IV. Expected Period of Assignment
The procurement specialist shall perform the services on a time based basis with minimum requirement of 1 day attendance each week.
The duration for these services is 6 months commencing in August 2016 through January 2016 with the inputs totaling 30 days in a year.
V. Required Qualifications and Experience
The Consultant will possess the following qualifications: a.
Bachelor’s S1 degree in any fieldwith at least 10years of relevant experience in public procurement area.
A master’s S2 degree in any field will be an advantage; b.
Highly familiar with the procurement procedures under the World Bank financed- project and practices applied in a project context, as well as familiarity with the
GOI procurement regulations Presidential Decree No. 542012 and its subsequent amendments;
c. Well understanding of public procurement issues in Indonesia, particularly with the
Donor’s funded project; d.
Having good knowledge of Indonesia’s government structure and familiarity with World Bank operation will be an advantage;
e. Demonstrate knowledge and experience in working and coordinating with
procurement networks in Indonesia; f.
Sound English and Indonesia language capability written and spoken and report writing skills;
g. Proven ability to work independently with limited supervision and operate
effectively in a team environment.
VI. Reporting
The Consultant will report and be responsible to the Director of PPP Unit on a regular basis indicating the consultant’s working plan as mentioned in section III Scope of
Work. Two main types of reports are required:
1. Technical Reports that outline the technical substance of the consultant’s activities
and outputs: The consultant will produce reports and documents, such as, but not limited to the
following: a.
Draft IIFD procurement strategy; b.
Draft IIFD procurement plan, attached with relevant notes and explanations; c.
Report or notes on review of procurement process and assistance; d.
Regular activity reports For major activities, reports should be issued as drafts and finalized with due regards
given to comments received from the client. All the technical reports should be submitted no later than a month before the end of the contract.
2. Progress Reports documenting the consultant’s work program and progress
towards its achievement. The progress reports will be made on quarterly basis and

should be submitted no later than the end of the quarter period. The quarter period is counted from the contract signing date. One copy of The Quarterly Progress
Report will be used as supporting document for processing the invoice.
The consultant will report and be responsible to the Director of PPP Unit. Bi-weekly meeting will be arrange to monitor the progress of the consultant.
