Faktor-faktor Penyebab Munculnya Sikap Permisif Masyarakat Terhadap
Prostitusi Liar (Studi deskriptif di RT 01/RW VII lingkungan Gebang Waru
Kelurahan Kebonagung Kecamatan Kaliwates Kabupaten Je mber); Yeni Ratna

Praktek prostitusi saat ini semakin marak karena pertumbuhannya sudah
menyebar, baik di kota dan desa. Fenomena tersebut ternyata terjadi juga di wilayah
di Jember. Penelitian yang dilakukan penulis berlokasi di lingkungan Gebang Waru
RT 01/RW VII Kelurahan Kebonagung kecamatan Kaliwates Kabupaten Jember,
dengan menetapkan informan sejumlah 10 warga Gebang Waru RT 01/RW VII.
Rumusan masalah penelitian ini adalah apa sajakah faktor-faktor penyebab
munculnya sikap permisif masyarakat terhadap keberadaan prostitusi liar. Tujuan dari
penelitian ini adalah ingin mengetahui, mendeskripsikan dan menganalisis faktorfaktor penyebab munculnya sikap permisif masyarakat terhadap prostitusi liar.
Dengan demikian diharapkan peneliti akan mendapatkan hasil penelitian yang
menggambarkan faktor-faktor yang mempengaruhi penyebab munculnya sikap
permisif masyarakat terhadap prostitusi liar, baik yang bersifat internal maupun
eksternal.
Metode yang di gunakan dalam penelitian ini adalah metode penelitian
deskriptif dengan menggunakan pendekatan kualitatif. Dalam penelitian ini metode
penentuan informan menggunakan teknik purposive sampling dan dalam
pengumpulan data menggunakan metode observasi, wawancara dan dokumentasi.
Dengan analisis deskriptif dapat diuraikan data yang di peroleh, dianalisis, dan di
jelaskan dengan konsep teori yang relevan. Untuk pengukuran validitas data yang di
perlukan, peneliti menggunakan teknik triangulation utuk menguji keakuratan data
dari yang terkumpul dari observasi dilapangan, wawancara dengan informan di
lingkungan GebangWaru RT 01 / RW VII dan dokumentasi yang dilakukan selama

Hasil penelitan yang diperoleh di lapangan menggambarkan adanya faktor
internal dan faktor eksternal yang menyebabkan masyarakat Gebang Waru RT 01 /
RW VII bersikap permisif terhadap prostitusi liar di daerah tersebut. Faktor internal
meliputi peran tokoh masyarakat, faktor ekonomi, melemahnya kontrol sosial di
masyarakat. Tokoh masyarakat di lingkungan Gebang Waru RT 01 / RW VII kurang
berperan dalam memimpin masyarakatnya, pemimpin tidak bertindak tegas terhadap
masyarakat dan bersikap pasif terhadap praktik prostitusi. Faktor ekonomi juga
menjadi faktor penyebab masyarakat GebangWaru RT 01/RW VII bersikap permisif.
Hal ini dikarenakan adanya simbiosis mutualisme antara keberadaan prostitusi di
Gebang Waru RT 01/RW VII dengan kegiatan ekonomi masyarakat. Adanya praktik
prostitusi memberikan kesempatan bagi masyarakat untuk mendapatkan penghasilan
dari usaha-usaha warung, jasa transportasi serta jasa tukang pijat. Faktor internal
selanjutnya yaitu melemahnya kontrol sosial di masyarakat. Melemahnya kontrol
sosial di masyarakat Gebang Waru RT 01/RW VII meliputi: kontrol sosial
masyarakat yang membiarkan jam kerja bagi PSK melebihi pukul 01.00, sanksi atau
hukuman sebagai bentuk kontrol sosial masyarakat sudah tidak di berlakukan lagi
untuk PSK yang melebihi pukul 01.00, sanksi sudah tidak diberlakukan lagi kepada
PSK yang melanggar aturan, kontrol sosial masyarakat mulai menurun, hal ini dapat
dilihat dari sikap masyarakat yang membiarkan prostitusi tetap tinggal di lingkungan
mereka, tidak ada pembubaran, PSK lebih membaur dengan masyarakat, tidak ada
pengucilan, sindiran, sikap sinis terhadap PSK, tidak ada larangan PSK bekerja pada
bulan puasa, tidak ada lagi larangan dari orangtua terhadap anak muda atau mudi
berdekatan atau bermain di sekitar wisma prostitusi. Sedangkan faktor eksternal yaitu
: aparat yang membackingi, faktor globalisasi, kebijakan pemerintah. Dalam kegiatan
prostitusi di lingkungan
Gebang Waru RT 01/RW VII terdapat oknum yang
membackingi. Dalam hal ini oknum tersebut memberikan perlindungan atau
menampung para PSK selama bekerja. Oknum yang membackingi para PSK di
lingkungan GebangWaru RT 01/RW VII adalah oknum dari anggota TNI. Selain itu,
faktor eksternal yang lain adalah faktor globalisasi. Terkait faktor ini, kebudayaan

