3 e. to develop and implement the Communication Monitoring Evaluation system in order to measure the effectiveness of campaign and other outreach program; f. to assist in maintaining close relationship and effective communication with key stakeholders such as KPPIP Komite Percepatan Penyediaan Infrastruktur Prioritas, GCAs, other government institutions, NGOs, relevant SOEs and media agencies; g. to work closely with the IT Specialist in developing the electronicdigital base communication contents including the content of PPP Unit page in the MoF website, regular updates on PPP Unit activities and published material, archive of published materials and ensure the access public access for such materials; h. to work closely with the Capacity Building and Training Specialist in the preparation and implementation of seminars, workshops or related PPP events to ensure that it in line with the PPP Unit Co u i atio a d “takeholders’ Management Strategy i. Prepare periodic reports concerning activities and issues regarding the PPP Unit public relation program. The detailed working plan will be developed by consultant and approved by PPP Unit on semi-annually basis and reviewed on a quarterly basis. IV. Expected Period of Assignment The Communication Consultant shall perform the services on a time based basis with minimum requirement of 2 days attendance each week. The duration for these services is one year commencing in September 2016 through August 2017 with the inputs totaling 160 person days in a year.

V. Required Qualifications and Experience

The Consultant will possess the following qualifications: a. Ba helor’s “ degree i Co u i atio s ith at least 5 years of rele a t experience in public communication, public relations or similar activities. A aster’s “ degree i Ma age e tCo u i atio s or other rele a t field will be an advantage; b. Familiarity with the design and delivery of materials in various media for public outreach, including social marketing, information and public disseminationawareness; c. Strong network within the media industry, business community and the civil society NGOs; d. Have good k o ledge of I do esia’s go er e t stru ture a d i frastru ture issues in Indonesia. e. Sound English and Indonesia language capability written and spoken and reporting writing skills. f. Proven ability to work independently with limited supervision and operate effectively in a team environment. 4

VI. Outputs and Reporting Reporting

The Consultant will report to the Director of PPP Unit on a regular basis indicating the o sulta t’s orki g pla as e tio ed i se tio III “ ope of Work . T o ai types of reports are required: 1. Te h i al Reports that outli e the te h i al su sta e of the o sulta t’s activities and outputs: The consultant will produce reports analyzing the findings, conclusions and recommendations of its technical work in the form of reports, papers, slide presentations, etc. as agreed with the project, such as, but not limited to the following: a. The Co u i atio a d “takeholders’ Ma age e t Strategy report; b. The Communication Monitoring Evaluation System report; c. Terms of Reference of Communication or PPP Campaign programs to be carried out under the project; d. Reports, materials, and or proceeding of each Communication or PPP Campaign programs implemented under the project; For major activities, reports should be issued as drafts and finalized with due regards given to comments received from the client. All the technical reports should be submitted no later than a month before the end of the contract. 2. Progress Reports do u e ti g the o sulta t’s ork progra a d progress towards its achievement. The progress reports will be made on quarterly basis and should be submitted no later than the end of the quarter period. The quarter period is counted from the contract signing date. One copy of Quarterly Progress Report will be used as supporting document for processing the invoice. The consultant will report and be responsible to the Director of PPP Unit. Bi-weekly meeting will be arrange to monitor the progress of the consultant.
