ANALISIS KESEMPATAN KERJA SEKTORAL
DI PROPINSI SUMATERA UTARA

Permasalahan Tenaga Kerja Di Propinsi Sumatera Utara harus mendapat
perhatian yang menyeluruh dan terpadu, karena salah satu esensi yang penting dalam
pembangunan ekonomi adalah penyediaan lapangan kerja yang cukup untuk
mengimbangi pertambahan angkatan kerja yang akan masuk ke pasar kerja. Pertumbuhan
angkatan kerja selalu lebih cepat jika dibandingkan dengan pertumbuhan kesempatan
kerja. Hal ini disebabkan antara lain karena pertumbuhan penduduk yang cenderung
melebihi pertumbuhan kapital, disamping itu kegiatan ekonomi mempunyai tingkat
diversitikasi yang rendah dan diikuti pula dengan keterampilan tenagakerja yang belum
mcmadai schingga permasalahan ketcnagakedaan menjadi semakin kompleks.
Investasi yang rendah dan pertumbuhan ekonomi yang rendah sangat
mempengaruhi terciptanya lapangan kerja baru secara sektoral karena adanya alternatif
dari tenaga kerja untuk memilih tidak bekerja atau bekerja sebagai akibat dad tidak
scbandingnya tingkat upah dengan harga barang konsumsi.
Pengamatan dalam pembahasan hasil penelitian ini jika ditinjau dari model
penyerapan tenaga kerja adalah untuk mengetahui besaran elastisitas dan tingkat
signifikansi dad setiap variabel-variabel diamati dengan Metode Ekonometrika klasik
“Method of Ordinary Least Squares”(OLS), sedangkan analisis dari hasil regresi,
dilakukan adalah untuk menguji apakah masing-masing vadabel bebas memberikan
pengaruh terhadap variabel tidak bebas.
Hasil uji model OLS menjelaskan bahwa masing-masing variabel mcmbcrikan
pengaruh positip terhadap kesempatan kerja sektoral di Sumatcra Utara dan secara umum
jika dilihat dari hasil analisis maka Struktur lapangan pekerjaan terbesar didominasi oleh
sektor perianian, kemudian diikuti oleh disektor industri dan selanjutnya oleh sektor jasa.
Dari hasil uji estimasi model antara PDRB Propinsi Sumatcra Utara terhadap
pertumbuhan Tenaga Kerja Sektoral Propinsi Sumatcra Utara adalah bersilat in-elastis
jika ditinjau dad tahun 1978 sampai 2002 dengan penyerapan tenaga kerja terbesar dari
sektor pertanian dan merupakan salah satu sektor yang mampu mengurangi
pengangguran dimasa kini.

Dari sudut Investasi di Sumatera Utara terhadap pertumbuhan Tenaga Kerja
Sektoral bersifat in-elastis dan signifikan terhadap pertumbuhan walaupun pada saat ini
telah mulai terjadi pergeseran sektoral di Propinsi Sumatera Utara dari sektor pertanian
kepada sektor industri.
Jika di lihat dari Angkatan Kerja di Propinsi Sumatera Utara terhadap pertumbuhan
Tenaga Kerja Scktoral bersifat in-elastis dan signifikan dan angkatan kerja dipengaruhi
oleh laju pertumbuhan penduduk usia kerja yang masuk ke pasar kerja relatif tinggi
sehingga mempengaruhi penawaran tenaga kerja sektoral.
Diharapkan kepada Pemerintah Daerah Propinsi Sumatera Utara terus
memperhatikan perkembangan bebagai sektor secara serius terlebih-lebih kepada sektor
yang memiliki keunggulan komperatif dan kompetitif dalam penyerapan angkatan kerja
serta penyediaan sumber modal untuk pertumbuhan ekonomi pada masa yang akan
datang.

IN NORTH SUMATRA PROVINCE AN ANALYSIS

The problem of employment in North Sumatra Province should be able an interest
in a whole and integrated because it is one of an important essence in economic
development is to make give amount man power opportunity to fill the increasing
number of labor force. Rate of growth for labor force always faster compare to the rate of
growth man power opportunity. This is because of the growth rate of population more than
development of capital, beside that economic activity has a low level diversification and
low quality of employees’ skill. Those make the problem of employment more complex.
Low investment and low economic development is extremely influenced the number
of new job because of an alternative for labor force make decision weather the labor receive
a job or no, this is an impact of low salary compare to price of consumer good.
This research is to look for the model of employment an analysis absorption in term
to understand the number of elasticity and level of significance from each variable by
using Method of Ordinary Lest Squares (OLS), and analysis of regression is used to examine
if each independent variable influenced to dependent variable.
Result of OLS model shows that each variable give an positive influenced to sectoral
man power opportunity in North Sumatra an analysis and in general shows that the
structure of opportunity employment dominated by agriculture sector followed by
industrial sector and finally by the area of services.
Result of estimation model between Product Domestic Regional Bruto (PDRB)
North Sumatra Province compare with the development of sectoral man power in North
Sumatra shows in-elasticity from 1978 – 2002 with the biggest employment absorption
in agricultural sector and at present this sector able to decrease the number of
unemployment.
From point of view the investment in North Sumatra compare with rate of growth
the sectoral man power shows that in elasticity and significant, however at present it shows
that there is a moving sectoral from agriculture to industrial sector.

From the labor force in North Sumatra compare with sectoral man power
shows that in elasticity and significant and the labor force influenced by growth
rate of population is relatively higher, this condition influenced the sectoral man
power supply.
Finally, the Government of North Sumatra should make an interest in
developing or all sectors especially for comparative and competitive sector in
employment absorption and supply the capital in term to economic development in
future.

Permasalahan Tenaga Kerja Di Propinsi Sumatera Utara harus mendapat
perhatian yang menyeluruh dan terpadu, karena salah satu esensi yang penting dalam
pembangunan ekonomi adalah penyediaan lapangan kerja yang cukup untuk
mengimbangi pertambahan angkatan kerja yang akan masuk ke pasar kerja. Pertumbuhan
angkatan kerja selalu lebih cepat jika dibandingkan dengan pertumbuhan kesempatan
kerja. Hal ini disebabkan antara lain karena pertumbuhan penduduk yang cenderung
melebihi pertumbuhan kapital, disamping itu kegiatan ekonomi mempunyai tingkat
diversitikasi yang rendah dan diikuti pula dengan keterampilan tenagakerja yang belum
mcmadai schingga permasalahan ketcnagakedaan menjadi semakin kompleks.
Investasi yang rendah dan pertumbuhan ekonomi yang rendah sangat
mempengaruhi terciptanya lapangan kerja baru secara sektoral karena adanya alternatif
dari tenaga kerja untuk memilih tidak bekerja atau bekerja sebagai akibat dad tidak

Pengamatan dalam pembahasan hasil penelitian ini jika ditinjau dari model
penyerapan tenaga kerja adalah untuk mengetahui besaran elastisitas dan tingkat
