PELAKSANAAN SISTEM ADMINISTRASI KEPENDUDUKAN DALAM UPAYA MENCAPAI EFEKTIVITAS PELAYANAN PECATATAN DAN PENERBITAN AKTA KELAHIRAN PADA DINAS KEPENDUDUKAN KOTA BANDUNG.

ABSTRAK

Skripsi ini merupakan hasil penelitian yang menggambarkan pelaksanaan
sistem informasi administrasi kependudukan dalam upaya mencapai efektifitas
pelayanan pencatatan dan penerbitan akta kelahiran pada dinas kependudukan
Kota Bandung. Sistem informasi administrasi kependudukan merupakan bagian
dari sistem adminitrasi manajemen adalah rangkaian unsur-unsur dan kegiatan
pengumpulan, pengolahan, dan penyajian informasi kependudukan terpadu.
Sedangkan efektifitas pelayanan publik adalah tingkat pemenuhan kebutuhan
masyarakat (publik) oleh aparat penyedia jasa pelayanan.
Adapun yang melatar belakangi penulis tertarik membuat skripsi ini
didasarkan pada hasil pengamatan dan wawancara awal penulis lakukan dengan
para pegawai di kantor dinas kependudukan kota Bandung dan para pemohon
pelayanan pencatatan dan penerbitan akta kelahiran, dimana terkadang masih
terdapat keterlambatan penyelesaian pencatatan dan penerbitan akta kelahiran.
Penulis menemukan indikasi eektivitas pelayanan yang diberikan belum optimal
yang terlihat dari adanya kesalahan pengetikan, lamanya waktu peng-input-an
yang belum optimal. Pelaksanaan sistem informasi administrasi kependudukan
sangat diperlukan dalam mendukung pelaksanaan fungsi-fungsi utama
departemen dalam negeri dan pemerintah daerah.
Metode penelitian yang digunakan adalah metode penelitian deskriftif

analisis dengan teknik pengumpulan data melalui studi kepustakaan dan
penelitian lapangan yang meliputi observasi, wawancara dan penyebaran angket.
Adapun dalam penentuan sampel penulis menggunakan teknik sampling jenuh
untuk variabel efektivitas pelayanan pencatatan dan penulis menggunakan skala
Likert.
Hasil penelitian yang penulis lakukan menunjukkan telah mencapai
tingkat efektivitas pada pelaksanaan sistem informasi administrasi kependudukan
yang dilaksanakan pada kantor dinas kependudukan kota Bandung sesuai dengan
mekanisme atau kerangka kerja sistem administrasi manajemen. Dari hasil
tabulasi skor pengumpulan data pelaksanaan sistem informasi administrasi
kependudukan menunjukkan angka 80% bahwa pelaksanaan sistem informasi
admininstrasi kependudukan pada kenyataannya sudah terlakasana dengan baik
berdasarkan indicator-indikator sistem informasi manajemen yang ada.

ABSTRACK

This skripsi is the result of research that describes the implementation of
population administration information systems in an effort to achieve the

effectiveness of service registration and issuance of birth certificates on the
official residence of Bandung. Population administration information system is
part of the administrative management system is a series of elements and
activities of gathering, processing, and presentation of an integrated population
information. While the effectiveness of public services are meeting the needs of
the community (public) by a service provider apparatus.
As for the background for the authors are interested in making this thesis
is based on observations and interviews done early authors with employees in
offices and residence of the applicant Bandung city services and the issuance of
birth certificate records, which sometimes there are delays in the completion of
registration and issuance of birth certificates. The authors found indications
eektivitas optimal service provided has not been seen from the presence of typing
errors, long-time lawyer's input is not optimal. Implementation of population
administration information system is needed to support the implementation of the
main functions of the department in the state and local governments.
The research method used is descriptive research method with the
analytical techniques of data collection through library research and field research
that includes observations, interviews and distributing questionnaires. The authors
used a sample in the determination of saturation sampling technique for the
variable effectiveness of the service record and the authors use a Likert scale.

The results do show that the author has reached a level of effectiveness in
the implementation of information systems administration that carried out the
London offices of the city of residence in accordance with the mechanism or
framework for the administrative management system. From the results tabulated
scores data collection implementation of population administration information
system shows the 80% that the implementation of information systems
admininstrasi terlakasana population is in fact already well on indicators of
existing management information systems.
