To stimulate citizen interest & relieve public confusion about
governmental agencies, processes & programs
To facilitate voter decision making by providing factual information

To serve officials by helping interpret citizen attitudes & public

Strive to be generalist in both PR & management skills while becoming
expert in language & discipline of particular fields within government
Should practice preventive maintenance, providing policy guidance
before programs are approved
Develop service orientation
Should concentrate on inputs as much as outputs (feedback)
Openness is essential to effective GPR