barat yang diserap oleh masyarakat Gebang Waru RT 01/RW VII melalui kemajuan
teknologi informasi, misalnya handphone, telah memberikan pengaruh terhadap
masyarakat yang awalnya memberikan penolakan terhadap kegiatan prostitusi
menjadi bersikap permisif. Hal ini dipengaruhi pemikiran bahwa kegiatan prostitusi
bukan hal yang dianggap tabu lagi. Faktor eksternal yang berikutnya adalah belum
adanya kebijakan pemerintah yang mengatur tentang prostitusi. Tidak adanya
undang-undang protitusi tersebut menjadikan gerak bebas bagi PSK, selain itu
membuat masyarakat lemah dalam menindak tegas kegiatan prostitusi karena mereka
tidak memiliki dasar hukum untuk menghentikan kegiatan prostitusi di lingkungan
Gebang Waru RT 01/RW VII.

Faktor-faktor Penyebab Munculnya Sikap Permisif Masyarakat Terhadap
Prostitusi Liar (Studi deskriptif di RT 01/RW VII lingkungan Gebang Waru
Kelurahan Kebonagung Kecamatan Kaliwates Kabupaten Je mber); Yeni Ratna

Praktek prostitusi saat ini semakin marak karena pertumbuhannya sudah
menyebar, baik di kota dan desa. Fenomena tersebut ternyata terjadi juga di wilayah
di Jember. Penelitian yang dilakukan penulis berlokasi di lingkungan Gebang Waru
RT 01/RW VII Kelurahan Kebonagung kecamatan Kaliwates Kabupaten Jember,
dengan menetapkan informan sejumlah 10 warga Gebang Waru RT 01/RW VII.
Rumusan masalah penelitian ini adalah apa sajakah faktor-faktor penyebab
munculnya sikap permisif masyarakat terhadap keberadaan prostitusi liar. Tujuan dari
penelitian ini adalah ingin mengetahui, mendeskripsikan dan menganalisis faktorfaktor penyebab munculnya sikap permisif masyarakat terhadap prostitusi liar.
Dengan demikian diharapkan peneliti akan mendapatkan hasil penelitian yang
menggambarkan faktor-faktor yang mempengaruhi penyebab munculnya sikap
permisif masyarakat terhadap prostitusi liar, baik yang bersifat internal maupun
eksternal.
Metode yang di gunakan dalam penelitian ini adalah metode penelitian
deskriptif dengan menggunakan pendekatan kualitatif. Dalam penelitian ini metode
penentuan informan menggunakan teknik purposive sampling dan dalam
pengumpulan data menggunakan metode observasi, wawancara dan dokumentasi.
Dengan analisis deskriptif dapat diuraikan data yang di peroleh, dianalisis, dan di
jelaskan dengan konsep teori yang relevan. Untuk pengukuran validitas data yang di
perlukan, peneliti menggunakan teknik triangulation utuk menguji keakuratan data
dari yang terkumpul dari observasi dilapangan, wawancara dengan informan di
lingkungan GebangWaru RT 01 / RW VII dan dokumentasi yang dilakukan selama

