JOKOWI’S MESSAGES
IN MENTAL REVOLUTION

 Since the beginning I have instructed that mental
revolution should be implemented and elaborated
immediately;
 Mental revolution is not a matter of program but the
movement of our new life as a nation;
 Three mental revolution values are: Integrity, Hard
Work, and the Mutual Cooperation (gotong royong);
 Mental revolution must start from the government
itself. Every ministry/agency should implement a mental
revolution and improve the quality of public services;
 Indonesian people deserves better service from each
ministry/agency.

Mental Revolution is changing

melayani

Birokrasi Priyayi is a special term in Bahasa
which refers to bad bureaucracy and birokrasi
melayani is a term for good bureaucracy.

ASN MENTAL REVOLUTION GOALS
Three goals in mental revolution that will apply to all government
bureaucracy (Yuddy Chrisnandi, 2014) :
Mindset, way of thinking, and perspectives changes: from the "Age of
Bureaucracy Priyayi

That Serve the People", in which one of the ways of implementation is
reflected in the public service. The State Civil Apparatus (ASN) as
representation from government, is present at all the people in need.
The organizational structure should be lean, efficient, should not be too
large, and there should not have duplicate function. Therefore, if there
is duplication of functions, it must be combined. It is not possible to
streamline the structure and eliminate it at the same time, but by
streamlining the governance structure will be healthier.
Organizational culture: Working culture should be more disciplined,
responsible, promote togetherness as well as mutual cooperation
(gotong royong).

For Mental Revolution Acceleration
the successful bureaucratic reforms acceleration program
in various sectors must also be accompanied with "Mental
Revolution" regarding value, system, and Leadership
Change the mindset and culture set through the internalization of
values can only occur if the "system" is under the effective
leadership
Changes in attitude and behavior as a manifestation of the culture and mindset
change must occur at all levels of government officials from the highest level to
executive position/level. When this is done, then the nation's competitiveness will in
itself raised, both at the regional level (ASEAN) and even the world.
