INTRODUCTION

Reasonfor Choosing the Title
Basically, every company always wants to improve itself to be
better. It can be seen that in every certain time span, companies always
present new program. This program is intended to gain the community's
trust toward the companies.
Sometimesthere is also competition among companies. To win the
competition, the companies should have the program supportedby brilliant
innovation which should have been long planned. Good planning will
develop the companies. On the other hand, bad planning will make
companies left behind. Further, planning can help companies determine
their future activities.
In this case, planning plays an important role in companies. Once
planning is made, it will influence all of the departmentsin companies,it is
becauseall of the activities come from planning. This kind of condition also
happensat Maritime and Fishery Service SemarangCity.

Method of Data Collection
To write the paper,the writer usedseveraldata. While the methods
usedin collectingthe dataare asfollows:

1. Observation
Kartono (1996:157)states tlvrt "Observasiadalah studi yang
disengaja dan sistematis tentangfenomena sosial dan gejala-gejala
alam dengan jalan pengamatan dan ..pencatatan". (Observation is

systematicand intentional study about social phenomenaand nature
symptomsby monitoring and noticing).
The writer made an observationby conductingjob training for
three weeks at Maritime and Fishery Serviceto get the data and other
information aboutthe topic.

2. Interview
Nazir (1988:234)saysthat:

To complete the data the writer also did the library research.
Marzuki (1997:28) states that Library Researchis method of data
collection obtainedfrom literaturesor booksrelatedto the problems.
By using this method,the writer collectedand studiedthe books
and other documentsthat arerelatedto the topic.
