SAMBUTAN
Kecamatan Dullah Utara adalah kecamatan yang letaknya cukup mudah dijangkau di Kota Tual. Oleh karena itu perkembangan kecamatan Dullah Utara akan selalu menjadi acuan bagi kecamatan-kecamatan lain di kota Tual.
Publikasi kecamatan Dullah Utara dalam angka 2013 merupakan sebuah potret gambaran hasil pembangunan yang telah dilakukan di seluruh desa di kecamatan Dullah Utara selama tahun 2012. Publikasi ini sangat bermanfaat untuk mengevaluasi hasil pembangunan dan menjadi dasar perencanaan pembangunan, terutama di wilayah kecamatan Dullah Utara.
Kepada seluruh Instansi, dinas maupun pihak swasta sebagai sumber data sekaligus pemakai data diharapkan dapat meningkatkan kerjasama yang lebih baik dengan BPS kabupaten Maluku Tenggara demi tersedianya data yang lebih akurat pada periode mendatang.

District of Dullah Utara is quite easy to reach district in Municipality of Tual. Furthermore, the growth of district of Dullah Utara will always become an example to districts in Municipality of Tual.
Publication of Dullah Utara in Figures 2013 shows us the picture of the result of development in all villages in district of Dullah Utara during the year of 2012. This publication will be useful to evaluate the result of those development had been done, and to build a new development plans needed, especially in district of Dullah Utara.
Institution and services, state or private, as sources and users of data are hoped to be able to increase their cooperation with the BPS regency of Maluku Tenggara for an availability of more accurate data in the next periods.
May God Almighty always be with us in our service to our nation and country in general, and especially to the people in the Distict of Dullah Utara.

KATA PENGANTAR
Data statistik dalam wilayah kecil (Small Area Statistics) sudah menjadi kebutuhan mendasar bagi semua pihak, terutama pemerintah daerah untuk perancangan kebijakan pada era otonomisasi ini.
Dullah Utara dalam angka 2013 adalah publikasi tahunan yang memuat data-data kecamatan Dullah Utara pada tahun 2012 yang tersaji dalam wilayah kecil, yaitu menurut desa. Data-data ini bersumber dari data sekunder dinas/instansi terkait maupun data primer BPS kabupaten Maluku Tenggara.
Disadari bahwa walaupun disiapkan dengan baik namun tentunya masih terdapat banyak kelemahan dan kesalahan, karenanya kritik dan saran sangat diharapkan guna penyempurnaan di waktu yang akan datang.

Small area statistics (SAS) has became a basic need for everyone, especially regional government for policy planning in the era of autonomization.
Dullah Utara in figures 2013 is an annual publication which consists information about district of Dullah Utara during the year of 2012, presented in small a rea statistics, by villages. This information was gathered from secondary data from related institutions or primary data from BPS-statistics of regency of Maluku Tenggara.
Awarely, even though it was well-prepared but certainly there is still some mistakes and inadequacy on the presentation of this publication. In doing so, critics and suggestions for improvement in the future are truly welcomed.
For those who have provided assistance in the completion of the publication delivered thank you profusely.
Hopefully, this publication will do some benefit for all of us.

1. KEADAAN GEOGRAFI
Letak Geografis
Kecamatan Dullah Utara terletak pada 5° 26' – 5° 38' LS dan 132° 41' – 132° 49' BT. Adapun batas-batas Kecamatan Dullah Utara sebagai berikut :
Sebelah Utara : Laut Banda
Sebelah Selatan : Kecamatan Dullah Selatan Sebelah Timur : Selat Nerong
Sebelah Barat : Laut Banda
Topografi
Secara topografi Kecamatan Dullah Utara berupa dataran yang memiliki luas 70,85 Km2 yang terletak pada ketinggian 0 – 20 meter di atas permukaan laut. Dengan puncak tertinggi terletak di
bukit Masbait.
Geologi
Menurut peta Geologi Indonesia [1965], Pulau / Kepulauan di Maluku Tenggara terbentuk / tersusun dari tanah dan batuan yang tercatat sebanyak 3 jenis Tanah dan 5 jenis Batuan, secara lengkap
dapat dilihat pada Tabel 1.2.3.
Iklim
Iklim dipengaruhi oleh Laut Banda, Laut Arafura dan Samudera Indonesia juga dibayangi oleh Pulau Irian di Bagian Timur dan Benua Australia di Bagian Selatan, sehingga sewaktu-waktu terjadi perubahan.
a. Tipe Iklim
Berdasarkan klasifikasi Agroklimate menurut OLDEMAN, IRSAL dan MULADI [1981], Kecamatan Dullah Utara termasuk

