approach to capacity development—involving research, analysis and synthesis; strategic
communication; training and learning networks; and piloting and demonstrating—RECOFTC delivers
innovative solutions for people and forests.
RECOFTC, with its regional office in Bangkok Thailand and seven country program offices in
Cambodia, Indonesia, Lao PDR, Myanmar, Nepal, Thailand and Vietnam, is currently seeking a
Program Administrative Officer for the Program Coordination and Operations Unit. The successful
candidate will be based at RECOFTC regional office in Bangkok, Thailand. The contract period will be
12 months with a possibility of extension.

POSITION SUMMARY:
The Program Administrative Officer works as a team member of the Program Coordination and
Operations (PROCO) Unit, and will contribute to the development a d i ple e tatio of PROCO’s

activities as outlined in the RECOFTC Strategic Plan 2013-2018, as well as ensure the smooth running
of the PROCO Unit with support from other members of the unit. S/he is directly responsible to the
PROCO Manager, and will also be accountable to other program staff, clients, partners, collaborators
and funding agencies. Detailed responsibilities and duties of the Program Administrative Officer are
listed below
RESPONSIBILITIES AND DUTIES
The Program Administrative Officer will provide supports to program development, implementation,
coordination, monitoring and evaluation, and management of resources. More specific duties are as
follows:







Responsible for budget planning, monitoring, procurement and administrative
management of PROCO activities and specific projects;
Assist PROCO program staff and consultants in administrative arrangements for the
implementing of PROCO activities, including related logistic arrangement;

Assist in finalizing, arranging and monitoring of contracts with donors, partners, project
staff, and consultants;

accounts and administrative matters in the countries;
Maintain contact and communication with program and project partners;

Maintain information databases of relevant consultants and partners on RECOFTC
intranet;
Design, manage, and maintain electronic and paper filing systems;

Provide other administrative and secretarial supports, including taking minutes of
meetings and following up on delegated tasks with the PROCO Manager;
Monitor and follow up correspondence (internally and externally);
Assist PROCO Staff in coordinating and communicating with other units within RECOFTC;
Perform any other tasks that may be assigned by the PROCO Manager.

QUALIFICATIONS AND EXPERIENCE
The Program Administrative Officer will have the following essential and desirable qualifications and
experience:

Essential:

 Bachelor’s degree i related fields

 5 ears’ e perie e i ad i istration role, with financial monitoring responsibility
 Experience in working with international non-profit organizations

 Ability to prioritize, plan and organize work in a busy environment
 Attention to details and self-motivation


 MS Office Proficiency (Excel, Word, Power point, Access)

 Excellent Thai language skills and fluency in verbal and written English
 Thai nationality

Desirable:
 Experience in contracting and administeri g o sulta ts’ eeds (su h as obtaining visas,
making travel arrangements, processing invoices)
 Experience in project and/or program administration
 Experience in information management

 Understand broad concepts of community forestry/natural resource management
