To celebrate the 50th Anniversary of SEAMEO in 2015,
the SEAMEO Secretariat and the 21 SEAMEO Regional Centres have jointly developed the
SEAMEO 50x3 Schools’ Network ‐
a network to promote sharing and development between schools across Southeast Asia.
The SEAMEO 50x3 Schools’ Network will provide great opportunities and help schools to develop
partnerships, exchange teachers and students, share practices, participate in SEAMEO programmes,
obtain scholarships and grants, and improve teachers and students’ capacity
through various training activities of SEAMEO and partners.
All primary, secondary and vocational Schools in Southeast Asian countries
are invited to submit an application and participate in the
SEAMEO 50x3 Schools’ Network.
ONLY 50 primary schools, 50 secondary schools, and 50 vocational and technical schools will be
selected for the 2015 programme.

1. Introduction
In November 2015, The Southeast Asian Ministers of Education Organization (SEAMEO) will mark half‐a‐
century of operations. As a regional inter‐governmental organisation established among Southeast Asian
countries, SEAMEO takes pride in its achievements over the years as Southeast Asian’s leading
organisation in promoting regional cooperation and human resource development in education, science
and culture.
In response to the 2015 Southeast Asian community integration initiative, the development of
partnerships and networking among schools and educational institutions across communities and
countries is important to the aim of encouraging cooperation, the sharing of good practices, and
exchanging teachers and students. The networking platform will also provide opportunities for teachers
and students to understand cultural differences and leverage their necessary knowledge, skills and values
to become global citizens and be more prepared for regional integration.
On the occasion of SEAMEO’s 50th Year Anniversary, the SEAMEO Secretariat and the 21 SEAMEO
Regional Centres and networks have jointly developed a networking platform of schools in Southeast
Asian countries titled the SEAMEO 50x3 Schools’ Network.
The network aims to serve as a “Network of Sharing and Development” between schools across
Southeast Asia. The network consists of schools at three levels of education: primary, secondary, and
vocational and technical schools.
The network aims to leverage the capacity of school leaders, teachers and students through capacity
development programmes and other contributions from 21 SEAMEO Regional Centres, SEAMEO
stakeholders, and partners. The network also provides opportunities for schools within the network to
develop partnerships at the same, and across different educational levels.
For the year 2015, 50 primary schools, 50 secondary schools and 50 vocational and technical schools will
be selected. At the end of 2015, it is expected that the SEAMEO 50x3 Schools’ Network will be developed
further and the number of participating school members expanded.
2. Definition of the SEAMEO 50x3 Schools’ Network and its objectives
The network is primarily a networking platform to promote and encourage partnerships and
collaboration among schools in Southeast Asian countries, namely, Brunei Darussalam, Cambodia,
Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor‐Leste and Vietnam.
The network consists of schools at three levels of education: primary, secondary, and vocational and
technical schools.
In the initial year of establishment in 2015, the network will select 50 primary schools, 50 secondary
schools and 50 vocational and technical schools from 11 Southeast Asian nations.
The network aims to leverage the capacity of school leaders, teachers and students in participating
schools through specialised capacity development programmes and other resource contributions
from 21 SEAMEO Regional Centres, SEAMEO stakeholders, and SEAMEO partners.
The network aims to provide opportunities for participating schools to develop partnerships, share
good practices, and exchange teachers and students within the network.

