SEAMOLEC is current l y devel oping a net work, cal l ed SEA EduNet , f or shar i ng open and educat i onal r esour ces and bui l di ng t he onl i ne l ear ni ng com m uni t i es am ong Sout heast Asi an educat or s. The obj ect i ves of SEA EduNet ar e ( 1) t o est abl i sh net w or k am ong educat ional inst it ut ions, educat ors, and l earners in Sout heast Asian count ries (open and dist ance l earning net working); (2) t o col l ect open educat ional resources in Sout heast Asian f or t he purpose of reusabil it y among Sout heast Asian Educat ors (open educat ional reposit ory); and (3) t o est abl ish st andardized procedures f or mut ual acknowl edgement among educat ion inst it ut ions carrying out educat ion discourses (open and dist ance learning mechani sm).
To run t he various act ivit ies in t he cent er, SEAMOLEC works col l aborat ivel y wit h t wel ve CDETEPs (Cent er f or Development and Empowerment of Teachers and Educat ion Personnel) which are l ocat ed in dif f erent pl aces in Indonesia. The cent er al so set up a synergy wit h consort iums l ike universit ies, pol yt echnics in conduct ing dist ance l earning program f or primary school t eacher educat ion (PGSD), Dipl oma 3 Net working Comput er Technique (TKJ), Creat ive Indust ry, and Ent repreneurship. SEAMOLEC al so has CSR (Corporat e Social Responsibil it y) program t o give net working t raining t o school s in radius of 5 kil omet ers f rom t he cent er.
On June 27 2008, t he Direct or of SEAMOLEC and t he Execut ive Direct or of Keio Research Inst it ut e at SFC, Keio Universit y, Japan signed a Memorandum of Underst anding t o j oint l y promot e col l aborat ions in t echnol ogy and human resources devel opment bet ween t he Sout heast Asian Educat ion Net work (SEA EduNet ) program undert aken by SEAMOLEC and School on Int ernet Asia Proj ect (SOI Asia).
Anot her Memorandum of Agreement was signed by t he Direct or of SEAMOLEC and t he Direct or of Asia-Pacif ic Cent re of Educat ion f or Int ernat ional Underst anding (APCEIU) Korea on 30t h May 2008 in Seoul , Korea. In t his agreement , bot h part ies agree t o j oint l y devel op and i mpl ement “ APCEIU- SEAMOLEC Mul t i medi a Mat er i al Devel opment f or Mult icult ural Educat ion in Sout heast Asia, 2008. Bot h part ies will share expert ise, resources and f acil it ies which wil l reinf orce mut ual benef it s.
Improvement in int ernal management is st ill t aking place aiming at est ablishing account able working syst em and conducive working environment in SEAMOLEC. St af f devel opment is rout inel y carried out , in house as wel l as sending st af f t o rel evant t raining unit s. Ef f ort s in improving product s and services t hrough innovat ive means are cont inuously encouraged, i nvol vi ng maj or i t y of SEAMOLEC manager s and st af f . Net w or ki ng ef f or t s as w el l as market ing of SEAMOLEC services t o various part ies are cont inued and maint ained. The progress of t he Cent er highl y depends on t he support f rom al l st akehol ders t hat cont inuousl y cont ribut e very meaningf ul insight s and col l aborat ions such as f rom MONE, par t ner i nst i t ut i ons, bot h 150 and 500 par t ner s and ot her net w or ks. Research and Development
Research and Development (R&D) act ivit ies play import ant role in support ing t he success of open and dist ance learning (ODL) programs. Provision of qualit y ODL program requires t he syst emat ic devel opment and improvement of al l ODL component s. The emergence of inf ormat ion and communicat ion t echnol ogies (ICT) has it s widespread ef f ect in support ing t he devel opment of ODL. The present st at us of ODL is indeed det ermined by t he ef f ort of any ODL inst it ut ion t o embark in ut il izing ICT t o it s opt imum f or qual it y l earning purposes.
Based on t he second SEAMOLEC f ive –year Devel opment Pl an (2005/ 2006 – 2009/ 2010), SEAMOLEC’s R&D act ivit ies is priorit ized on ident if ying and expl oring t he ut il izat ion of ICT as maj or support ing component in t he pract ice of ODL. A number of research and devel opment proj ect s had been carried out wit hin t he period of Jul y 2007 – June 2008 t hrough t he col l aborat ion of t he R&D division wit h ot her division in SEAMOLEC or ot her:
Period of July – December 2007
1. Sanct ioning by t he SEAMOLEC’s GB members, edit ing (l anguage and cont ent ), f i nal i zat i on t o make r eady f or t he publ i cat i on of t he manual f or qual i t y assurance in ODL f or Sout heast Asian (SEA) count ries. The manual is t it l ed as Gui del i ne f or Qual i t y Assur ance i n Open and Di st ance Lear ni ng f or Sout heast Asi an Count r i es.