Hasil penelitan yang diperoleh di lapangan menggambarkan adanya faktor
internal dan faktor eksternal yang menyebabkan masyarakat Gebang Waru RT 01 /
RW VII bersikap permisif terhadap prostitusi liar di daerah tersebut. Faktor internal
meliputi peran tokoh masyarakat, faktor ekonomi, melemahnya kontrol sosial di
masyarakat. Tokoh masyarakat di lingkungan Gebang Waru RT 01 / RW VII kurang
berperan dalam memimpin masyarakatnya, pemimpin tidak bertindak tegas terhadap
masyarakat dan bersikap pasif terhadap praktik prostitusi. Faktor ekonomi juga
menjadi faktor penyebab masyarakat GebangWaru RT 01/RW VII bersikap permisif.
Hal ini dikarenakan adanya simbiosis mutualisme antara keberadaan prostitusi di
Gebang Waru RT 01/RW VII dengan kegiatan ekonomi masyarakat. Adanya praktik
prostitusi memberikan kesempatan bagi masyarakat untuk mendapatkan penghasilan
dari usaha-usaha warung, jasa transportasi serta jasa tukang pijat. Faktor internal
selanjutnya yaitu melemahnya kontrol sosial di masyarakat. Melemahnya kontrol
sosial di masyarakat Gebang Waru RT 01/RW VII meliputi: kontrol sosial
masyarakat yang membiarkan jam kerja bagi PSK melebihi pukul 01.00, sanksi atau
hukuman sebagai bentuk kontrol sosial masyarakat sudah tidak di berlakukan lagi
untuk PSK yang melebihi pukul 01.00, sanksi sudah tidak diberlakukan lagi kepada
PSK yang melanggar aturan, kontrol sosial masyarakat mulai menurun, hal ini dapat
dilihat dari sikap masyarakat yang membiarkan prostitusi tetap tinggal di lingkungan
mereka, tidak ada pembubaran, PSK lebih membaur dengan masyarakat, tidak ada
pengucilan, sindiran, sikap sinis terhadap PSK, tidak ada larangan PSK bekerja pada
bulan puasa, tidak ada lagi larangan dari orangtua terhadap anak muda atau mudi
berdekatan atau bermain di sekitar wisma prostitusi. Sedangkan faktor eksternal yaitu
: aparat yang membackingi, faktor globalisasi, kebijakan pemerintah. Dalam kegiatan

Gebang Waru RT 01/RW VII terdapat oknum yang
membackingi. Dalam hal ini oknum tersebut memberikan perlindungan atau
menampung para PSK selama bekerja. Oknum yang membackingi para PSK di
lingkungan GebangWaru RT 01/RW VII adalah oknum dari anggota TNI. Selain itu,
faktor eksternal yang lain adalah faktor globalisasi. Terkait faktor ini, kebudayaan
x
barat yang diserap oleh masyarakat Gebang Waru RT 01/RW VII melalui kemajuan
teknologi informasi, misalnya handphone, telah memberikan pengaruh terhadap
masyarakat yang awalnya memberikan penolakan terhadap kegiatan prostitusi
menjadi bersikap permisif. Hal ini dipengaruhi pemikiran bahwa kegiatan prostitusi
bukan hal yang dianggap tabu lagi. Faktor eksternal yang berikutnya adalah belum
adanya kebijakan pemerintah yang mengatur tentang prostitusi. Tidak adanya
undang-undang protitusi tersebut menjadikan gerak bebas bagi PSK, selain itu
membuat masyarakat lemah dalam menindak tegas kegiatan prostitusi karena mereka
tidak memiliki dasar hukum untuk menghentikan kegiatan prostitusi di lingkungan
Gebang Waru RT 01/RW VII.
