Jalan lingkar selatan Kota Pasuruan dibuat sebagai rencana jangka panjang pemerintah daerah
untuk mengurangi arus lalu lintas jalan koa, sehingga sehingga setelah adanya jalan lingkar
selatan diharapkan dapat bermanfaat bagi pengguna jalan, dalam hal ini kendaraan berat,
kendaraan ringan, dan sepeda motor, karena tidak setiap saat jalan kota dapat melayani tingkat
kepadatan yang makin bertambah dari waktu ke waktu seiring bertambahnya jumlah kendaraan
bermotor. Dengan dibangunnya jalan lingkar selatan Kota Pasuruan, maka timbul manfaat dari
pembuatan jalan lingkar selatan itu ditinjau dari waktu tempuh dikaitkan dengan biaya operasi
kendaraan.
Data-data yang didapat adalah data primer yaitu survei kecepatan, volume lalu lintas, dan
geometrik jalan, data sekunder yaitu peta lokasi jalan lingkar selatan, PDRB, jumlah penduduk
Kota Pasuruan, dan harga-harga komponen BOK. Analisa kinerja jalan menggunakan metode
Manual Kapasitas Jalan Indonesia (MKJI), analisa biaya operasi kendaraan menggunakan
metode Jepan Internasional Cooperation Agensi, dan analisa waktu perjalanan menggunakan
metode Income Appoaach.
Berdasarkan hasil analisa dan bahasan, diperoleh kinerja jalan kota yaitu tepatnya pada Jl. Ir.
Juanda (DS = 0.63), kinerja jalan lingkar selatan yaitu pada titik masuk jalan lingkar selatan dari
arah Kota Probolinggo kearah Kota Malang dan arah Kota Surabaya (DS = 0,24), selisih
besarnya biaya operasi kendaraan Rp. 38.671,00 per hari. Dan untuk selisih nilai waktu
perjalanan sebesar Rp. 1.015.694,00 per hari. Nilai total selisih biaya operasikendaraan dan biaya
waktu kendaraan sebesar Rp. 1.760.622,00 per hari. Jadi dapat kita simpulkan dalam segi biaya
operasi kendaraan dan biaya waktu tempuh kendaraan lebih murah bila kendaraan melewati jalan
lingkar selatan Kota Pasuruan.
Abstract
Pasuruan southern ring road be made as long-term plans of local governments to reduce road traffic Koa,
so that after the southern ring road is expected to be useful for road users, in this case of heavy vehicles,
light vehicles, and motorcycles, because not every when the city streets to serve a growing population
density over time with increase in the number of motor vehicles. With the construction of ring road
south of Pasuruan, then the benefits arising from the southern ring road making it in terms of travel
time associated with vehicle operating costs.
The data obtained are the primary data of the speed surveys, traffic volume, and geometric roads,
secondary data, ie map the location of the southern ring road, GDP, population Pasuruan, and
component prices BOK. Analysis of street performance using the method of the Indonesian Highway
Capacity Manual (IHCM), vehicle operating cost analysis method Jepan International Cooperation
Agency, and travel time analysis using the method Appoaach Income.
Based on the analysis and discussion, obtained by the performance of city street that is exactly on Jl. Ir.
Juan (DS = 0.63), the performance of the southern ring road that is at the point of entry from the
direction of the southern ring road towards the city of Malang, Probolinggo and Surabaya direction (DS =
0.24), the difference in vehicle operating cost Rp. 38,671.00 per day. And for the difference in travel
time value of Rp. 1,015,694.00 per day. The total value of the excess cost operasikendaraan and vehicle
time cost of Rp. 1,760,622.00 per day. So we can conclude in terms of vehicle operating costs and travel
time costs are cheaper vehicles when vehicles pass through the ring road south of the town of Pasuruan.
