SAMBUTAN

Kecamatan Pulau Pulau Kur adalah kecamatan terjauh dan paling sulit dijangkau di Kota Tual. Oleh karena itu perkembangan Kecamatan P. P. Kur akan selalu menjadi indikator bagi pemerataan pembangunan di Kota Tual.

Publikasi Kecamatan P. P. Kur Dalam Angka 2013 merupakan sebuah potret gambaran hasil pembangunan yang telah dilakukan di seluruh Desa di Kecamatan P. P. Kur selama tahun 2012. Publikasi ini sangat bermanfaat untuk mengevaluasi hasil pembangunan dan menjadi dasar perencanaan pembangunan, terutama di wilayah Kecamatan P. P. Kur.

Kepada seluruh Instansi, Dinas maupun pihak swasta sebagai sumber data sekaligus pemakai data diharapkan dapat meningkatkan kerjasama yang lebih baik dengan BPS Kabupaten Maluku Tenggara demi tersedianya data yang lebih akurat pada periode mendatang.

PREFACE

District of Pulau Pulau Kur is the furthest and hardest to reach district in Municipality of Tual. Furthermore, the growth of District of P. P. Kur will always become an indicator for development distribution in Municipality of Tual.

Publication of P. P. Kur in Figures 2013 shows us the picture of the result of development in all villages in District of P. P. Kur during the year of 2012. This publication will be useful to evaluate the result of those development had been done, and to build a new development plans needed, especially in District of P. P. Kur.

Institution and Services, state or private, as sources and users of data are hoped to be able to increase their cooperation with the BPS Regency of Maluku Tenggara for an availability of more accurate data in the next periods.

KATA PENGANTAR

Data statistik dalam wilayah kecil (Small Area Statistics) sudah menjadi kebutuhan mendasar bagi semua pihak, terutama Pemerintah Daerah untuk perancangan kebijakan pada era otonomisasi ini.

P. P. Kur Dalam Angka 2013 adalah publikasi tahunan yang memuat data-data Kecamatan P. P. Kur pada tahun 2012 yang tersaji dalam wilayah kecil, yaitu menurut Desa. Data-data ini bersumber dari data sekunder dinas/instansi terkait maupun data primer BPS Kabupaten Maluku Tenggara.

Disadari bahwa walaupun disiapkan dengan baik namun tentunya masih terdapat banyak kelemahan dan kesalahan, karenanya kritik dan saran sangat diharapkan guna penyempurnaan di waktu yang akan datang.

FOREWORD

Small Area Statistics (SAS) has became a basic need for everyone, especially Regional Government for policy planning inthe era of Autonomization. P. P. Kur in Figures 2013 is an annual publication which consists information about District of P. P. Kur during the year of 2012, presented in Small Area Statistics, by Villages. This information was gathered from secondary data from related institutions or primary data from BPS-Statistics of Regency of Maluku Tenggara.

Awarely, even though it was well-prepared but certainly there is still some mistakes and inadequacy on the presentation of this publication. In doing so, critics and suggestions for improvement in the future are truly welcomed.

Hopefully, this publication will do some benefit for all of us.

1. KEADAAN GEOGRAFI

Letak Geografis

Kecamatan Pulau Pulau Kur terletak pada 5° 15' – 5° 35' LS dan 131° 52' – 132° 2'BT. Adapun batas-batas Kecamatan Pulau Pulau Kur sebagai berikut :

Sebelah Utara : Laut Banda Sebelah Selatan : Samudera Hindia Sebelah Timur : Selat Kur Sebelah Barat : Laut Banda

Topografi

Secara topografi Kecamatan P. P. Kur berupa dataran yang memiliki luas 55,22 Km2 yang terletak pada ketinggian 0 – 128 meter di atas permukaan laut. Geologi

Menurut peta Geologi Indonesia [1965], Pulau/Kepulauan di Maluku Tenggara terbentuk/tersusun dari tanah dan batuan yang tercatat sebanyak 3 jenis Tanah dan 5 jenis Batuan, secara lengkap dapat dilihat pada Tabel 1.2.3.

Iklim

Iklim dipengaruhi oleh Laut Banda, Laut Arafura dan Samudera Indonesia juga dibayangi oleh Pulau Irian di Bagian Timur dan Benua Australia di Bagian Selatan, sehingga sewaktu-waktu terjadi perubahan.

a. Tipe Iklim

Berdasarkan klasifikasi Agroklimate menurut OLDEMAN, IRSAL dan MULADI [1981], Kecamatan P. P. Kur termasuk dalam Zone C2 dengan jumlah bulan basah 5 - 6 bulan dan bulan kering 4 - 5 bulan .