Dullah Utara Dalam Angka 2013 3 dalam Zone C2 dengan jumlah bulan basah 5 - 6 bulan dan bulan kering 4 - 5 bulan .
b. Musim
1. Keadaan musim teratur, musim Timur berlangsung dari bulan April sampai Oktober. Musim ini adalah musim Kemarau. Musim Barat berlangsung dari bulan Oktober sampai April. Curah hujan terbesar terjadi pada bulan Desember sampai Februari.
2. Musim Pancaroba jatuh pada bulan Maret/April dan Oktober/November.
3. Bulan April sampai Oktober, bertiup angin Timur Tenggara. Angin kencang bertiup pada bulan Januari dan Februari diikuti dengan hujan deras dan laut bergelora.
4. Bulan April sampai September bertiup angin Timur, Tenggara dan Selatan sebanyak 91% dengan angin Tenggara dominan 61% .
5. Bulan Oktober sampai Maret bertiup angin Barat Laut sebanyak 50% dengan angin Barat Laut dominan 28%.
c. Curah Hujan
Curah hujan di Pulau Dullah Utara rata-rata antara 2.000 – 3.000 mm per tahun. Tahun 2012, Curah hujan di Kecamatan Dullah Utara adalah 2.149,4 mm per tahun atau rata-rata 179,12 mm per bulan dengan jumlah hari hujan sebanyak 184 hari atau rata-rata 15,33 hari hujan per bulan.
d. Suhu, Kelembaban, Penyinaran Matahari dan Tekanan Udara.
1. Suhu rata-rata untuk tahun 2012 sesuai data dari Stasiun Meteorologi Dumatubun Langgur adalah 27,1 ºC dengan suhu minimum 24,4 ºC dan maksimum 31,4 ºC

Danau-danau yang terletak di Kecamatan Dullah Utara adalah Danau Fanil di Desa Fiditan, Danau Waren di Desa Ohoitel dan Danau Taman Anggrek di Desa Ngadi.
Banyaknya Gempa Bumi yang tercatat serta Frekwensi Gempa dari Stasiun Geofisika Tual dapat dilihat pada Tabel 1.4.1 dan Tabel 1.4.2.

1. GEOGRAPHICAL SITUATION
Geographic Location
District of Dullah Utara is astronomically located between 5° 26' – 5° 38' South Latitudes and 132° 41' – 132° 49' East Longitudes. Geographically District of Dullah Utara is bordered by :
Northern border : Banda Sea
Southern border : District of Dullah Selatan Eastern border : Nerong Strait
Western border : Banda Sea
Topography
Based on its topography, Dullah Utara is a flat area of 70,85 Km2 located between 0 - 20 meters above the sea level, with the highest peak is located in Bukit Masbait, Village of Kelanit.
Geology
Based on Indonesian Geology Map [1965] , Island / Archipelago in the Regency of Maluku Tenggara are formed by 3 kinds soil and 5 kinds rock see the Table 1.2.3.
Climate
The Climate of Dullah Utara is influenced by Banda Sea, Arafura Sea and Indonesian Ocean, and also by Irian island in the eastern part, and Australian continent in the southern part, so that there is an uncertainty on seasonal transition period.
a. Type of Climate
Based on Agroclimate Classification by OLDEMAN, IRSAL and MULADI [1981] , District of Dullah Utara is classified in Zone C2 with number of wet month 5 - 6 months and dry month 4 - 5 months.

