad Hatta
which is, the cooperation can develop with its' independence is far from reality and hope,
because the quality of a human resources cooperation managing has an ability as a tool for
catching chances that is provided by the government through various assistance and training
programs.

penelitian ini semua persoalan yang menyangkut perkembangan koperasi yang berkaitan
dengan persoalan pembangunan di Nias dicoba dikaji dalam penelitian ini.

sumberdaya manusia pengelola koperasi terhadap perkembangan koperasi unit desa di

yang terbukti secara signifikan sebagai faktor dari perkembangan koperasi unit desa, yaitu
secara teoritis temuan penelitian ini semakin memperkuat dukungan terhadap masih
kuatnya peran pemerintah dalam menentukan perkembangan koperasi, khususnya
koperasi unit desa. Temuan penelitian ini, sekaligus pula memberikan kesimpulan bahwa
kondisi yang diinginkan oleh Mohammad Hatta agar, koperasi dapat berkembang dengan
kemandiriannya masih jauh dari harapan, karena terbukti kualitas sumberdaya manusia
pengelola koperasi hanya mampu sebagai alat untuk mempenmidah menangkap peluangpeluang yang memang disediakan oleh pemerintah melalui berbagai program bantuan dan
pembinaan.
