STATUS
• National GHG Inventory: Estimation of GHG Emission and
Removal from all sectors have been completed and being
reviewed by international experts and related sectors.
• Mitigation Analysis: Analysis of mitigation nearly completed
and will be submitted to related sector for review by the end
of September
• V&A Assessment: Still in progress and first draft of report
will be ready for review by end of September
• Other chapters: Still in progress and first draft of report will
be ready for review by end of September
• Public Consultation (National Workshop) is expected by
mid of October
• Final Approval from related Ministries by mid of November
• Submitted to UNFCCC secretariat
Barriers
• For increasing the certainty of the inventory, needs
further support for improving activity data and
emission factors, particularly for LULUCF sector
– Inconsistency in some data used for developing the
inventory ~ need confirmation with sector (time
consuming)
– Emission factors are mostly default values
• Past activities related to climate change supported by
bilateral and multilateral donor in the area of capacity
building and technology support are not well
documented ~ some of these activities may not be
well communicated under the SNC
Barriers
• There is no comprehensive assessment so far conducted by
sectors related to the constraint, gaps and related financial
and capacity needs to achieve the objective of the
convention. Many of policies and program being developed
are not intended for addressing climate change
• Some sectors still see that SNC is environmental issues and
it is the responsibility of MoE ~ no budget being allocated by
sector to support the member of the WG in the process of
developing the SNC.
– Need for institutionalizing the process of developing future
national communication under the UNFCCC ~ may need
the government regulation on this
• Huge human resources and capacity building are needed for
the preparation of the National Communications. More
funding is required for developing next National
Communication