1. Regularly, East Wind Season start from April to October. This season is a dry season. West Wind Season start from October to April. December to February is the period with heaviest rainfall.
2. Seasonal transitions fall in March/April and October/November.
3. From April to October wind blows East and South East. Hard wind blows in January and February followed by heavy rain and rough sea.
4. During April to September 91% wind blows East, South East and South with South East wind 61% dominance.
5. From October to March blows North West wind 50% with North West dominance 28%.
c. Rainfall
Average rainfall rate in Dullah Utara Island is between 2.000 – 3.000 mm per year. In the District of Dullah Utara through the year of 2012 rainfall rate is 2.149,4 mm per year or 179,12 mm per month average with 184 rainy days per year or 15,33 rainy days average per month.
d. Temperature, Humidity, Solar Illumination and Athmospheric Pressure
1. Particulary in the year 2012, based on the given record from Dumatubun Meteorology Station, Langgur, average temperature is 27,1 ºC with minimum temperature 24,4 ºC and maximum 31,4 ºC
2. The average humidity 82,7%,, average solar illumination 53,9% and average atmosperical pressure at 1.009,3 milibar (Table 1.4.3.).

2. PEMERINTAHAN
Sejarah Singkat
Kecamatan Dullah Utara, yang beribukota di Namser, merupakan pemekaran dari kecamatan Kei Kecil. Kecamatan induk yang ada sejak kabupaten Maluku Tenggara berdiri, yaitu pada tahun 1957 ketika Maluku Tenggara menjadi daerah Swatantra Tingkat II dengan membawahi 8 (delapan) Kecamatan.
Pada Tahun 2000, kabupaten Maluku Tenggara dimekarkan menjadi 2 (dua) kabupaten, yaitu : kabupaten Maluku Tenggara dan kabupaten Maluku Tenggara Barat. kabupaten Maluku Tenggara setelah dimekarkan hanya terdiri dari 3 (tiga) kecamatan, yaitu:
1. Kecamatan Kei Kecil 2. Kecamatan Kei Besar 3. Kecamatan Pulau-pulau Aru.
Kecamatan Kei Kecil saat itu membawahi 68 desa dan 4 kelurahan. Pada tahun 2001 kecamatan Kei Kecil dipecah menjadi 2 (dua) kecamatan:
1. Kecamatan Kei Kecil terdiri dari 61 desa / kelurahan 2. Kecamatan P.P. Kur terdiri dari 11 desa
Kemudian pada tahun 2004 kecamatan Kei Kecil yang tersisa dipecah lagi menjadi 6 (enam) kecamatan, yaitu:
1. Kecamatan Kei Kecil terdiri dari 22 desa / kelurahan 2. Kecamatan Kei Kecil Barat terdiri dari 8 desa 3. Kecamatan Kei Kecil Timur terdiri dari 13 desa 4. Kecamatan Dullah Utara terdiri dari 8 desa
5. Kecamatan Dullah Selatan terdiri dari 5 desa / kelurahan 6. Kecamatan Tayando Tam terdiri dari 5 desa
Kecamatan Dullah Utara hasil pemekaran tersebut yang terdiri atas 8 desa bertahan sampai saat ini.

Pemerintahan Desa
Kecamatan Dullah Utara terbagi menjadi 8 desa dan kesemuanya berada di daerah perdesaan.
Tingkat perkembangan desa di kecamatan Dullah Utara pada tahun 2012 dapat dilihat dari klasifikasi desa (Tabel 2.3.) yang terdiri dari:
1. Desa Swasembada sebanyak 5 desa 2. Desa Swakarya sebanyak 3 desa 3. Desa Swadaya sebanyak - desa
Satuan Lingkungan Setempat (SLS) di bawah desa adalah dusun. Sebagian besar desa, terutama yang jumlah penduduknya cukup besar biasanya terbagi menjadi desa Induk dan beberapa dusun. Ada 6 desa yang tidak memiliki dusun, dan 2 desa yang merupakan desa induk dengan 3 dusun yang berada di dalam wilayah administratif desa-desa tersebut (Tabel 2.4).