2. The t ryout of hybrid t raining in e-port f ol io devel opment f or t eachers and l ect urers ut il izing t he Gl obal Dist ance Learning Net work (GDLN) f acil it ies at Uni ver si t y of Indonesi a i n Jakar t a and Uni ver si t y of Ri au at Pakanbar u, Sum at er a. The pr ogr am w as f unded t hr ough GDLN Lear ni ng Act i vi t i es Devel opment (GLAD) program of Direct orat e General of Higher Educat ion (DGHE). The t ryout act ivit y was int ended t o st udy t he f easibilit y of conduct ing t raining program ut il izing t he hybrid approach, i. e. : combinat ion of video t eleconf erence, independent learning and online advising in developing t eacher skil l s in t he ut il izat ion of ICT t o devel op t heir e-port f ol io.
The program was at t ended by element ary t o high school t eachers and lect urers who were assessors of t eacher port f ol io f or t eacher cert if icat ion. There were 13 t eachers and 4 l ect urers in Jakart a; and 15 t eachers and 5 l ect urers in Pakanbaru. There were 12 e-port f olio (6 f rom Jakart a and 6 f rom Riau) produced by t he part icipant s af t er t wo days of video t el econf erence meet ings and a week of independent and onl ine advising t hrough t he email . It is concl uded t hat such program is f easibl e t o be impl ement ed as l ong as t he coordinat ion among sit es is wel l est abl ished.
3. Research on impact assessment of onl ine support services f or ODL mode. The research aimed t o describe t he value of online support services called Teaching Cl inic (Kl i ni k Pembel aj ar an = KP), according t o t he part icipant s, in hel ping t he t eachers t o improve t he t eaching abil it ies. KP has been impl ement ed in 2004-2006 as a f orum in which t eachers can improve t hemsel ves based on

t heir ref lect ion in t he ut ilizat ion of various st rat egies and innovat ion on t eaching and l earning act ivit ies.
Through t he KP websit e (www. klinikpembelaj aran. com), t eachers can discuss t heir problems and share experiences t hrough under t he supervision of lect urers f rom t eachers t raining inst it ut ions. Teachers f rom f ive rural areas in Indonesia: a) Cibat u, Garut (West Java), b) Pabel an, Magel ang (Cent ral Java), c) Muneng, Madi un (East Java), d) Bat ur aj a, Pal embang (Sout h Sumat er a), and (e) Pawenang, Sukabumi (West Java) were t he subj ect s of t his research. The t eachers were f irst l y t rained t o operat e comput er and t o access int ernet in a Communit y Learning Cent ers which were equipped wit h comput ers and int ernet access. The t eachers were t hen abl e t o post t heir t eaching-l earning probl ems t hey f aced in cl ass anyt ime t hrough t he websit e. Lect urers who act ed as t he supervisors responded t he probl ems t hrough t he websit e address. Not onl y could supervisors respond t o t he problems t hat t eachers post ed, but also post ed by ot her t eachers f rom ot her cent ers. Theref ore, KP became a virt ual cent er f or t eachers t o get “ t eaching cl inical ” supervision f or t heir t eaching-l earning probl ems.
The resul t s of t he research show t hat KP, as a virt ual pl ace f or ICT based advisory f or t eachers, can f acil it at e t eacher t o devel op and t o impl ement t he communit y-based learning; t o support t eachers t o have lif e-long learning skills, and t o assi st t eacher s si gni f i cant l y t o sol ve t hei r dai l y t eachi ng-l ear ni ng pr obl em s. Som e consi der at i ons m i ght be t aken i nt o account f or t he sust ai nabi l i t y of t he KP as t he vi r t ual t eachi ng cl i ni c pr ogr am . The considerat ions incl uded: t he avail abil it y and provision of ICT inf rast ruct ure t o equip t he communit y cent ers, which were l imit ed at some rural areas in Indonesia; t he dependence on t he qual it y and cost of int ernet access, t he avail abl e t ime of t he t eachers, who were al ready burdened by t heir dail y t eaching-l earning act ivit ies.
