2. CONTEXT EVALUATION

Context evaluation assesses needs, assets, and problem s within a defined environm ent. Evaluator Activities ClientStakeholder Activities— Program Aims G Com pile and assess background inform ation, especially on the intended beneficiaries’ needs and assets. G Use the context evaluation findings in selecting andor clarifying the intended beneficiaries. G Interview program leaders to review and discuss their perspectives on beneficiaries’ needs and to identify any problem s political or otherwise the program will need to solve. G Use the context evaluation findings in reviewing and revising, as appropriate, the program ’s goals to assure they properly target assessed needs. G Interview other stakeholders to gain further insight into the needs and assets of intended beneficiaries and potential problem s for the program . G Use the context evaluation findings in assuring that the program is taking advantage of pertinent com m unity and other assets. G Assess program goals in light of beneficiaries’ assessed needs and potentially useful assets. G Use the context evaluation findings—throughout and at the program ’s end—to help assess the program ’s effectiveness and significance in m eeting beneficiaries’ assessed needs. G Engage an evaluator to m onitor and record data on the program ’s 3 environm ent, including related program s, area resources, area needs and problem s, and political dynam ics. G Request that program staff regularly m ake available to the evaluation team inform ation they collect on the program ’s beneficiaries and environm ent. G Annually, or as appropriate, prepare and deliver to the client and agreed-upon stakeholders a draft context evaluation report providing an update on program -related needs, assets, and problem s, along with an assessm ent of the program ’s goals and priorities. G Discuss context evaluation findings in feedback workshops presented about annually to the client and designated audiences.
