2 enhance the ability of private capital and public institutions to work together for
infrastructure development. The Project is designed to develop operational, ready-to- implement next-steps toward a robust infrastructure and PPP financing market in
Indonesia. Among other things, the Project will clarify specific legal and regulatory provisions and corresponding operational policies and procedures; enhance inter-
agency coordination and develop skills and capacity of national level agencies MOF; KPPIP; Bappenas; Coordinating Ministry of Economic Affairs CMEA and Government
Contracting Agencies GCAs vis-à-vis public sector and PPP financing of infrastructure; and help prepare a small number of well-structured PPP projects for market bidding.
Through IIFD-TF, the PPP Unit will hire experts and specialists that have expertise in areas related to the PPP Unit roles.
One of the specialist is the Information Technology Specialist. The consultant will assist and advise PPP Unit in managing the information system and supporting the PPP Unit
communication function through electronic means such as the website. The consultant will also assist in designing, developing, and operating initial its
information system. At this stage, the focus will be on information system that supports
proje t’s e aluatio a d o itori g syste . This Terms of Reference describes the objectives and scope of the required services,
the envisaged outputs, deliverables and consultancy inputs, the reporting requirements and the arrangements of the Information Technology Specialist.
II. Objective of the Services
The objectives of the Information System Specialist services are as follow: a.
develop a user friendly and efficient the internal information system to support the PPP Unit operation to be able to monitor and evaluate the PPP projects and
use it as the communication campaign functions; b.
design the Management Information System MIS that will serve the future PPP Unit IT system and compatible with the MOF IT requirement designs;
c. develop and credible project database to support transparency and accountability
in the decision making process.
III. Scope Of Work
The Information Technology Specialist will be part of the Core Consultant Team under coordination of The Senior Infrastructure Consultant. The scope of work will be as
follows: a.
to identify the need for information system development in the PPP Unit i.e. database, application, website, and management information system, including
the personnel numbers and qualification to maintain and operate it; b.
to design, develop, operate and maintain a user friendly database and document management system and application for PPP project documentation i.e.
electronic documentation which will be linked to related module of KPPIP dashboard and project monitoring system;

To work closely with the Communication Specialist on the design of PPP specific feature in the MoF website. This includes incorporation of selected information on
the Government Support Approval Process to enable GCA monitor their application, publications of events and provision of selected material for public
use;
d. to develop website system in presenting PPP content and feature integrated in
MoF website; e.
to incorporate the project monitoring and evaluation system which based on PPP Unit business process including the warningalert system, into the MIS design;
f. to incorporate the design of Decision Support System dashboardfor the Senior
Officials i.e. Director General and Head of PPP Unit on PPP project key milestones;
g. to assist the PPP Unit staff on the use of information system and solicit feedback
from them as the user to improve the design; h.
to communicate and coordinate hisher work to Senior Infrastructure Consultant. The detailed work plan will be developed by consultant and approved by PPP Unit on
semi-annually basis and reviewed on a quarterly basis. The duration for these services is two years commencing from September 2016 until
August 2018. The Information Technology Specialist shall perform the services on an output basis with specified productsoutputs in a certain period.
IV. Required Qualifications and Experience