Brief History
District of Dullah Utara, capitalled in Namser, a division of the district of Kei Kecil. existing main districts since Southeas Maluku Tenggara standing, in 1957 as second Level Swatantra Region with 8 (eight) districts under its jurisdiction.
In Year 2000, regency of Maluku Tenggara was splitted into 2 (two) regency : regency Maluku Tenggara and regency of Maluku Tenggara Barat. Maluku Tenggara regency after bloomed only consist of 3 (three) districts, namely :
1. District of Kei Kecil 2. District of Kei Besar 3. District of Aru Islands
District of Kei Kecil at that moment governed 68 non-formal villages and 4 formal villages. In year 2001, district of Kei Kecil was divided into 2 (two) District :
1. District of Kei Kecil consisted 61 villages 2. District of Kur Islands consisted 11 villages
Then in year 2004, district of Kei Kecil was divided again into 6 (six) districts, which are:
1. District of Kei Kecil consisted 22 villages 2. District of West Kei Kecil consisted 8 villages 3. District of East Kei Kecil consisted 13 villages 4. District of North Dullah consisted 8 villages 5. District of South Dullah consisted 5 villages 6. District of Tayando Tam consisted 5 villages

District of Dullah Utara is consisted 8 villages which all a re located in rural area.
The level of development of the village in the district of Dullah Utara in 2012 can be seen from the village classification (table 2.3.) as follows:
1. Swasembada village : 5 villages 2. Swakarya village : 3 villages 3. Swadaya village : – villages
Local Area Unit (SLS) used under village jurisdiction uses Sub-village. Most of the villages, especially with higher population, is divided into a Main Sub-village and Branch Sub-villages. There are 6 villages which are divided into 2 Main Sub-villages and 3 Branch Sub-villages and other 6 Villages which are not divided into sub-villages (Table 2.4).

3. PENDUDUK
Ulasan Singkat
Jumlah penduduk kecamatan Dullah Utara pada tahun 2012 adalah sebanyak 15.554 jiwa, Yang terdiri dari laki-laki sebanyak 7.824 jiwa dan perempuan sebanyak 7.730 jiwa.
Sedangkan Sex Ratio rata-rata per desa untuk kecamatan Dullah Utara adalah sebesar 101 pada tahun 2012. Hal ini berarti secara rata-rata perbandingan laki-laki dan perempuan di kecamatan Dullah Utara adalah 101 : 100. Atau dapat pula dikatakan, di kecamatan Dullah Utara pada Tahun 2012 untuk setiap 100 orang perempuan terdapat 101 orang laki-laki (Tabel 3.1).
Kepadatan penduduk rata-rata di kecamatan Dullah Utara pada tahun 2012 adalah sebanyak 220 jiwa per Km2 (Tabel 3.2).
Jumlah Rumah Tanggga (RT) di kecamatan Dullah Utara pada tahun 2012 adalah sebanyak 2.935 RT. Dari angka ini diperoleh rata-rata jumlah anggota keluarga di kecamatan Dullah Utara pada tahun 2012 adalah sebesar 5,00 jiwa per RT (Tabel 3.3).

Summary
District population of Dullah Uta ra on the end of the year of 2012 is 15.554 people, with consisted 7.824 males and 7.730 females.
It comes to the result of calculation of sex ratio of district population of Dullah Utara in 2012 as 101. It means that averagely the ratio of male to female in district of Dullah Utara is 101 to 100. Or that we can say, On 2012 that for every 100 female there is 101 male averagely (Table 3.1).
The average population density in district of Dullah Utara on the end of the year 2012 is 220 people per Km (Table 3.2).
Number of household in district of Dullah Utara on the year 2012 is 2.935 household. From that number, we obtained the average member size of family in district of Dullah Utara year 2012 is 5,00 people per household (Table 3.3).

