op erat ion al areas for t h e cen su s en u m erat ion . Th e CSO h ad p rev iou sly con d u ct ed a q u ick cou n t of t h e h ou seh old s an d
p op u lat ion in each EA in p rep arat ion for t h e cen su s. Th e EAs h av e an av erag e of ab ou t 1 8 5 h ou seh old s, w h ich is a
reason ab le size for con d u ct in g a n ew list in g of h ou seh old s. Th e sam p lin g fram e h as a t ot al of 2 1 ,1 9 4 EAs cov erin g t h e
t errit ory of Afg h an ist an . Th e EAs w ere d efin ed as t h e p rim ary sam p lin g u n it s (PSUs) t o b e select ed at t h e first sam p lin g
st ag e for t h e MICS4 .
W it h in each reg ion , u rb an an d ru ral st rat u m , t h e EAs in t h e fram e w ere ord ered b y p rov in ce, d ist rict , con t roller cod e an d EA
cod e, in ord er t o p rov id e im p licit st rat ificat ion b y p rov in ce an d low er lev els of g eog rap h y . Th e sp ecified n u m b er of sam p le
EAs w as select ed from each sam p lin g st rat u m sy st em at ically w it h p rob ab ilit y p rop ort ion al t o size (PPS), w h ere t h e m easu re
of size w as b ased on t h e est im at ed n u m b er of h ou seh old s in t h e fram e.
A reserv e sam p le of EAs w as also select ed w it h in each st rat u m (u sin g t h e sam e t y p e of sy st em at ic PPS select ion ) t o b e u sed

h ou seh old s w it h in t h e EA b ou n d aries.

p op u lat ion in each EA in p rep arat ion for t h e cen su s. Th e EAs h av e an av erag e of ab ou t 1 8 5 h ou seh old s, w h ich is a
reason ab le size for con d u ct in g a n ew list in g of h ou seh old s. Th e sam p lin g fram e h as a t ot al of 2 1 ,1 9 4 EAs cov erin g t h e
t errit ory of Afg h an ist an . Th e EAs w ere d efin ed as t h e p rim ary sam p lin g u n it s (PSUs) t o b e select ed at t h e first sam p lin g
