2 infrastructure development. The Project is designed to develop operational, ready-to- implement next-steps toward a robust infrastructure and PPP financing market in Indonesia. Among other things, the Project will clarify specific legal and regulatory provisions and corresponding operational policies and procedures; enhance inter- agency coordination and develop skills and capacity of national level agencies MOF; KPPIP; Bappenas; Coordinating Ministry of Economic Affairs CMEA and Government Contracting Agencies GCAs vis-à-vis public sector and PPP financing of infrastructure; and help prepare a small number of well-structured PPP projects for market bidding. Through IIFD-TF, the PPP Unit will hire experts and specialists that have expertise in areas related to the PPP Unit roles. Among the key issues that PPP Unit intend to address are the stakeholders’ a age e t a d PPP a paig . This ould need a strategic communication program which not only aiming for key stakeholders including private and government and but also the public in broader perspective. To do so, the PPP Unit requires a Communication Specialist to assist in the preparation, organization, and implementation as well as evaluating the result of PPP Unit strategic communication program effectively and efficiently. This Terms of Reference describes the objectives and scope of the required services, the envisaged outputs, deliverables and consultancy inputs, the reporting requirements and the arrangements of the Communication Specialist.

II. Objective of the Services

The objective of the Communication Specialist services are as follow: a. Develop the communication strategy; b. Create a proper sustainable strategic communication management system for the PPP Unit operation; c. Establish clear understanding about PPP and its position against other means of infrastructure delivery mode by supporting the PPP Unit communication and stakeholder management activities; d. Increase the effective coordination among stakeholders in the implementation of PPP program;

III. Scope Of Work

The Communication Specialist will be part of the Core Consultant Team under coordination of The Senior Infrastructure Consultant. The scope of work will be as follows: a. to identify key stakeholders and their specific needs from the communication point of view; b. to formulate and assist the PPP Unit in the implementation of the Communication a d “takeholders’ Ma age e t Strategy; c. to prepare content related communication materials such as press release, flyers, reports, etc. to be used by the PPP Unit in various PPP activitiesevents; d. to monitor, collect, review, comments and provide internal recommendation on newspublicationreports that related to the PPP Unit; 3 e. to develop and implement the Communication Monitoring Evaluation system in order to measure the effectiveness of campaign and other outreach program; f. to assist in maintaining close relationship and effective communication with key stakeholders such as KPPIP Komite Percepatan Penyediaan Infrastruktur Prioritas, GCAs, other government institutions, NGOs, relevant SOEs and media agencies; g. to work closely with the IT Specialist in developing the electronicdigital base communication contents including the content of PPP Unit page in the MoF website, regular updates on PPP Unit activities and published material, archive of published materials and ensure the access public access for such materials; h. to work closely with the Capacity Building and Training Specialist in the preparation and implementation of seminars, workshops or related PPP events to ensure that it in line with the PPP Unit Co u i atio a d “takeholders’ Management Strategy i. Prepare periodic reports concerning activities and issues regarding the PPP Unit public relation program. The detailed working plan will be developed by consultant and approved by PPP Unit on semi-annually basis and reviewed on a quarterly basis. IV. Expected Period of Assignment The Communication Consultant shall perform the services on a time based basis with minimum requirement of 2 days attendance each week. The duration for these services is one year commencing in September 2016 through August 2017 with the inputs totaling 160 person days in a year.