4. SOSIAL
Pendidikan
Keadaan Pendidikan di Kecamatan Dullah Utara dapat dilihat dari Tabel 4.1.1 s.d. Tabel 4.1.10.
Terdapat 13 Sekolah Dasar yang tersebar di seluruh Desa di kecamatan Dullah Utara. Sekolah Lanjutan Tingkat Pertama cuma berjumlah 6 dan hanya berada di desa-desa tertentu, tetapi semua desa rata-rata bisa menjangkau fasilitas SLTP. Sedangkan Sekolah Lanjutan Tingkat Atas berjumlah 4 dan hanya terdapat di desa Fiditan, Tamedan dan Dullah Darat (Tabel 4.1.1. s,d Tabel 4.1.4).
Rasio murid terhadap guru di kecamatan Dullah Utara adalah 13 murid tiap 1 guru untuk SD; 8 murid tiap 1 guru untuk SLTP; dan 8 murid tiap 1 guru untuk SLTA. Sedangkan rata-rata jumlah murid per kelas untuk SD 26 murid; untuk SLTP 21 murid; dan untuk SLTA 25 murid (Tabel 4.1.8).
Kesehatan
Di kecamatan Dullah Utara tidak terdapat Rumah Sakit, 2 Puskesmas, 4 Puskesmas Pembantu, 9 Poskesdes dan 23 Posyandu yang terdapat di setiap desa kecamatan Dullah Utara (Tabel 4.2.1) dan (Tabel 4.2.2).
Sedangkan untuk tenaga kesehatan terdapat 4 dokter, 40 mantri kesehatan, 12 bidan, 11 dukun terlatih (Tabel 4.2.3).
Selama tahun 2012 di Balai Kesehatan Ibu dan Anak terdapat 2.210 kunjungan Ibu Hamil, Ibu Menyusui, Bayi dan Balita. Sedangkan kelahiran yang dibantu oleh Bidan dan Dukun Terlatih sebesar 343 kelahiran (Tabel 4.2.4).
Penerima imunisasi selama tahun 2012 sejumlah 2.008 bayi dan balita seperti terlihat pada Tabel 4.2.5.

Agama
Mayoritas penduduk kecamatan Dullah Utara beragama Islam, kemudian Kristen Khatolik dan Kristen Protestan.
Hal ini dapat dilihat juga dari jumlah tempat ibadah yang ada di kecamatan Dullah Utara. Di kecamatan Dullah Utara terdapat 19 Masjid, 4 Musholla/Langgar, 5 Gereja Khatolik dan 1 Gereja Protestan.

Education
Information about education in District of Dullah Utara can be obtained from Table 4.1.1 to 4.1.10.
There are 13 primary schools spread across villages in the district of North Dullah. Junior high school totaled only 6 and just being in certain villages, but all the villages on average can achieve SMP facility. Whereas senior high school totaled 4 and only in the village Fiditan, Tamedan and Dullah Darat (Table 4.1.1 to 4.1.4).
Pupils to teacher ratio in district of Dullah Utara are 13 students for one Elementary School teacher, 8 students for one Junior High School teacher and 8 students for one Senior High School teacher. While averagely there 26 students for each Elementary School classes and 21 students for ea ch Junior and 25 Senior High School classe (Table 4.1.18).
Health
In district Dullah Utara are not existed hospital, 2 Clinic, 4 health centers, 9 health post, and 23 IHC contained in each village district of Dullah Utara (Table 4.2.1) and (Table 4.2.2).
Whereas health workers have 4 Doctors, 40 Paramedics, 12 Educated Midwives, 11 Trained Midwives (Table 4.2.3).
During the of year 2012 in District of Dullah Utara, there are 2.210 visits by Pregnant Women, Breastfeeding Mothers, Infants and One to Five Years Children in Children and Mothers Polyclinics. births attended by a trained midwife and healer of 343 births (Table 4.2.4).
Acceptors of Immunization during the year of 2012 are 2.008 acceptors as can be seen Table 4.2.5.

