Konsep Dasar Ilmu Ekonomi
dan Permasalahan

Definisi I lmu Ekonomi
I lmu Ekonomi sangat penting bagi manusia untuk
mengelola sumberdaya yang sifatnya terbatas agar
dapat digunakan secara efisien untuk memenuhi
kebutuhan manusia yang relatif tidak terbatas.
Dikelompokkan dalam; I lmu Ekonomi Mikro dan I lmu
Ekonomi Makro
Ekonomi Mikro (teori harga): menitikberatkan pada
perilaku ekonomi individu rumah tangga, perusahaan
dan pasar, dalam mengelola sumberdaya ekonomi
secara efisien
Ekonomi Makro: menitikberatkan pembahasan tentang
perekonomian secara keseluruhan (agregatif),
pengangguran, inflasi, pertumbuhan ekonomi dan
perdagangan internasional.

• Normative economics, also called policy economics,
analyzes outcomes of economic behavior, evaluates
them as good or bad, and may prescribe courses of
action :
1. Menganalisis hasil perilaku ekonomi
2. Mengevaluasinya sebagai baik atau buruk
3. Menyarankan tindakan tertentu
• Ilmu ekonomi empiris mengumpulkan dan
memanfaatkan data untuk menguji teori ekonomi
• Banyak kumpulan data (dikumpulkan oleh biro
pemerintah maupun perusahaan privat) tersedia untuk
mendukung riset ekonomi

Kebutuhan manusia bersifat tak terbatas, namun sumber daya yang
tersedia bersifat terbatas.
•
Masyarakat memiliki sistem atau mekanisme tersendiri untuk mengolah
sumber daya yang terbatas tersebut menjadi barang atau jasa yang
bermanfaat
•
Sistem ekonomi bisa dipahami dengan menjawab tiga pertanyaan dasar :
– Apa yang diproduksi?
– Bagaimana cara produksinya?
– Siapa yang menerima hasil produksi tersebut?

• Produksi adalah proses mengolah sumber daya yang
terbatas menjadi barang dan jasa yang bermanfaat
• Sumber daya adalah input dari proses produksi
• Barang dan jasa yang bermanfaat bagi rumah tangga
adalah output dari proses produksi
• Tiga sumber daya utama yang tersedia bagi
masyarakat (ketiganya disebut faktor produksi):
– Tanah (land)
– Tenaga kerja (labor)

• The economic problem: Given scarce
resources, how, exactly, do large,
complex societies go about answering
the three basic economic questions?
• Dengan terbatasnya sumber daya, bagaimana
caranya masyarakat mengatasi dengan baik tiga
pertanyaan dasar ekonomi?

• Economic systems are the basic arrangements made
by societies to solve the economic problem. They
include:
– Command economies
– Laissez-faire economies
– Mixed systems
• In a command economy, a central government
either directly or indirectly sets output targets,
incomes, and prices.
• In a laissez-faire economy, individuals and
firms pursue their own self-interests without any
central direction or regulation.

• The central institution of a laissez-faire
economy is the free-market system.
• A market is the institution through which
buyers and sellers interact and engage in
exchange.
• Free enterprise: under a free market
system, individual producers must figure
out how to plan, organize, and coordinate
the production of products and services

• The basic coordinating mechanism in
a free market system is price. Price is
the amount that a product sells for per
unit. It reflects what society is willing
to pay.

Mixed Systems,
Markets, and Governments
Since markets are not perfect, governments
intervene and often play a major role in the
economy. Some of the goals of government
are to:
• Minimize market inefficiencies
• Provide public goods
• Redistribute income
• Stabilize the macroeconomy:
– Promote low levels of unemployment
– Promote low levels of inflation
