ABSTRAK

Dalam rangka perbaikan system Pemerintahan Daerah, Pemerintah Pusat
telah mengeluarkan Undang-undang Nomor 32 Tahun 2004 tentang Pemerintahan
Daerah yang memberikan hak secara langsung kepada rakyat untuk memilih
pemimpin di daerahnya secara demokratis berdasarkan azas langsung, umum,
bebas, rahasia, jujur dan adil.Salah satu faktor terpenting dalam Pemilihan Umum
Kepala Daerah dan Wakil Kepala Daerah adalah rakyat sebagai pemilih selain
partai politik dan pasangan calon. Untuk itu bagi Kepala Daerah dan Wakil
Kepala Daerah yang mengikuti Pemilihan Umum Kepala Daerah dan Wakil
Kepala Daerah harus mengetahui faktor-faktor apa saja yang sangat
mempengaruhi perilaku pemilih untuk menentukan pilihannya. Kota Medan
adalah salah satu kota yang melaksanakan Pemilihan Umum Kepala Daerah dan
Wakil Kepala Daerah pada tahun 2010 yang dilaksanakan dalam dua putaran.
Secara teoritis faktor-faktor yang sangat mempengaruhi perilaku pemilih adalah :
etnisitas, agama, preferensi politik keluarga, gender, identifikasi partai, politik
uang dan citra kandidat. Penelitian ini menyoroti dinamika politik di Kecamatan

Medan Area pada Putaran Kedua dimana isu agama menjadi faktor sangat
dominan. Analisis yang digunakan dalam penelitian ini adalah metode deskriptif
kuantitatif dengan pendekatan induktif.Hasil perolehan suara pada putaran
pertama di Kecamatan Medan Area, pasangan Sofyan Tan – Nelly Armayanti
memperoleh suara terbanyak yakni 12.399 suara sedangkan pasangan Drs. H.
Rahudman Harahap, MM – Drs. H. Dzulmi Eldin S, M.Si berada pada peringkat
ketiga dengan 6.916 suara. Pada putaran kedua di Kecamatan Medan Area,
pasangan Drs. H. Rahudman Harahap, MM – Drs. H. Dzulmi Eldin S, M.Si
memperoleh suara terbanyak 32.216 suara sedangkan pasangan Sofyan Tan –
Nelly Armayanti memperoleh suara 15.623 suara. Fenomena seperti ini sangat
jarang terjadi sehingga perlu dilakukan suatu penelitian untuk melihat faktorfaktor apa yang menyebabkan terjadinya perubahan perilaku pemilih di
Kecamatan Medan Area.Hasil penelitian pada pemilukada putaran kedua
menunjukkan pengaruh satu agama (satu aqidah) menjadi faktor yang sangat
dominan mempengaruhi perilaku pemilih. Sedangkan faktor citra kandidat seperti
sifat tegas, pintar, berpengalaman tidak terlalu berpengaruh.

VOTER BEHAVIOR IN GENERAL ELECTION OF REGIONAL HEAD AND
VICE REGIONAL HEAD OF MEDAN CITY IN 2010 FOR SECOND ROUND

ABSTRACT
In order to improve the system of Local Government, the Central
Government has issued Law - Law No. 32 Year 2004 on Regional Government
grant directly to the people to elect a leader in the area of democratically based
on the principle of direct, general, free, confidential, honest and fair. One of the
most important factors in the General Election of Regional Head and Deputy
Head of the people as a voter is in addition to political party and candidate pairs.
For that to the Regional Head and Deputy Head of the follow regional election
and Deputy Regional Head must know what are the factors that greatly influence
the behavior of voters to cast their votes. Medan is one of the cities that implement
the General Election of Regional Head and Deputy Head of the Year 2010 were
held in two rounds. Theoretically factors that greatly influence the behavior of
voters is: Ethnicity, Religion, Political Preferences Family, Gender, Party
Identification, Political Money and Image candidate. This study highlights the
political dynamics in Medan in the second round made the political situation
changed where religious issues become very dominant factor. The analysis used
in this research is descriptive quantitative method with an inductive
approach.Results of the vote in the first roung in the district of Medan Area,
couples Sofyan Tan – Nelly Armayanti gets the most votes 12.399 votes while the
couple Drs. H. Rahudman Harahap, MM – Drs. Zulmi Eldin S, M.Si is ranked