Religion
The majority of religion of the people of District of Dullah Utara are Islam, then followed by Catholics an Protestants.
It can also be concluded from the number of Worship Places in District of Dullah Utara. There are 19 Mosques and 4 Moslem Chapels, 5 Catholics Churches, and 1 Protestants Churches, in District of Dullah Utara. (Table 4.3.1)

5. PERTANIAN
Ulasan Singkat
Sektor Pertanian merupakan sektor ekonomi utama yang menunjang kehidupan masyarakat di kecamatan Dullah Utara, terutama Pertanian Palawija dan Perikanan.
Dari keseluruhan luas areal kecamatan Dullah Utara sebesar 70,85 Km2 yang digunakan sebagai areal Pertanian (Pertanian, Perkebunan, dan Kehutanan) adalah sebesar 10,25 Km2 atau sekitar 15 % dari luas areal (Tabel 5.1).
Sedangkan luas areal Pertanian Padi Palawija sebagai bahan makanan pokok adalah sebesar 280 Ha (2,80 Km2) saja. Produksi dari Pertanian Padi Palawija yang paling dominan di kecamatan Dullah Utara adalah Ketela Pohon dan sejenisnya sebesar 179,2 ton selama tahun 2012. Hal ini mencerminkan bahan makanan pokok sehari-hari penduduk Kecamatan Dullah Utara (Tabel 5.2).
Peternakan di kecamatan Dullah Utara seperti terlihat di Tabel 5.3 dan 5.4 volumenya tidak terlalu besar. Hal ini dikarenakan subsektor peternakan berasal sebagian besar dari peternak rumah tangga yang terdiri dari kambing, babi atau ayam buras dan jumlah ternaknya sedikit (< 5 ekor).
Subsektor Perikanan meskipun sangat besar kontribusinya di kecamatan Dullah Utara masih didominasi oleh nelayan tradisional. Hal itu terlihat dari perahu yang digunakan, yang sebagian besar Perahu tak Bermotor, dan alat penangkapan ikan utama yang digunakan yaitu Pancing (Tabel 5.5).

Summary
Agriculture is the main economic sector which builds the living of the people of district of Dullah Utara, especially Primary Food Agriculture and Fishery.
From total area 70,85 Km2 of district of Dullah Utara, the amount used as Agricultural a reas (Food Farm, Non Food Farm and Forestry) is 10,25 Km2 or about 15% from total area (Table 5.1).
The agricultural areas used for Primary Food Farm is 280 Ha (2,80 Km2) only. The major production of Primary Food Farm in district of Dullah Utara is Cassava and its kind in amount of 179,2 Tons during the year of 2012. It is so as ca ssava and its kind is the daily main food of people in district of Dullah Utara (Table 5.2).
Animal husbandry in district of Dullah Utara, as can be seen in Table 5.3 and 5.4, is not quite significant. Most of the production comes from home-farm of goats, pigs and non-layers chicken with number of livestocks less than 5 (five).
The contribution of Fishery to the economy in district of Dullah Utara is still dominated by traditional fishermen. It can be seen from the boats used, that is mainly non-motor boats, with fishing gears used most is traditional fishing poles (Table 5.5).

9. HOTEL, RESTORAN DAN PARIWISATA
Uraian Singkat
Pada tahun 2012 di kecamatan Dullah Utara terdapat 6 warung makan di desa Ngadi dan Fiditan pada kecamatan Dullah Utara (Tabel 9.1).
Objek wisata di kecamatan Dullah Utara terdiri dari wisata alam (Tabel 9.2). Fasilitas akomodasi bagi wisatawan di kecamatan Dullah Utara tidak tersedia (Tabel 9.3).
Untuk tempat hiburan, tidak ada tempat Bilyar, 1 tempat Hiburan Karaoke dan 4 Lapangan Sepak Bola yang terletak di desa Ngadi, Ohoitahit, Ohoitel, dan Dullah Laut pada kecamatan Dullah Utara (Tabel 9.4).

9. HOTELS, RESTAURANTS AND TOURISM
Summary
In year 2012, there are six delicatessens village Ngadi and Fiditan in district of Dullah Utara (Table 9.1).
Tourism objects in district of Dullah Utara are all nature tourism objects (Table 9.2). The accomodations for tourists in district of Dullah Utara are unavailable (Table 9.3).
For amusement places, there are no Billia rd places, 1 Karaoke Amusements and four Football Fields in villages Ngadi, Ohoitel, Ohoitahit, and Dullah Laut at district of Dullah Utara (Table 9.4).
