ABSTRAK
Fenomena Konflik yang ada di Desa Alastlogo ini merupakan salah satu bentuk konflik sengketa tanah (Konflik
Agraria) yang terjadi antara warga Desa dengan TNI AL. Warga Desa Alastlogo mayoritas penduduknya sebagai
petani lahan kering yang menggantungkan hidupnya pada hasil pertanian. Konflik ini berlangsung sejak tahun
1960an dimana pada akhirnya konflik klimaks terjadi tragedi penembakan warga pada tanggal 30 Mei 2007.
Konflik tidak hanya dapat dilihat dari sisi negatif, tetapi konflik juga bisa mengarah pada aspek positif dalam segi
fungsi. Dari adanya tragedi tersebut maka terdapat fungsi-fungsi konflik bagi masyarakat.
Jenis Penelitian ini adalalah deskriptif kualitatif dimana lokasi penelitian dilakukan di Desa Alastlogo Kecamatan
Lekok Kabupaten Pasuruan. Teknik pengumpulan data dengan menggunakan observasi, wawancara (Open
Interview), dan Dokumentasi. Teknik menentukan Informan dengan menggunakan teknik Snowball Sampling.
Analisis data dalam penelitian ini menggunakan data kualitatif dengan memakai model analisia interaktif.
Dari hasil studi, terdapat 2 (dua) hal yang melatar belakangi terjadinya konflik, yaitu adanya sengketa tanah
antara warga dengan TNI AL dan adanya unsur Kerjasama (Bisnis) Militer Dengan Beberapa Perusahaan. Secara
kronologis konflik secara keseluruhan dapat dibagi menjadi 3 (tiga) periode yakni periode 1 (1960 – 1962)
Pengambilan Paksa atas Tanah Oleh TNI AL, Periode 2 (1966-2001), Adanya praktek Kerjasama (Bisnis) Militer
dengan Perusahaan, Periode 3 (2006 - 2007) Konflik Klimaks Sengketa Tanah, tragedi Penembakan warga. Pasca
tragedi penembakan, terdapat 4 (empat) fungsi yang nampak dan ditemukan oleh peneliti. Pertama, Demonstrasi
pemboikotan Jalan Raya sebagai wujud aksi protes warga. Kedua, meningkatnya kapasitas masyarakat dalam
usaha penyelesaian konflik. Ketiga, adanya tindak lanjut proses penyelesaian konflik secara hukum. Keempat,
hilangnya Kekerasan TNI AL terhadap warga.
Fenomena ini dianalisis dengan menggunakan teori Dahrendorf yang menyatakan adanya konflik secara struktural.

menyatakan beberapa proposisi fungsi konflik dalam masyarakat. Dari beberapa proposisi yang ditawarkan, ada 3
(tida) proposisi yang terlihat dari hasil studi di lapangan. Petama, adanya konflik tidak realistis yakni demonstrasi
pemboikotan Jalan Raya dan konflik realistis yakni dengan penyelesaian masalah melalui jalan hukum. Kedua,
munculnya lembaga katup penyelamat sehingga konflik dapat diminimalisir. Ketiga, konflik dapat meningkatkan
kohesi internal dimana kapasitas masyarakat dalam usaha menyelesaikan konflik meningkat dan terkendali sesuai
proses hukum. Dari adanya konflik terdapat proses pendewasaan masyarakat dimana terdapat kesadaran proses
birokrasi dan hukum yang memang belum tersosialisasikan secara intensif sebelumnya.
ABSTRACT
The conflict phenomenon in this Alastologo countryside is one of form of soil dispute conflict (conflict agrarian)
happened between members of countryside’s with TNI AL. Member of countryside Alastlogo the resident majority
as dry farming farmer draping the life at agricultural produce. This conflict taken place since the year 1960 finally
climax conflict happen shooting tragedy of resident on 30 Mays 2007. Conflict is not can only seen from negativity
side, but conflict also able to lead to positive aspect in function facet. From existence of tragedy hence, there is
function of conflicts for society.
This research type is qualitative descriptive where location of research is done in countryside Alastlogo district of
Lekok sub-province Pasuruan. Data collecting technique by using observation, interview (open interview) and
documentation while technique is determining informant by using technique snowball sampling. Data analysis in
this research applies qualitative data by using analysis model interactive.
From result of study, there are two things causing the happening of conflict, which is existence of soil dispute
between residents with TNI AL and existence of element of same activity military with a few companies.
Chronologically conflict as a completely divisible become three periods that is period one (1960-1962): retrieval
forces soil by TNI AL, period two (1966-2001): existence of practice of same activity military with company, period
three (2006-2007): conflict climax soil dispute, tragedy resident shooting. After happened shooting, there are four
functions seems to be and found by researcher. Firstly, demonstration of roadway boycott as presentation of acti on
of resident protest, second, the increasing of society capacities in effort for solving of conflict, third, existence of
conflict finishing process follow-up judicially and fourth, loss of hardness of TNI AL to resident.
This phenomenon analyzed by using the theory Dahrendorf is expressing existence of conflict in structural. James
Lewis C Scoot, about economic morale and farmer resistance, the theory function of conflict Lewis A Coser, is
expressing some proposes function of conflict in society. From some proposes which on the market, there is three
three proposes seen from result of study in field. Firstly, existence of conflict is not realistic that is demonstration
of realistic roadway boycott and conflict that is with solving of problem through law road. Second, rescuer institute
appearance so that deductible conflict and third, conflict can increase internal cohesion where society capacities in
business are finalizing conflict to increase and in control according to law process. From existence of conflict, there
is society adult process where there is awareness of bureaucracy process and law that is of course has not applied
in social activities intensively before all.
