SITUS www.tasikmalayakota.go.id SEBAGAI SARANA INFORMASI MASYARAKAT.
ABSTRAK
Penelitian ini bertujuan untuk mengetahui fungsi, kualitas informasi, daya tarik dari
situs web pemerintah Tasikmalaya www.tasikmalayakota.go.id dan kendala yang dihadapi
dalam penggunaan situs web www.tasikmalayakota.go.id sebagai sarana informasi
masyarakat. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif
dengan pendekatan studi kasus dengan beberapa narasumber dari pihak pengelola situs web
www.tasikmalayakota.go.id, pakar di bidang web dan masyarakat Kota Tasikmalaya. Adapun
penelitian ini dilandasi pada Teori Computer Mediated Communication (CMC) oleh A.F
Wood dan M.J Smith dengan asumsi dasar teori ini studi yang mempelajari bagaimana
perilaku manusia itu dijaga dan diubah dengan pertukaran informasi melalui mesin. Hasil
penelitian menunjukkan situs web www.tasikmalayakota.go.id sudah dapat mencapai
beberapa fungsi utama situs pemerintah, diantaranya fungsi sebagai media informasi ,tolak
ukur kinerja pemerintahan, akan tetapi untuk fungsinya sebagai layanan publik dan media
aspirasi masyarakat masih belum tercapai. Untuk kualitas informasi sebagai situs pemerintah
yang seharusnya, diantaranya informasi kepemilikan dan konteks, kemudian untuk informasi
isi (content) dan mobilitas data sudah dapat dipenuhi namun masih belum mancapai hasil
yang maksimal begitu pula ketepatan (accuracy). Selanjutnya daya tarik sebagai situs
pemerintah yang sesuai, antara lain adalah kecepatan (speed) dan ukuran kualitas interaksi
(usability) begitu juga dengan layout halaman depan dan penggunaan gambar / ilustrasi,
namun tidak pada tingkat kemudahan dibaca (readibility). Dan Kendala utama yang dihadapi
dalam proses penggunaan situs web www.tasikmalayakota.go.id ada dari sisi pemerintah
sebagai pengelola juga pada sisi masyarakat.

ABSTRACT
This study aims to determine the function, quality of information, the appeal of
government websites Tasikmalaya www.tasikmalayakota.go.id and obstacles encountered in
the use of the website www.tasikmalayakota.go.id as a public information tool. The method
used in this study is a qualitative research method with a case study approach with several
speakers from the manager of the website www.tasikmalayakota.go.id, experts in the field of
web and the Tasikmalaya City community. The study is based on the theory of Computer
Mediated Communication (CMC) by AF Wood and MJ Smith with the basic assumption of
this theory is the study of human behavior to learn how it is maintained and modified by
exchanging
information
through
the
machine.
The
results
showed
www.tasikmalayakota.go.id web site has been able to achieve some of the main functions of
government websites, including function as a medium of information, a measure of
government performance, but to function as a public service and media aspirations still not
been achieved. For the quality of information as the government websites that should,
including proprietary information and context, then to the content of information and
mobility can be met, but the data is still not reach maximum results as well as accuracy.
Further appeal as the appropriate government websites, among others, is the speed and
measure the usability as well as the layout of the front page and use images / illustrations,
but not at readability. And the main obstacle faced in the process of web site usage
www.tasikmalayakota.go.id there from the government side as well on the side of public
management.
