Kabupaten Muara Enim dituntut untuk menyediakan fasilitas parkir yang dapat menampung
kendaraan yang membutuhkan tempat parkir, sehingga tidak mengganggu arus lalu lintas yang
ada di sekitarnya. Di kawasan perbelanjaan Kabupaten Muara Enim, penanganan masalah parkir
di bagi menjadi beberapa macam yaitu: kendaraan roda dua dan kendaraan roda empat . Di mana
masing-masing kendaraan memiliki lahan tersendiri yang sudah ditetapkan Pemerintah
Kabupaten Muara Enim. Sebagian besar penataan parkir di Kabupaten Muara Enim ada di tepi
jalan (on street parking) dan hanya sebagian kecil saja yang tidak di tepi jalan (off street parking).
Parkir merupakan salah satu aspek yang mempengaruhi karateristik lalu lintas, oleh karena itu
parkir menjadi perhatian utama bila terjadi kemacetan. Maka perlu adanya alternatif pemecahan
masalah yang dapat digunakan untuk mengatasi masalah parkir di Kabupaten Muara Enim
tersebut.
Evaluasi data parkir menggunakan rumus kapasitas parkir Suwardjoko warpani, rumus indeks
parkir dan turn over (angka pergantian parkir) Direktorat Jendral Perhubungan Darat. Sedangkan
metode yang digunakan dalam studi ini mengacu pada Manual Kapasitas Jalan Indonesia (MKJI)
1997, dalam pokok bahasan kinerja ruas jalan.
Hasil analisa evaluasi kapasitas lahan parkir dan arus lalu lintas ruas Jl. Sersan Aripin dengan
memindahkan area parkir sepeda motor di depan area pasar tradisional dengan kapasitas dasar
parkir 133 SRP dengan volume 85 kend/15 mnt, masih dapat menampung sepeda motor yang
parkir sampai 5 tahun mendatang. Sedangkan hasil analisa menunjukkan bahwa kinerja ruas Jl.
Sersan Aripin, nilai derajat kejenuhannya menjadi lebih rendah sebesar (0.68), mempunyai
volume arus lalu lintas (Q) sebesar 2084.30 smp/jam, kapasitas arus (C) sebesar 3082.15
smp/jam dan kecepatan arus bebasnya (FV) sebesar 53.81 km/jam. Dengan adanya alternatif ini
maka derajat kejenuhan pada ruas Jl. Sersan Aripin akan mengalami penurunan
Abstract
Muara Enim District is required to provide parking facilities that can accommodate vehicles that require
a parking space, so as not to disrupt the flow of traffic around him. In the shopping district of Muara
Enim regency, the handling of parking issue was divided into several kinds: two-wheeled vehicles and
four-wheel vehicles. In which each vehicle has its own land that has been set by the Government of
Muara Enim regency. Most of the parking arrangement in Muara Enim district is on the edge of the
street (on street parking) and only a small proportion who are not on the edge of the road (off street
parking). Parking is one of the aspects that affect the traffic characteristic, therefore parking is a major
concern in case of congestion. So the need for alternative solutions to problems that can be used to
solve parking problems in the Muara Enim regency.
Evaluation of parking data using the formula Suwardjoko warpani parking capacity, a formula index and
turn over parking (parking turnover rate) of the Directorate General of Land Transportation. While the
method used in this study refers to the Indonesian Highway Capacity Manual (IHCM) 1997, the subject
of road performance.
Results of analysis and evaluation capacity parking lot traffic flow segments Jl. Sergeant Aripin by moving
the motorcycle parking area in front of the traditional market area with a capacity of 133 parking basis
SRP with 85 volumes kend/15 min, still can accommodate motorcycle parking to 5 years. While the
results of the analysis indicate that the performance segment Jl. Sergeant Aripin, the value of the degree
of saturation will be lower by (0.68), has a volume of traffic flow (Q) of 2084.30 pcu / h, current capacity
(C) of 3082.15 pcu / hour and its free flow velocity (FV) of 53.81 km / h . Given these alternatives, the
degree of saturation at the link Jl. Sergeant Aripin will decline.
