A. Background

The Development of Inf ormat ion and Communicat ions Technology (“ ICT” ) are
nowadays running rapidly. The cont rol and supply of t echnology have been
dominat ing most ly by f oreigner; t hus, t he indicat ion occurs t hat t he t echnology
t ransf er was not properly implement ed. The serious and cont inuous ef f ort have
t o be kept on execut ed, in order t o support t he independency of ICT indust ry by
means of self -empowerment policy.
One of t he support ive policies was t he obligat ion t o do a f inancing in t own or t o
consume local cont ent / local product wit h t he minimal provisions of 30% of t he
Capex and 50% of Opex per year. On t his condit ion, it must be most ly of t he
Capex will come t o t he f oreigner as t he t echnology mast er. Generally, t he

government regulat ion and policy have not given t he incent ive yet t o t he privat e
ent erprises t o part icipat e in developing t he domest ic indust ry.
The supply and exploit at ion of net work inf rast ruct ure (back-bone) in Indonesia
now on is not ef f icient enough; one of t hem is not ed by which each
t elecommunicat ion service provider has t heir own net work inf rast ruct ure (backbone). The f oreign count ries’ policy t hat t he government provides t wo
alt ernat ives which are
providing t he net work back-bone it self or giving
incent ives t o t he t he privat e sect or who is int end t o const ruct it . Meanwhile, t he
supply of net work back-bone by Indonesian government nowadays, such as a
const ruct ion of nat ional f iber-opt ics net work (Palapa Ring), is impossible, since
t he t he budget is limit ed; t heref ore, it is t hen of f ered t o t he privat e ent erprises.
To accelerat e net work back-bone const ruct ion in order t o provide an af f oradable
cost access t o all of Indonesian communit ies, some st rat egic t hought s are
required t hat can be cont inuously implement ed. By having t he net work back-bone
f or dat a communicat ions, voice, and images (Next Generat ion Net work)
available, it will urge t he growt h of relevant indust ry, such as : mult imedia,
broadcast ing, applicat ion sof t ware, and ot her support ing indust ries. Int ernat ional
Conf erence on Inf ormat ion and Communicat ions Technology and t he Nat ional
Coordinat ion Meet ing Telemat ics are conduct ed t o discuss and f ormule a
recommendat ion t o solve t hose problems/ challenges.


B. Organisation of International Conference of Informations Technology and
Communication and Telematic National Coordination Meeting

1. Purpose and Obj ective

Int ernat ional Conf erence of Inf ormat ion Technology and Communicat ions and
Telemat ic Nat ional Coordinat ion Meet ing of Kadin Indonesia, are held once a
year in roder t o evaluat e work result of year 2006 and t he implement at ion of
work program 2007, as well as t o give input s t o government f or t he t elemat ic
development in Indonesia.