2. Musim Pancaroba jatuh pada bulan Maret/April dan Oktober/November.

3. Bulan April sampai Oktober, bertiup angin Timur Tenggara. Angin kencang bertiup pada bulan Januari dan Februari diikuti dengan hujan deras dan laut bergelora.

4. Bulan April sampai September bertiup angin Timur, Tenggara dan Selatan sebanyak 91% dengan angin Tenggara dominan 61% .

5. Bulan Oktober sampai Maret bertiup angin Barat Laut sebanyak 50% dengan angin Barat Laut dominan 28%.

c. Curah Hujan

Curah hujan di Pulau Kurrata-rata antara 2 000 – 3 000 mm per tahun. Tahun 2012, Curah hujan di Kecamatan P. P. Kur adalah 2.149 mm per tahun atau rata-rata 179,08 mm per bulan dengan jumlah hari hujan sebanyak 118 hari atau rata-rata 9,8 hari hujan per bulan.

d. Suhu, Kelembaban, Penyinaran Matahari dan Tekanan Udara

1. Suhu rata-rata untuk tahun 2012 sesuai data dari Stasiun Meteorologi Dumatubun Langgur adalah 27,1 ºC dengan suhu minimum 24,0 ºC dan maksimum 34,1 ºC.

2. Kelembaban rata-rata 82,5%, penyinaran matahari rata-rata 53,9% dan tekanan udara rata-rata 1.009,3 milibar (Tabel 1.3.3.).

Geographic Location

District of P. P. Kur is astronomically located between 5° 15' – 5° 35' South Latitudes and 131° 52' – 132° 2' East Longitudes. Geographically District of P. P. Kur is bordered by :

Northern border : Banda Sea Southern border : Indian Ocean Eastern border : Kur Strait Western border : Banda Sea

Topography

Based on its topography, P. P. Kur is a flat area of 55,22 Km2located between 0 - 128 meters above the sea level.

Geology

Based on Indonesian Geology Map [1965], Island / Archipelago in the Regency of Maluku Tenggara are formed by 3 kinds soil and 5 kinds rock [Table 1.2.3].

Climate

The Climateis influenced by Banda Sea, Arafura Sea and Indian Ocean, and also by Irian island in the eastern part, and Australian continent in the southern part, so that there is an uncertainty on seasonal transition period.

a. Type of Climate

Based on Agroclimate Classification by OLDEMAN, IRSAL and MULADI [1981], District of P. P. Kur is classified in Zone C2 with number of wet month

1. Regularly, East Wind Season start from April to October. This season is a dry season. West Wind Season start from October to April. December to February is the period with heaviest rainfall.

2. Seasonal transitions fall in March/April and October/November.

3. From April to October wind blows East and South East. Hard wind blows in January and February followed by heavy rain and rough sea.

4. During April to September 91% wind blows East, South East and South with South East wind 61% dominance.

5. From October to March blows North Westwind 50% with North West dominance 28%.

c. Rainfall

Average rainfall rate in Kur Island is between 2.000 - 3.000 mm per year. In the District of P. P. Kurthrough the year of 2012 rainfall rate is 2.149 mm per year or 179,08 mm per month average with 118 rainy days per year or 9,8 rainy days average per month.

d. Temperature, Humidity, Solar Illumination and Athmospheric Pressure

1. Particulary in the year 2012 based on the given record from Dumatubun Meteorology Station, Langgur, average temperature is 27,1ºC with minimum temperature : 24,0 ºC and maximum 34,1 ºC.

2. The average humidity 82,5%, average solar illumination 53,9% and average atmosperical pressure at 1.009,3 milibar (Table 1.3.3.).