4. Research on independent l earning readiness of st udent s of HYLITE (Hybrid Lear ni ng f or Indonesi an Teacher s) pr ogr am s. The r esear ch i s par t of col l aborat ive st udy conduct ed by HYLITE coordinat or at DGHE and SEAMOLEC. The st udy show ed t hat t he hal ve of st udent s, w ho r esponded t o t he quest ionnaire, are not ready f or independent l earning, which was needed t o survive t he HYLITE program, even t hough t hey part icipat ed in t he courses int ended t o improve t heir independent l earning and basic comput er skil l s. The f indings were ut ilized t o improve t he online t ut orials t o include t he learning t ips t o st udy in t he HYLITE program.
Period January – June 2008
In t his period t he R&D division modif ied some of t he research agenda t o accommodat e t he vision and mission of t he new Direct or. However, some of t he research act ivit ies al ready f inished were t he f ol l owing.
5. Research ICT penet rat ion in t he t eacher educat ions inst it ut ions, which are members of US – Indonesia Teacher Educat ion Consort ium (USINTEC). The st udy

is conduct ed in collaborat ion wit h USINTEC. The f indings of t he research showed t hat t he Indonesi an USINTEC member s of f er i ng t he el ement ar y t eacher program, which are: Open Universit y of Indonesia, St at e Universit y of Jakart a, St at e Universit y of Semarang, St at e Universit y of Surabaya, St at e Universit y of Yogyakart a, St at e Universit y of Malang, St at e Universit y of Makasar, Ganesha Uni ver si t y of Educat i on, St at e Uni ver si t y of Medan, St at e Uni ver si t y of Goront al o, St at e Universit y of Padang, and st at e Universit y of Manado, got t he grant s f or est abl ishing ICT inf rast ruct ure cal l ed INHERENT.
However, t he l ect urers of t he st udy program f or el ement ary t eacher of al l inst it ut ions, eit her t he ones part icipat ing in t he HYLITE program or t he ones not yet part icipat ing in t he HYLITE program, need t o improve t heir ICT skil l s and habit of ut il izat ion of t he skil l s in t heir t eaching and l earning act ivit ies. The st udy program of t he el ement ary t eacher need t o improve t he avail abil it y ICT inf rast ruct ure wit hin t he program. The st udent s al so need t o improve t he skil l s and habit s in ut il izing t he ICT.
6. Edi t i ng t he pr i nt mat er i al s of HELP f or Aceh, t o make t hem r eady f or publ icat ion. There were 7 (seven) books in t he set . The books are ready by t he end of December 2007.
7. Devel opment of mat erial s f or t raining e-port f ol io f or l ect urers of UNS. The devel opment was conduct ed f or t wo mont hs April -May 2007. The t raining is
coordinat ed by t raining division and hel d at St at e Universit y of Surakart a
(Cent ral Java) in Oct ober 2008. The resul t s of t he t raining were 9 (nine) e -por t f ol i os whi ch wer e anal yzed based on cr i t er i a such as: t he qual i t y of ar t i f act s, cl ar i t y of t he w r i t t en communi cat i on, r ef l ect i ve descr i pt i on, ut il izat ion of mul t imedia, t he easiness of t he navigat ion, t he appearance and t he l ayout , and t he creat ivit y in conveying t he message. Al l of t he 9 port f ol ios f ul f il l ed al l but one crit eria, i. e. : ref l ect ive descript ion.
8. Devel opment and impl ement at ion of hybrid t ut orial f or el ement ary t eachers. The program is int ended as a f easibil it y st udy t o expl ore t he readiness of el ement ary t eachers t o part icipat e in ODL program t hrough hybrid t ut orial . In t he program, t he t eachers part icipat e in t he f ace-t o-f ace t raining which was int ended t o give t hem t he skil l s t o devel op l esson pl an which int egrat ed t he new curricul um syst em and t he j oyf ul and ef f ect ive l earning approach. They t hen have t o devel op t he l esson wit hin t wo mont h af t er t he t raining.
The research st udied t he readiness of t he t eacher t o ut il ize t he email and int ernet t o improve t he l esson pl an, t hrough t he communicat ion wit h t he peer and t he r esour ce per sons in SEAMOLEC. St udy showed 25 out of 50 part icipant s sent t he l esson pl ans t o t he resource person. Furt hermore, 23 out of t he 25 sent t he complet e set of lesson plan (lesson plan, st udent worksheet , and eval uat i on i t ems and gui del i nes). At t he end, onl y 5 out of t he 23 part icipant s sent back t he revision of t heir l esson pl an af t er get t ing comment s f rom t he resource persons. The st udy concl uded t hat ODL program need t o impl ement cert ain st rat egies t o mot ivat e t eachers t o part icipat e in hybrid t ut orial ut il izing t he ICT.

