ABSTRACT The research entitled “Analysis of The Effect of Property Sector Growth on Tourism Development in Berastagi” supervised by Prof. Dr. Ir. A. Rahim Matondan, MSIE as the coordinator, lic.rer.reg. sirojuzilam and Drs. Robinson Tarigan, MRP as the members. Tourism plays a significant role in the national and regional economy, as resources of either foreign exchange or employment for urban and rural community for promotion of natural and cultural values of the nation. Domestic tourism is suitably developed and directed for inculcation of a sense of fatherland and nation and embedding the ancient sense, spirit and values of the nation for firming the national unity and integration instead of improving economic activity. Berastagi is one of the tourism destinations that have completed facilities in Karo Land such as story hotel, restaurant, golf course, etc, including relatively reachable hotels.
In compliance with the growth off tourism properly and the effect on tourism development, the writer will make an analysis of the effect of property sector growth on tourism development in Berastagi. The subjects of research included the tourism properties focused on story and no-story hotels using such indicators as bed and the number of domestic and foreign tourists for the last 20 years (1985 – 2004), and even 30 respondents of those tourists who were visiting Berastagi to find their satisfaction for the regional properties and tourism in Berastagi. The hypothesis test used a multiple regression analysis to know the effect of tourism property growth (the total bed of none and storyhotels) on the tourism development (the visitation rate of domestic and foreign tourists.
The result of such a research showed the average growth rate of the bed of story and non-story hotels in Berastagi for the last 20 years (19852004) was of 2.66% and 3.12%, respectively. The average staying rate of the domestic and foreign tourists for the last 20 years (1984 -2005) was of 3.9% and 3.7%, respectively.
The total bed of story and non-story hotels has a significant effect on the staying rate of the domestic and foreign tourists. Similarly, the total staying of the domestic and foreign tourists in Berastagi. The contribution of the story and non-story hotels to the regional PDRB resulting from the taxation and retribution of the hotels within 2000 to 2004 increased by approximately 2.20%. The contribution of the regional PDRB resulting from taxation and retribution of the hotels to the total regional PDRB was approximately 3.86%.
The satisfaction level of tourists for property and other tourism services was relatively lower due to the lack of availability and lower quality of the tourism facilities.

It is suggested that The Regional Tourism, Art and Culture Office make a wellknown collaboration and coordination with the local property developers to allow an opportunity in investment for creation of a more conducive investment climate and simplification of any rules related to the property investment. A socialization of tourism development program and a community being "awareness of tourism is extremely required particularly for those people who lived in the tourism area.

RINGKASAN Penelitian ini berjudul “Analisis Pengaruh Pertumbuhan Sektor Properti Terhadap Perkembangan Pariwisata di Berastagi” dibawah bimbingan: Prof. Dr. Ir. A. Rahim Matondang, MSIE sebagai Ketua, lic.rer.reg. Sirojuzilam dan Drs. Robinson Tarigan, MRP sebagai Anggota. Pariwisata mempunyai peranan penting dalam perekonomian nasional dan regional, baik sebagai sumber devisa negara maupun sumber lapangan kerja bagi masyarakat kota dan desa memperkenalkan alam dan nilai budaya bangsa. Pariwisata dalam negeri terus dikembangkan dan diarahkan untuk memupuk rasa cinta tanah air dan bangsa serta menanamkan jiwa, semangat dan nilai-nilai luhur bangsa dalam rangka memperkokoh persatuan dan kesatuan nasional disamping untuk meningkatkan kegiatan ekonomi. Berastagi merupakan daerah tujuan wisata yang memiliki fasilitas lengkap di Tanah Karo, seperti hotel berbintang, restoran, golf dan lain-lain sampai kepada hotel yang tarifnya relatif dapat terjangkau. Berkaitan dengan pertumbuhan properti pariwisata serta pengaruhnya terhadap perkembangan pariwisata, maka penulis akan melakukan analisis tentang pengaruh pertumbuhan sektor properti terhadap perkemangan pariwisata di Berastagi. Subjek penelitian adalah properti pariwisata yang difokuskan pada hotel berbintang dan non bintang menggunakan indikator jumlah tempat tidur, serta jumlah kunjungan wisatawan domestik maupun mancanegara selama 20 tahun (1985-2004), serta 30 orang responden penelitian dari wisatawan yang sedang melakukan kunjungan wisata di Berastagi untuk melihat kepuasan terhadap properti dan kepariwisataan Berastagi. Pengujian hipotesa penelitian menggunakan metode analisis statistik regresi ganda untuk mengetahui pengaruh pertumbuhan properti pariwisata (jumlah tempat tidur hotel berbintang dan non bintang) terhadap perkembangan pariwisata (jumlah kunjungan wisatawan domestrik dan mancanegara). Hasil penelitian menunjukkan rata-rata pertumbuhan jumlah tempat tidur hotel berbintang di Berastagi selama kurun waktu 20 tahun (1985-2004) sebesar 2,66%, sedangkan ratarata pertumbuhan jumlah tempat tidur hotel non bintang sebesar 3,12%. Rata-rata pertumbuhan hunian kamar wisatawan domestik dalam kurun waktu 20 tahun (1985-2004) sebesar 3,9%, sedangkan rata-rata pertumbuhan hunian kamar wisatawan mancanegara sebesar 3,7%. mancanegara demikian juga terhadap total hunian wisatawan domestik dan mancanegara ke Berastagi. Kontribusi hotel berbintang dan hotel non bintang terhadap PAD dari Pajak dan Retribusi Hotel selama tahun 2000 sampai dengan 2004 mengalami peningkatan, dengan rata-rata peningkatan sebesar 2,20%. Kontribusi PAD dari Pajak dan Retribusi Hotel terhadap total PAD rata-rata sebesar 3,86.
Tingkat kepuasan wisatawan terhadap pelayanan properti maupun jasa pelayanan wisata masih rendah, karena kurangnya ketersediaan serta rendahnya kualitas sarana dan prasarana wisata
Disarankan perlu peningkatan kerjasama dan koordinasi antara Dinas Pariwisata Seni dan Budaya dengan pengembang properti dengan membuka peluang investasi dengan menciptakan iklim investasi yang kondusif dan penyederhanaan peraturanperaturan yang terkait dengan investasi properti. Juga perlu dilakukan sosialisasi tentang program pembangunan sektor pariwisata serta pengembangan “masyarakat sadar wisata” khususnya kepada masyarakat yang berdomisili di kawasan wisata.