2. PEMERINTAHAN

Sejarah Singkat

Kecamatan Pulau Pulau Kur, yang beribukota di Tubyal, merupakan pemekaran dari Kecamatan Kei Kecil, kecamatan induk yang ada sejak Kabupaten Maluku Tenggara berdiri, yaitu pada tahun 1957 ketika Maluku Tenggara menjadi Daerah Swatantra Tingkat II dengan membawahi 8 (delapan) kecamatan. Pada Tahun 2000, Kabupaten Maluku Tenggara dimekarkan menjadi 2 (dua) kabupaten, yaitu : Kabupaten Maluku Tenggara dan Kabupaten Maluku Tenggara Barat. Kabupaten Maluku Tenggara setelah dimekarkan hanya terdiri dari 3 (tiga) kecamatan, yaitu:

1. Kecamatan Kei Kecil 2. Kecamatan Kei Besar 3. Kecamatan P. P. Aru

Kecamatan Kei Kecil saat itu membawahi 68 Desa dan 4 Kelurahan

Pada tahun 2001 Kecamatan Kei Kecil dipecah menjadi 2 (dua) kecamatan : 1. Kecamatan Kei Kecil terdiri dari 61 Desa / Kelurahan

2. Kecamatan P. P. Kur terdiri dari 11 Desa

Kecamatan Pulau-Pulau Kur hasil pemekaran tersebut yang terdiri atas 11 Desa bertahan sampai saat ini.

Pemerintahan Desa

Kecamatan P. P. Kur terbagi menjadi 11 Desa dan kesemuanya berada di Daerah Perdesaan. Tingkat Perkembangan Desa di Kecamatan P. P. Kur pada tahun 2009 dapat dilihat dari Klasifikasi Desa (Tabel 2.3.) yang terdiri dari :

1. Desa Swasembada sebanyak 4 Desa 2. Desa Swakarya sebanyak 7 Desa

Satuan Lingkungan Setempat (SLS) di bawah Desa adalah Dusun. Desa yang jumlah penduduknya cukup besar biasanya terbagi menjadi Desa Induk dan beberapa Dusun. Di Kecamatan P. P. Kur ada 8 Desa yang tidak memiliki dusun, dan 3 Desa yang merupakan Desa Induk dengan 4 Dusun yang berada di dalam wilayah administratif desa-desa tersebut (Tabel 2.4).

2. GOVERNMENT

Brief History

District of Pulau Pulau Kur, capitalled in Tubyal, is a branch district of District of Kei Kecil, a main district which was founded as the Regency of Maluku Tenggara was founded in 1957 as Second Level Swatantra Region with 8 (eight) districts under its jurisdiction.

In Year 2000, Regency of Maluku Tenggara was splitted into 2 (two) regency : Regency Maluku Tenggara Barat and Regency of Maluku Tenggara itself. At that moment Regency of Maluku Tenggara consisted:

1. District of Kei Kecil 2. District of Kei Besar 3. District of Aru Islands

District of Kei Kecil at that moment governed 68 Non-Formal Villages and 4 Formal Villages.

In Year 2001, District of Kei Kecil was divided into 2 (two) District : 1. District of Kei Kecil consisted 61 Villages

2. District of Kur Islands consisted 11 Villages

The number of village governed by District of Pulau Pulau Kur is 11 Villages haven’t change until this year.

Village Government

District of P. P. Kur is consisted 11 Villages which all are located in rural area. Village growth in District of P. P. Kur can be seen from the village classification (Table 2.3.) as follows:

1. Swasembada Village : 4 villages 2. Swakarya Village : 7 villages 3. Swadaya Village : – villages

Local Area Unit (SLS) used under village jurisdiction is Sub-village. Most of the villages, especially with higher population, are divided into a Main Sub-village and Branch Sub-villages. In District of P. P. Kur, there are 3 Villages which are divided into 3 Main Sub-villages and 4 Branch Sub-villages and other 8 Villages which are not divided into sub-villages (Table 2.4).

3. PENDUDUK

Ulasan Singkat

Jumlah Penduduk Kecamatan P. P. Kur pada tahun 2012 adalah sebanyak 5.226 jiwa yang terdiri dari laki-laki sebanyak 2.567 jiwa dan perempuan sebanyak 2.659 jiwa.

Sedangkan Sex Ratio rata-rata per desa untuk Kecamatan P. P. Kur adalah sebesar 97 pada tahun 2012. Hal ini berarti secara rata-rata perbandingan laki-laki dan perempuan di Kecamatan P. P. Kur adalah 95 : 100. Atau dapat pula dikatakan di Kecamatan P. P. Kur pada Tahun 2012 untuk setiap 100 orang perempuan terdapat 95 orang laki-laki (Tabel 3.1).

Kepadatan Penduduk rata-rata di Kecamatan P. P. Kur pada tahun 2012 adalah sebanyak 94 jiwa per Km2 (Tabel 3.2).

