Adalah dengan ini drmaklumkan bahawa untuk membanfu memodenkan fungsi dan
operasi sumber manusia Perkhidmatan Arvam Negara Brunei Darussalam, safu projek
flagship e-Kerajaan dikenali dengan Sistem Pengurusan Kakitangan Kerajaan Secara
Elektronik yang dikenali sebagai Government Ernployee Management System (GEMS)
telahpun dilancarkairsecaraberpenngkatbermula 28 Januari2010.

IlIatlamat GEMS adalah bagi membantu penggunaandan pengurusansumber manusia
perkhidmatanawam secaralebih efektif dan berkesanmelalui penyediaan:

Memastikan Kementerian dan Jabatan mempunyai infrastruktr:r teknologi
maklumat yang bersesuaian bagi membohhkan penggunaan GEMS dengan
sepenuhnya. Infrastrukfur teknologi maklumat yang drmaksudkan adalah
termasuk EG Bandwidth connectivity dengan Pusat Kebangsaan e-Kerajaan,
mempunyai network infrastructure dalaman dan brlangan komputer yang
mencukupi.
b . Mengenalpasti pegawai yang layak untuk dilantk sebagai Pemunpin Perubahan
(Change Champion), Ejen Perubahan (Change Agent), Rangkaian Pegawai
Latihan Perubahan (Change Network Trainers) dan Ejen Data (Data Agent) bag'
mengambil peranan dalam melaksanakan GEMS. Garispandu dan peranan bagi
lantikan-lantikan berkenaanadalah serrertidieariskan di LAMPIRAN B.
c. Memastikan GEMS disebarluaskan sepenuhnya di agensi masing-masing bagi
memastikan pegawai dan kakitangan cukup bersedia unhrk menerima dan
menggunakan GEMS dengan efisyen dan efektif;
d. Mengenalpasti dan memastikan pegawai-pegawai dan kakitangan yang
mengei,dalikan GEMS (HR Users) menghadiri setiap taklimat dan kursus-kursus
l ang diberikan dari masakesemasa;

e. Memr:s'rkan proses Penentuan Peranan (Rolc tr'Iapping) dalam GEMS selarai
dengar,*rgas dan tanggungjawabpegawai berkenan.

Membuat penyesuaian tugas dengan memasukkan peranan unhrk melaksanakan
GEMS dalam fail meja pegawai berkenaan;

g. Memastlkan maklumat-maklumat dalam rekod perkhidmatan termasuk tetapi
tidak terhad kepada baki cuti, latthan-latihan yang telah dihadiri, pingat-pingat
setiap pegawai dan kakitangan betul, tepat dan dikemaskirri dari masa ke semasa;

Rahsia Rasmi sebagaimana Surat Keliling Jabatan Perdana Menteri Bilangan 212000
bertarikh 19 Syawal 1420126 Januari 2000 dan juga memastikan setiap pegawai dan
kakitangannya nanti menandatangani perakuan dalam dokumen Dasar Keselamatan Data

GEMS (GEMS Data Security Policy) demi untuk memastikan keselamatan maklumat
dikawa I mengrkut undang-undang.
