Lessons on Fundam ental Principles o f Good Governance

O n e o f t h e m o s t i m p o r t a n t p r o d u c t s o f d e c e n t r a l i z a t i o n is t h e e n h a n c e m e n t o f t h e q u a l i t y o f d e m o c r a c y a n d g o v e r n a n c e in a s t a t e . A s t r o n g p o l i t i c a l commitment of the involved actors and well-designed institutions are all important aspects contributing to the improvement of a democratic society. Moreover, good

governance understood in terms of democratic procedures requires at least four

f u r t h e r f a c t o r s , e a c h o f w h i c h d e s e r v e s t o b e t r e a t e d in i t s o w n s e c t i o n : participation, accountability, coordination and power sharing.

The body of literature that the others have consulted confirms that the

c o n s t i t u e n t s ) f u n c t i o n e f f e c t i v e l y . E a c h o f t h e s e in t u r n r e q u i r e s a p p r o p r i a t e institutional manifestation. Accountability requires bureaucratic accountability to

e l e c t e d o f f i c i a l s , a n d t h e a c c o u n t a b i l i t y o f t h e e l e c t e d o f f i c i a l s t o t h e p u b l i c , in t u r n . Participation requires regular elections, an active and capable civil society; institutions for civil society engagement between elections (public meetings, policy

consultation forums, oversight and vigilance committees etc.), and a well functioning and critical media. However, for these principles to be effective certain preconditions should exist as follows:

Participation

O n t h e o t h e r h a n d , th e r e g i o n s a r g u e t h a t t h e C e n t r a l G o v e r n m e n t g e n e r a l i z e s t h e is s u e o f e x c e s s i v e o r g a n i z a t i o n a l s t r u c t u r e b a s e d o n a li m i t e d n u m b e r o f i s o l a te d c a s e s .
