ABSTRAK
Permasalahan pendidikan saat ini masih menjadi polemik dalam meningkatkan mutu
pendidikan Indonesia di tingkat dasar. Hal ini dapat dilihat dari belum optimalnya mutu
sekolah. Sekolah yang baik tentu saja sekolah yang bermutu di bidang pendidikan
meliputi input, proses, output dan outcome. Karena itu, penelitian ini mengkaji faktorfaktor yang mempengaruhi mutu sekolah. Banyak faktor yang dapat mempengaruhi mutu
sekolah, antara lain: kinerja manajerial kepala sekolah, kebijakan, kurikulum, kinerja para
guru dan staf di sekolah, komite sekolah, iklim sekolah, serta sarana prasana yang
terdapat di sekolah. Dari faktor-faktor tersebut, faktor kinerja manajerial kepala sekolah
dan iklim sekolah diduga lebih banyak berpengaruh terhadap keberhasilan pencapaian
mutu Sekolah Dasar Negeri terakreditasi A di Sub Rayon 11 Kota Bandung. Oleh sebab
itu, rumusan masalah dalam penelitian ini yaitu seberapa besar pengaruh kinerja
manajerial kepala sekolah dan iklim sekolah terhadap mutu Sekolah Dasar Negeri
Terakreditasi A di Sub Rayon 11 Kota Bandung. Tujuan penelitian ini mendeskripsikan
dan menganalisis pengaruh kinerja manajerial kepala sekolah dan iklim sekolah terhadap
mutu Sekolah Dasar Negeri terakreditasi A di Sub Rayon 11 Kota Bandung. Metode yang
digunakan dalam penelitian ini adalah metode deskriptif dengan pendekatan kuantitatif.
Data diperoleh dengan cara menyebarkan kuesioner kepada 210 responden. Teknik
pengumpulan data yang digunakan adalah teknik pengumpulan data tidak langsung
dengan mengadakan komunikasi dengan subjek penelitian melalui perantara kuesioner.
Hasil penelitian menunjukkan bahwa kinerja manajerial kepala sekolah, iklim sekolah,
dan mutu Sekolah Dasar Negeri terakreditasi A di Sub Rayon 11 Kota Bandung berada
pada kategori sangat tinggi. Kinerja manajerial kepala sekolah berpengaruh secara positif
dan signifikan terhadap mutu sekolah pada kategori rendah. Iklim sekolah berpengaruh
secara positif dan signifikan terhadap mutu sekolah pada kategori sedang. Kinerja
manajerial kepala sekolah dan iklim sekolah secara simultan (bersama-sama) berpengaruh
positif dan signifikan terhadap mutu sekolah pada kategori sedang. Artinya bahwa kinerja
manajerial kepala sekolah dan iklim sekolah merupakan faktor-faktor yang penting dalam
meningkatkan mutu sekolah. Dari hasil penelitian ini, peneliti merekomendasikan untuk
variabel kinerja manajerial kepala sekolah, yaitu: (1) Kepala sekolah perlu meningkatkan
kemampuan hubungan manusiawi; (2) Kepala sekolah hendaknya membangun kembali
komunikasi yang lebih terbuka dan intensif dengan para guru, staf, dan stakeholders
lainnya. Untuk variabel iklim sekolah, yaitu: (1) Kepala sekolah hendaknya menciptakan
iklim kebersamaan dan saling memiliki; (2) Kepala sekolah perlu memberikan dorongan
untuk meningkatkan sikap positif pendidik dan tenaga kependidikan terutama para guru
di sekolah; (3) Kepala sekolah perlu sering mengadakan kegiatan upgrading, outbond,
dan family gathering untuk menciptakan suasana akrab dan ramah diantara personel
sekolah. Untuk variabel mutu sekolah, yaitu: (1) Sekolah harus membentuk jaringan
kualitas pendidikan dengan orang tua; dan (2) Sekolah harus bersikap lebih terbuka
terhadap orang tua.

ABSTRACT
The problem of education is still being debated in improving the quality of education in
Indonesia at the elementary level. It can be seen from the quality of schools is not
optimal. A good school course quality school education includes input, process, output
and outcome. Therefore, this study examines the factors that affect the quality of the
school. Many factors can affect the quality of schools, among others: the performance of
managerial principals, policies, curriculum, performance of teachers and staff in schools,
school committees, school climate, and facility infrastructures are in school. Of these
factors, the principal factor of managerial performance and school climate allegedly
more influence on the successful achievement of the quality of schools in the State
Primary School accredited in Sub Rayon 11 Bandung. Therefore, the problem in this
research is how much influence the managerial performance of school principals and
school climate on the quality of A Accredited Public Elementary Schools in Sub Rayon 11
Bandung. The purpose of this study describes and analyzes the effect of managerial
performance of school principals and school climate to quality public elementary school
accredited in Sub Rayon 11 Bandung. The method used in this research is descriptive
method with quantitative approach. Data obtained by distributing questionnaires to 210
respondents. The data collection technique used is the technique of collecting data by
conducting indirect communications with research subjects through the medium of a
questionnaire. The results showed that managerial performance principals, school
climate, and quality of State Elementary School accredited in Sub Rayon 11, Bandung is
located at the very high category. The principal managerial performance positively and
significantly affect the quality of schools in low category. School climate positively and
significantly affect the quality of schools in the middle category. Managerial performance
of school principals and school climate simultaneously (together) positive and significant
effect on the quality of schools in the middle category. This means that the managerial
performance of school principals and school climate are all factors that are important in
improving the quality of schools. From these results, the researchers recommend to the
principal managerial performance variables, namely: (1) The principal need to improve
human relationships; (2) The principal should rebuild a more open communication and
intensively with teachers, staff, and other stakeholders. For school climate variables,
namely: (1) The principal should create a climate of togetherness and belonging; (2) The
principal should provide encouragement to increase the positive attitude of teachers and
especially the teachers in the school; (3) The principal need upgrading frequently to hold
activities, outbound, and family gathering to create a familiar and friendly atmosphere
among the school personnel. For the variable quality of schools, namely: (1) The school
must form a network of quality of education by parents; and (2) The school should be
more open to parents.