Jumlah Rumah Tangga di Kecamatan P. P. Kur pada tahun 2012 adalah sebanyak 986 rumah tangga. Dari angka ini diperoleh rata-rata jumlah anggota rumah tangga di Kecamatan P. P. Kur pada tahun 2012 adalah sebesar 5,30 jiwa per rumah tangga (Tabel 3.3).

3. POPULATION

Summary

District Population of P. P. Kur on the end of the year of 2012 is 5,226 people, with consisted 2.567 males and 2.659 females.

It comes to the result of calculation of Sex Ratio of District Population of P. P. Kur in 2012 as 97. It means that averagely the ratio of male to female in District of P. P. Kur is 95 to 100. Or that we can say, on 2012 that for every 100 female there is 95 male averagely (Table 3.1).

The average population density in District of P. P. Kur on the end of the year 2012 is 94 people per Km2 (Table 3.2).

Number of Household in District of P. P. Kur on the year 2012 is 986 households. From that number, we obtained the average member size of households in District of P. P. Kur is 5,30 people per household (Table 3.3).

4. SOSIAL

Pendidikan

Keadaan Pendidikan di Kecamatan P. P. Kur dapat dilihat dari Tabel 4.1.1 s.d. Tabel 4.1.10.

Terdapat 11 Sekolah Dasar yang tersebar di seluruh Desa di Kecamatan P. P. Kur. Sekolah Lanjutan Tingkat Pertama cuma berjumlah 5 dan hanya berada di desa-desa tertentu tetapi semua Desa rata-rata bisa menjangkau fasilitas SLTP. Sedangkan Sekolah Lanjutan Tingkat Atas berjumlah 2 dan hanya terdapat di Desa Tubyal dan Desa Kanara (Tabel 4.1.2 s.d. 4.1.4).

Rasio Murid terhadap Guru di Kecamatan P. P. Kur adalah 20 murid tiap 1 guru untuk SD; 18 murid tiap 1 guru untuk SLTP; dan 23 murid untuk 1 guru untuk SLTA. Sedangkan rata-rata jumlah murid per kelas untuk SD 20 murid; untuk SLTP 18 murid; dan untuk SLTA 23 murid (Tabel 4.1.8).

Kesehatan

Di Kecamatan P. P. Kur tidak terdapat Rumah Sakit, 3 Puskesmas, 1 Puskesmas Pembantu dan 5 Polindes/Poskesdes (Tabel 4.2.1 dan Tabel 4.2.2).

Sedangkan untuk tenaga kesehatan terdapat 2 dokter, 18 mantri kesehatan, 3 bidan, 5 dukun terlatih dan 24 dukun tidak terlatih (Tabel 4.2.3).

Selama tahun 2012 di Balai Kesehatan Ibu dan Anak terdapat 691 kunjungan Ibu Hamil, Ibu Menyusui, Bayi dan Balita. Sedangkan kelahiran yang ditolong di BKIA sebesar 120 kelahiran (Tabel 4.2.4).

Semua penduduk Kecamatan P. P. Kur beragama Islam.

Hal ini dapat dilihat juga dari jumlah tempat ibadah yang ada di Kecamatan P. P. Kur. Di Kecamatan P. P. Kur terdapat 15 Masjid dan tidak ada Musholla/Langgar.

4. SOCIAL

Education

Information about education in District of P. P. Kur can be obtained from Table 4.1.1 to 4.1.10.

There are 11 Elementary Schools spread in all villages in District of P. P. Kur. The number of Junior High Schools in District of P. P. Kur is 5, located in certain villages and almost all villages can reach to the nearest one easily. While there are 2 Senior High Schools in District of P. P. Kur, which located in Village of Tubyal and Kanara (Table 4.1.2 to 4.1.4).

Pupils to teacher ratio in district of P. P. Kur are 20 students for one Elementary School teacher, 18 students for one Junior High School teacher and 23 students for one Senior High School teacher. While averagely there 20 students for each Elementary School classes and 18 students for each Junior and 23 for each Senior High School classes (Table 4.1.8).

Health

There are no Hospitals, 3 Public Health Center, 1 Supporting Public Health Centers and 5 Village Health/Maternity Posts in District of P. P. Kur (Table 4.2.1 and Table 4.2.2).

As Health Personnels, there 2 Doctors, 18 Paramedics, 3 Educated Midwives, 5 Trained Midwives and 24 Not Trained Midwives (Table 4.2.3).

