Pengaruh Perilaku Kepemimpinan Kepala Sekolah dan Budaya Sekolah
terhadap Mutu Sekolah Dasar Negeri se-UPT Dinas Pendidikan

ABSTRAK
Penelitian ini dilatarbelakangi oleh masih rendahnya mutu sekolah di sebagian
besar Sekolah Dasar Negeri se-UPT Dinas Pendidikan Wilayah Utara Kota
Tasikmalaya. Permasalahan yang ingin diteliti adalah bagaimana gambaran
perilaku kepemimpinan kepala sekolah, budaya sekolah, dan mutu sekolah di
Sekolah Dasar Negeri se-UPT
Dinas Pendidikan Wilayah Utara Kota
Tasikmalaya, serta pengaruh perilaku kepemimpinan kepala sekolah dan budaya
sekolah terhadap mutu sekolah di Sekolah Dasar Negeri se-UPT Dinas
Pendidikan Wilayah Utara Kota Tasikmalaya. Tujuannya adalah untuk
mengetahui gambaran perilaku kepemimpinan kepala sekolah, budaya sekolah
dan mutu Sekolah Dasar Negeri se-UPT Dinas Pendidikan Wilayah Utara Kota
Tasikmalaya, serta menganalisis seberapa besar pengaruh perilaku kepemimpinan
kepala sekolah dan budaya sekolah terhadap mutu Sekolah Dasar Negeri se-UPT
Dinas Pendidikan Wilayah Utara Kota Tasikmalaya baik secara parsial maupun
simultan. Penelitian ini menggunakan pendekatan kuantitatif dengan metode
deskriptif. Populasinya adalah seluruh guru di sekolah dasar negeri se-UPT
Dinas Pendidikan Wilayah Utara Kota Tasikmalaya. Jumlah sampel penelitian
terdiri 100 orang guru di seluruh sekolah, dengan teknik pengambilan sampel
berupa purposive sampling. Penjaringan data menggunakan kuesioner dan
dianalisis melalui korelasi dan regresi. Berdasarkan hasil pengolahan dan analisis
data, ditemukan bahwa pengaruh perilaku kepemimpinan kepala sekolah dan
budaya sekolah terhadap mutu Sekolah Dasar Negeri se-UPT Dinas Pendidikan
Wilayah Utara Kota Tasikmalaya berada pada katagori cukup kuat. Perilaku
kepemimpinan kepala sekolah berpengaruh secara positif dan signifikan terhadap
kinerja kepala sekolah, yakni sebesar 18,5%. Budaya sekolah berpengaruh secara
positif dan signifikan terhadapmutu sekolah, yakni sebesar 13,9%, dan secara
bersama-sama perilaku kepemimpinan kepala sekolah dan budaya sekolah
berpengaruh secara positif dan signifikan terhadap mutu sekolah sebesar 22,5%.
Perilaku kepemimpinan kepala sekolah dan budaya sekolah merupakan faktor
penting bagi terciptanya mutu sekolah. Namun, di samping kedua variabel
tersebut, masih ada faktor-faktor lain yang mempengaruhi mutu sekolah. Oleh
sebab itu bagi peneliti selanjutnya disarankan untuk lebih memperhatikan faktorfaktor lain yang berpengaruh terhadap mutu sekolah.

ABSTRACT
This research is motivated by the low quality of schools in most of the public
Elementary School in UPT Dinas Pendidikan Wilayah Utara Kota Tasikmalaya.
Issues to be observed is how the image of The behavior of school leadership,
school culture, and the quality of schools in the public Elementary School in UPT
Dinas Pendidikan Wilayah Utara Kota Tasikmalaya, and influence of The
behavior of school leadership and school culture toward the school quality of
public elementary School in UPT Dinas Pendidikan Wilayah Utara Kota
Tasikmalaya. The aim is to describe the behavior of school leadership, school
culture, and the quality of schools in the public elementary School in UPT Dinas
Pendidikan Wilayah Utara Kota Tasikmalaya, and to analyze how much the
influence of the behavior of school leadership, school culture, and the quality of
schools in the public Elementary School in UPT Dinas Pendidikan Wilayah
Utara Kota Tasikmalaya either partially or simultaneously. This study uses a
quantitative approach with deskriptif method. The population is all teacher, in
elementary schools at UPT Dinas Pendidikan Wilayah Utara Kota Tasikmalaya.
Total sample were 100 teachers in the whole school, with a sampling technique in
the form of purposive sampling. The Data collection using questionnaires and
analyzed through correlation and regression. Based on the results of the
processing and data analysis, it was found that the influence of the behavior of
school leadership and school culture to quality throughout the in the public
Elementary School in UPT Dinas Pendidikan Wilayah Utara Kota Tasikmalaya
are in the category strong enough. Principal leadership behavior in a positive and
significant effect on the performance of principals, which amounted to 18.5%.
School culture in a positive and significant effect on the quality of schools, which
amounted to 13.9%, and jointly conduct school leadership and school culture in a
positive and significant effect on the quality of schools by 22.5%. The behavior of
school leadership and school culture is an important factor for the creation of
school quality. However, in addition to these two variables, there are other
factors that affect the quality of schools. Therefore for further research are
advised to pay more attention to other factors that affect toward the quality of
schools.