3. Participating Schools
We invite all public and private primary, secondary, and vocational and technical schools in 11
Southeast Asian countries, namely, Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia,
Myanmar, Philippines, Singapore, Thailand, Timor‐Leste and Vietnam to submit an application form.
(Please refer to the Application Guidelines as in point 5)
The schools should demonstrate the following attributes (Please refer to the details in selection
criteria as in point 6.):
o School leaders, teachers and students have the potential to participate in capacity development
programmes conducted by 21 SEAMEO Regional Centres and Networks.
o Schools have policies and the aspiration to develop partnerships with other schools.
4. Benefits for Schools that Participate in the SEAMEO 50x3 Schools’ Network
Schools selected to join the network will gain unique and beneficial opportunities to participate in a
wealth of enlightening and innovative educational programmes designed and conducted by 21 SEAMEO
Regional Centres, SEAMEO stakeholders and partners.
Opportunities for school development programmes
o This includes an invitation to participate in SEAMEO regional initiatives such as: Schools Nutrition
Development Programmes; the SEAMEO Schools’ Fit Programme; the Health Promotion
Programme; Digital Learning in Southeast Asia; and Internationalisation and Harmonisation of
TVET in Southeast Asia.
o Schools will also get an invitation to participate in various SEAMEO regional competitions and
award schemes for schools and their teachers.
Opportunities for school leaders and teacher development programmes
o An invitation to participate in training courses, workshops and seminars that cover various
educational development topics conducted by SEAMEO Regional Centres.
o An invitation to participate in various on‐line/mobile training courses aimed at improving
teaching and learning strategies.
o An invitation to participate in training courses on teaching and learning resource development.
Opportunities for student development programmes
o An invitation to participate in SEAMEO regional competitions and award schemes for students.
o An invitation to join on‐line and mobile training courses designed to develop 21st century skills for
students.
Opportunities for improving teaching and learning resources
o Participating schools will receive teaching and learning materials produced by SEAMEO Regional
Centres and SEAMEO partners.
Opportunities to receive scholarships and grants
o These grants will enable schools to implement school‐based development programmes.
o Some scholarships for disadvantaged/poor students will be provided by SEAMEO Centres and
partners. (The contributors will select schools by considering location, policies, and needs of the
schools.)
Opportunities to receive news about activities and programmes in SEAMEO centres
o Schools within the network will receive information about ongoing SEAMEO programmes,
training courses and activities that cover various topics within the fields of education, science and
culture.

Opportunities to develop partnerships, exchange teachers and students, and share good practices
with other schools.
o The network will give participating schools unique opportunities to share information on
requested partnership areas and contact details in order to facilitate greater partnerships and
collaboration across the whole of Southeast Asia.
o A group communication platform through on‐line platforms will be developed to help the
exchange of information and partnerships.
5. Application Guidelines: How to Participate in the “SEAMEO 50x3 Schools’ Network”
All public and private primary, secondary and vocational Schools’ in 11 Southeast Asian countries,
namely: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines,
Singapore, Thailand, Timor‐Leste and Vietnam are invited to submit an “Application Form” to
participate in the “SEAMEO 50x3 Schools’ Network”.
o The application form can be downloaded from the website: www.seameo.org or requested by
sending an email to: schoolnetwork@seameo.org.
The deadline for application submissions is Monday 17 August 2015. Please ensure that the SEAMEO
Secretariat receives your application form by 17 August 2015.
There is no application or registration fee for this programme.
Information about the school in the Application Form must be written in English. The supporting
documents can be in local languages, however a brief translation in English should be provided.
Schools can submit the "Application Form" and other supporting documents to the SEAMEO
Secretariat by:
a) Email: schoolnetwork@seameo.org and/or
b) Send a Compact Disc (CD) or handy drive containing the digital files of the application form and
supporting documents to the following address by post. (Please protect the CD from damage by
wrapping it in bubble wrap. The printed version of the completed application form should be
included in the mailing package.)

received any acknowledgement of the receipt from the SEAMEO Secretariat within one week after

6. Selection Criteria
The assessment and evaluation of application forms will be conducted by the selection committee which
consists of experts and representatives from SEAMEO Regional Centres.
For the year 2015, only 50 primary schools, 50 secondary schools and 50 vocational and technical schools
will be selected. The selection criteria are as follows:

Primary , secondary, and vocational and technical school, located in 11 Southeast Asian countries,
namely: Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines,
Singapore, Thailand, Timor‐Leste and Vietnam
English ability of teachers to participate in SEAMEO training programmes
Basic capacity of ICT and Internet access at the school
Strong interest and willingness indicators:
o The school leader has clearly expressed an interest to participate in this SEAMEO network.
o The school leader has provided clear relevant expectations for joining in this network.
Clear policy and operational plan on partnerships with other schools in different communities or
countries
Strong community participation and linkages – the school has clearly demonstrated community‐
based activities.

8. Rules and Conditions
The information submitted in the application form must be genuine. The SEAMEO Secretariat has right to
reject any application at any time if it is found that information submitted in the application is false.
Participating schools must allow the SEAMEO Secretariat to request additional information to support the
submission if needed.
Information about the selected schools will be shared with SEAMEO Centres, SEAMEO stakeholders,
donors/ contributors, and among schools within the network.
The SEAMEO Secretariat has the right to store information about selected schools in its database and use
this information for documentation purposes.
Contributors/donors are free to select the schools under the network for providing their contributions by
considering school’s needs, policies, capacity and location.