During the of year 2012 in District of P. P. Kur, there are 691 visits by Pregnant Women, Breastfeeding Mothers, Infants and One to Five Years Children in Children and Mothers Polyclinics. Births attended in the clinics are 120 births (Table 4.2.4).

5. PERTANIAN

Ulasan Singkat

Sektor Pertanian merupakan sektor ekonomi utama yang menunjang kehidupan masyarakat di Kecamatan P. P. Kur, terutama Pertanian Palawija dan Perikanan. Dari keseluruhan Luas Areal Kecamatan P. P. Kur sebesar 55,22 Km2(5.522 Ha) yang digunakan sebagai Areal Pertanian (Pertanian, Perkebunan, dan Kehutanan) adalah sebesar 24,58 Km2 (2.458 Ha) atau sekitar 45% dari luas areal (Tabel 5.1).

Sedangkan Luas Areal Pertanian Padi Palawija sebagai bahan makanan pokok adalah sebesar 74 Ha (0,74 Km2) saja. Produksi dari Pertanian Padi Palawija yang paling dominan di Kecamatan P. P. Kur adalah Ketela Pohon dan sejenisnya sebesar 150 ton selama tahun 2012. Hal ini mencerminkan bahan makanan pokok sehari-hari penduduk Kecamatan P. P. Kur (Tabel 5.2).

Peternakan di Kecamatan P. P. Kur seperti terlihat di Tabel 5.3 dan Tabel 5.4 volumenya tidak terlalu besar. Hal ini dikarenakan subsektor peternakan berasal sebagian besar dari peternak rumah tangga yang terdiri dari kambing, babi atau ayam buras dan jumlah ternaknya sedikit (< 5 ekor).

Subsektor Perikanan meskipun sangat besar kontribusinya di Kecamatan P. P. Kur masih didominasi oleh nelayan tradisional. Hal itu terlihat dari perahu yang digunakan, yang sebagian besar Perahu tak Bermotor, dan alat penangkapan ikan utama yang digunakan yaitu Pancing (Tabel 5.5). Produksi ikan laut selama tahun 2012 adalah 2.207,8 Ton.

5. AGRICULTURE

Summary

Agriculture is the main economic sector which builds the living of the people of District of P. P. Kur, especially Primary Food Agriculture and Fishery.

From total area 55,22 Km2(5.522 Ha) of District of P. P. Kur, the amount used as Agricultural Areas (Food Farm, Non Food Farm and Forestry) is 24,58 Km2(2.458 Ha) or about 45% from total area (Table 5.1).

The agricultural areas used for Primary Food Farm is 0,74 Km2 (74 hectares) only. The major production of Primary Food Farm in District of P. P. Kur is Cassava and its kind in amount of 150 Tons during the year of 2012. It is so as cassava and its kind is the daily main food of people in District of P. P. Kur (Table 5.2).

Animal husban dry in District of P. P. Kur, as can be seen in Table 5.3 and Table 5.4, is not quite significant. Most of the production comes from home-farm of goats and non-layers chicken with number of livestocks less than 5 (five).

The contribution of Fishery to the economy in District of P. P. Kur is still dominated by traditional fishermen. It can be seen from the boats used, that is mainly non-motor boats, with fishing gears used most is traditional fishing poles (Table 5.5). The production of Marine Fishes during the year of 2012 is 2 207,8 tons.

Uraian Singkat

Pada tahun 2012 di Kecamatan P. P. Kur tidak ada Warung Makan/Restoran yang tersedia (Tabel 9.1).

Objek wisata di Kecamatan P. P. Kur terdiri dari obyek wisata alam yang potensial meskipun belum dikelola secara baik (Tabel 9.2). Fasilitas Akomodasi bagi wisatawan di Kecamatan P. P. Kur juga tidak tersedia.

Untuk tempat hiburan dan olahraga, tidak ada Tempat Bilyar dan Tempat Hiburan Karaoke tetapi ada 5 Lapangan Sepak Bola yang terletak di beberapa Desa (Tabel 9.3).

Summary

In year 2012, there are no Diners / Restaurants available in District of P. P. Kur (Table 9.1).

Tourism objects in District of Tayando Tam consist of several potential nature tourism objects e enthough, they ha en’t ell de eloped yet (Table 9.2). The accomodations for tourists in District of Tayando Tam ha en’t a ailable yet. For Sport and Amusement Places, there are no Billiard Places and Karaoke Amusements but there are 5 Football Fields located in several villages (Table 9.3).
