Required Qualifications and Experience Output and Reporting

3 c. To work closely with the Communication Specialist on the design of PPP specific feature in the MoF website. This includes incorporation of selected information on the Government Support Approval Process to enable GCA monitor their application, publications of events and provision of selected material for public use; d. to develop website system in presenting PPP content and feature integrated in MoF website; e. to incorporate the project monitoring and evaluation system which based on PPP Unit business process including the warningalert system, into the MIS design; f. to incorporate the design of Decision Support System dashboardfor the Senior Officials i.e. Director General and Head of PPP Unit on PPP project key milestones; g. to assist the PPP Unit staff on the use of information system and solicit feedback from them as the user to improve the design; h. to communicate and coordinate hisher work to Senior Infrastructure Consultant. The detailed work plan will be developed by consultant and approved by PPP Unit on semi-annually basis and reviewed on a quarterly basis. The duration for these services is two years commencing from September 2016 until August 2018. The Information Technology Specialist shall perform the services on an output basis with specified productsoutputs in a certain period.

IV. Required Qualifications and Experience

The Consultant will possess the following qualifications: a. Ba helor’s “1 degree i electrical engineering or information technology with at least 5 years of relevant experience in information technology service; b. Familiarity with website design and system development proven by formerprevious working experience; c. Familiarity with system integration. d. English and Indonesia language capability particularly in reporting writing skills. e. Proven ability to work independently with limited supervision and operate effectively in a team environment.

V. Output and Reporting

1. The Consultant will report to Director of PPP Unit under coordination and in conjunction with the report of Senior Infrastructure Consultant the project in an output based report. The output of the service which should be delivered in five times: Output 1 4 Recommendation of information system development within PPP Unit which will represe t 15 of the o sulta t’s ork. This output expected to be delivered three months after the contract signing date. Output 2 a. Design and mock-up of PPP Unit website; b. Integration PPP Unit website to MoF website. These two outputs represent 15 of the total output. These output expected to be delivered six months after the contract signing date. Output 3 a. Design of database and document management system; b. Trial version of Database and document management application. These two outputs represent 25 of the total output. These output expected to be delivered nine months after the contract signing date. Output 4 a. Design of project evaluation and monitoring system including dashboard; b. Trial version of evaluation and monitoring system; c. Evaluation and Monitoring System. These two outputs represent 35 of the total output. These output expected to be delivered fifteen months after the contract signing date. Output 5 Transfer knowledge in maintaining and operating the system to authorized IT unit within MoF. This output represent 10 of the total output. This output expected to be delivered eighteen months after the contract signing date. Each output should be documented in report form which elaborate the output result. The completion of each output and the report will be the basis for the payment.