The lesson plans were developed by t eachers at various l evel s of educat ion who part icipat ed in t he t raining of f or t he al t ernat ive curricul um devel opment in NAD.
The st udy concl uded t hat t he l esson pl ans int egrat ed t he concept s and val ues in wat er and sanit at ion management t o t each t he subj ect s in t he curricul um at various levels of educat ion and f ulf illed t he evaluat ion crit eria, i. e. : creat ive inst ruct ional st rat egy, aimed at developing cert ain human values, and ut ilizing appropriat e eval uat ion it em and st rat egies. It is mean t hat t he t eachers coul d devel op l esson pl ans f or t he int egrat ion of wat er and sanit at ion management int o t he curriculum according t o t he crit eria t he learned in t he t raining program. St art ing in April 2008, t he R&D division conduct ing t he f ol l owing act ivit ies, in l ieu of t he new mission of SEAMOLEC, t o be of service f or 1 million client s by 2010. a. The seminar was of f icially opened by Dr. Sumat e Yamnoon (Deput y Secret ary-General of t he Commission on Higher Educat ion, MOE Thail and). 2. SEAMOLEC – HOU Int ernat ional Seminar on Scient ific Research in ODL (Ha Long bay, Viet nam, 4-6 November 2007)
The int ernat ional seminar is co-organized by Hanoi Open Universit y (HOU), Viet nam and SEAMOLEC. It was conduct ed in l ine t o t he 14t h Anniversary of HOU. There

The meet ing al so resul t ed t he signing of Memorandum of Under st andi ng bet w een SEAMOLEC and KEIO Uni ver si t y by Dr. Gat ot har i Priowirj ant o (SEAMOLEC Direct or) and Prof . Jiro Kokuryo (Execut ive Direct or of KEIO Universit y). Two inst it ut ions agreed:

Information and Technology (IT) Development
In t he current year ICT pl ays mul t ipl e rol es t o support SEAMOLEC’s programs especial l y in t he area of ODL. Most l y t he act ivit ies in ICT division are serves as t he backbone f or SEAMOLEC’s research and devel opment , and t raining programs. Technol ogical support in SEAMOLEC is grouped int o: (1) audio t ool s t echnol ogy; (2) video t ol s t echnol ogy; (3) comput er and it s sof t ware; (4) cont ent and del ivery syst em.
Since 2007, SEAMOLEC perf orming 32 new comput ers in t he comput er l ab t o support t he t raining programs conduct ed which is conduct ed in SEAMOLEC buil ding. To support t he conf erencing act ivit ies, SEAMOLEC added one video conf erencing syst em in t he meet ing room and provided hot spot area covering t hree f l oor buil ding. E-l earning is st il l one of t he main f ocuses of ODL syst em provided by t he Cent re.
In addit ion, SEAMOLEC has been expl oring t he devel opment of e-l earning syst em by provision of e-l earning incubat or using WebCT as wel l as Moodl e and use it open f or any t eacher/ l ect ure who is int erest ed in t rying out and expl oring e-l earning using t he Cent re’s LMS. Furt hermore, t he Cent re has al so t aken a l ead in buil ding capacit y of educat ors t o syst emat ic design and devel opment of e-l earning cont ent , as wel l as t o creat e e-l earning environment . The real use of t wo net works which is INHERENT (Indonesian Higher Educat ion Net work) and JARDIKNAS (Jej ar i ng Pendi di kan Nasi onal), t hus f ar, has been t o support HYLITE program and ot her consort ium program. The net works has f acil it at ed t he programs as one of del ivery syst em t o conduct t eaching and l earning act ivit ies rel at ed wit h t he program, i. e. , among t eachers col l ege via INHERENT, and bet ween t eacher college and ICT Cent res via JARDIKNAS. To disseminat e inf ormat ion, SEAMOLEC st il l updat ing t he websit e and ot her sub domain inside, t his rel at ed wit h SEAMOLEC main act ivit ies and ot her proj ect s.

