ABSTRAKSI
Sekolah Menengah Atas Negeri di Kota Tabanan sebagai salah satu organisasi
sosial dalam jasa pendidikan, perlu dikembangkan sebagaimana organisasi-organisasi
lainnya. Di Kota Tabanan ada 2 buah sekolah menengah atas negeri (SMAN) dengan
sekitar 200 orang guru PNS yang mengajar. Walaupun bertugas dan berfungsi
sebagai institusi sosial dalam bidang pelayanan pendidikan kepada masyarakat,
namun tetap harus berorientasi kepada produktivitas, efektivitas dan efisiensi kerja
atau kinerja yang baik. Masalah-masalah yang timbul dan berpotensi baik atau buruk
dalam pencapaian kinerja sekolah bisa bervariasi, mulai dari persoalan finansial,
kuantitas dan kualitas guru, dinamisasi pelaksanaan pengembangan kurikulum,
kuantitas dan kualitas sarana dan prasarana pendidikan yang dimiliki sekolah
(termasuk Information and Communicaton Technology, ICT) dan kualitas input siswa
itu sendiri.
Prinsip-prinsip bisnis yang berkaitan dengan produktivitas, efisiensi dan
efektivitas dapat diterapkan kepada sekolah-sekolah. Salah satunya adalah penerapan
strategi bagaimana meningkatkan kepuasan guru agar bisa meningkatkan motivasi
kerjanya dan berikutnya meningkatkan prestasi kerja guru yang membanggakan dan
dapat melayani masyarakat dalam bidang pendidikan dengan baik. Strategi
operasional dapat dikembangkan agar misi sekolah bisa tercapai dalam waktu yang
lebih cepat dan tepat. Dengan terpuaskannya guru dan anak didik, maka sekolah
tersebut makin terpercaya, mampu memperbaiki situasi kerja dan hubungan kerja
yang kondusif, dan pada gilirannya adalah peningkatan kinerja sekolah yang
signifikan.
Tujuan penelitian adalah : (1) mengetahui pengaruh parsial dan simultan dari
tingkat disiplin diri guru dan program pendidikan dan pelatihan terhadap motivasi
kerja guru SMAN di Kota Tabanan; (2) mengetahui pengaruh motivasi kerja guru
terhadap kinerja guru; (3) mengetahui pengaruh langsung program pendidikan dan
pelatihan terhadap kinerja guru SMAN; (4) mengetahui pengaruh langsung tingkat
disipilin diri terhadap kinerja guru SMAN; dan (5) mengetahui pengaruh langsung
program pendidikan dan pelatihan terhadap disiplin guru SMAN.
Hasil penelitian adalah : (1) secara parsial dan simultan program pendidikan
dan pelatihan, dan disiplin diri berpengaruh positif dan signifikan terhadap motivasi
kerja guru. Program pendidikan dan pelatihan berpengaruh dominan terhadap kinerja
guru SMU Negeri di Kota Tabanan; (2) motivasi kerja berpengaruh positif dan
signifikan terhadap kinerja guru. Motivasi kerja menjadi variabel moderator yang
memperkuat pengaruh program pendidikan dan pelatihan, dan disiplin diri terhadap
kinerja guru; (3) pengaruh langsung program pendidikan dan pelatihan, positif dan
signifikan terhadap kinerja guru walaupun tidak mendominasi.; (4) pengaruh
langsung disiplin diri, positif dan signifikan terhadap kinerja guru dan mendominasi;
dan (5) pengaruh program pendidikan dan pelatihan, positif dan signifikan terhadap
disiplin diri, walaupun relatif kecil. Program pendidikan dan pelatihan yang
didominasi oleh persepsi guru tentang kesesuaian durasi penyelenggaraan program
pendidikan dan pelatihan terhadap kebutuhan waktu untuk memahami materinya,
berpengaruh relatif kecil terhadap konsistensi pelaksanaan kerja sesuai dengan apa
yang direncanakan.