Alternative Curriculum (AC) for NAD
The program is in t he f inishing st age of report ing act ivit ies. The SEAMOLEC and Syiah Kual a Universit y al ready conduct ed t he monit oring and eval uat ion (MONEV) act ivit ies in August and November 2007. There were 41 t eachers f rom 34 school s in 9 dist rict s of NAD who were visit ed by t he MONEV t eam. The MONEV report concl uded t hat based on t he dat a col l ect ed f rom t he monit oring and eval uat ion act ivit ies, it can be st at ed t hat t he AC pr ogr am i s successf ul and t he par t i ci pant s as wel l as t he st udent s wer e ent husiast ic in t he impl ement at ion process. This can be shown f rom t he headmast ers’ opinion t hat t he AC program has been wel l -impl ement ed.
This program sust ainabil it y is highl y depending on t he support headmast er and MoNE of f ice in t he dist rict s. Support f rom t he headmast ers can be in t he f orm of socializat ion of t he AC program t o st udent s, t eachers, and ot her headmast ers who are not yet invol ve in AC program act ivit ies. The headmast ers indicat e wil l ingness t o reinf orce t he obl igat ion t o every t eacher in t heir school t o devel op t he l esson pl an, which int egrat es t he concept and value of wat er sanit at ion management , local wisdom, and mult icult ural, and al so t o appl y t he j oyf ul l earning met hod. In t he meant ime, t he t eachers can show support t o t he program by social izing it t o t heir own col l eagues t hrough various f orums such as t eacher working group. Ot her expect ed support is f rom t he MONE of f ice in dist rict s, t he support coul d be as f ol l ows:
1. Ful l support as l ong as t he act ivit ies do not dist urb t he l earning process. 2. Ful l support t hrough f urt her improvement , such as adj ust ment f or pl anning
workshop t o int egrat e t he AC program int o curricul um.
Advanced program might be needed t o improve t eacher creat ivit ies in NAD in int egrat ing t he AC program int o t he curricul um. Theref ore, more variat ion in kinds of cul t ures, l ocal wisdom, and t opics in WSM need t o be devel oped t o make t he program become more val uabl e. The program can be modif ied t o be int roduced t o and impl ement ed by t eachers f rom ot her provinces in Indonesia or ot her ASEAN count ries which have similar concerns as Indonesia in t erm of conservat ion of wat er and t he l ocal cul t ure and accommodat ing t he mul t icul t ural perspect ives. More over, it is recommended t hat t he t eachers who had part icipat ed in t he AC program shoul d est abl ish t he working group t oget her wit h ot her communit ies wit h simil ar concern about t he int egrat ion of wat er sanit at ion management , l ocal wisdom, and mul t icul t ural perspect ives int o t he school curricul um
An int ernat ional Seminar about t he best pract ices in t he AC implement at ion was already hel d on SEAMOLEC 11t h anniversary on 27 February 2008. There were 12 t eachers who
won t he best pract ices of t he AC implement at ion in NAD. Most of t he t eachers int egrat e t he local wisdom and mult icult ural perspect ive int o t he t eaching and learning act ivit ies of t he exist ing curricul um. There is al ready one set of t raining mat erial s publ ished. R&D division is in t he process of devel oping t he web-based t raining program of t he AC which wil l be cal l ed t he Int egrat ive Curricul um in Indonesian l anguage, which can be access by Indonesian t eachers t hrough t he SEA EduNet mechanism. The Engl ish of t he program is devel oped t o be ready by Jul y 2008.

To ensure it s viabilit y, SEAMOLEC has t o st rengt hen al l iance, synergy, sharing, and net work wit h ot her inst it ut ions concerning educat ion as a t ool t o improve t he qual it y of human l if e.
The condit ions which need t o be concerned deal ing wit h SEAMOLEC and t he programs are:
1. The f inancial viabil it y of SEAMOLEC is l imit ed since t he cent er is mainl y f unded by t he government of Indonesia wit h l imit ed budget al l ocat ion,
2. Human resources management syst ems of SEAMOLEC are st il l t he issues t hat need t o be improved, and
3. The image of t he cent er needs t o be improved.
SEAMOLEC is set t ing up pol icies and st rat egies t o make t he programs possibl e by: 1. Increasing f inancial cont ribut ion f rom f unding agencies and cost -sharing act ivit ies, 2. Improving core st af f’ s compet ences by sending t hem t o at t end t he t raining and t o
st udy in Indonesia or abroad,
3. Improving t he qual it y of services by impl ement ing ISO 9001: 2000,
4. Ext ending expert ise net work wit h nat ional and regional inst it ut ions concerning ODL, and
5. Improving a syst em which can assist ef f ect ivel y in del ivering t he cont ent of ODL. In t his case, SEAMOLEC is devel oping Mul t icast and IPV6.
