Implementasi Program Pelayanan Kesehatan Pada Dinas Kesehatan Kabupaten Bengkalis Dalam Rangka Penurunan Angka Kematian Ibu Dan Angka Kematian Bayi

ABSTRAK
Realisasi indikator-indikator derajat kesehatan pembangunan kesehatan
Kabupaten Bengkalis 2010-2014, yaitu:
1. AKI, dari estimasi 24 per 100.000 Kelahiran Hidup yang harus dicapai,
Kabupaten Bengkalis pada akhir tahun 2014 hanya mampu merealisasikan
AKI sebesar 28 per 100.000 Kelahiran Hidup
2. AKB, dari estimasi 104 per 1000 Kelahiran Hidup yang harus dicapai,
Kabupaten Bengkalis pada akhir tahun 2014 hanya mampu merealisasikan
AKB sebesar 107 per 1000 Kelahiran Hidup.
Adapun penyebabnya tidak tercapainya realisasi indikator-indikator derajat
kesehatan terhadap estimasi indikator derajat kesehatan di Kabupaten Bengkalis
tidak lain dan tidak bukan dikarenakan faktor utamanya ialah rendahnya realisasi
alokasi pendanaan kesehatan oleh pemerintah kabupaten bengkalis, didukung juga
oleh faktor lainnya seperti faktor sosial ekonomi yang rendah. Metode penelitian
yang dilakukan dalam kajian ini adalah metode pengumpulan data sekunder dan
pengolahan data statistik deskriptif dan statistik infrensial (ekonometri) dengan
analisis regresi.Diharapkan dengan metode ini maka dapat diungkapkan upayaupaya strategis percepatan perbaikan-perbaikan indikator kesehatan di Kabupaten
Bengkalis.Renstra Dinas Kesehatan Kabupaten Bengkalis 2010-2015, Profil
Kesehatan Kabupaten Bengkalis 2010-2014 dan data sekunder lain yang tersedia
pada Dinas Kesehatan Kabupaten Bengkalis serta buku Bengkalis dalam
Angka.Pembiayaan kesehatan publik melalui APBD Dinas Kesehatan, Pendapatan
Perkapita, dan Rata-rata Lama Sekolah (Pendidikan) berpengaruh positif terhadap
perubahan indikator-indikator derajat kesehatan masyarakat yaitu Angka
Kematian Bayi (AKB) dan Angka Kematian Ibu (AKI).Upaya Dinas Kesehatan
Bengkalis dalam merealisasikan program penurunan AKI dan AKB yaitu dengan
cara mengoptimalisasikan APBD Dinas Kesehatan, menjalankan program
kesehatan yang kurang efektif dalam meningkatkan derajat kesehatan melalui
Program usaha kesehatan sekolah dan kesehatan reproduksi remaja, Program
kesehatan Ibu dan Anak, Program Posyandu dan usaha perbaikan gizi keluarga,
program usaha kesehatan kerja, dan program pembinaan kesehatan.

IMPLEMENTATION OF HEALTH CARE PROGRAM ON
DEPARTEMENT OF HEALTH BENGKALIS DISTRICT IN ORDER TO
DECREASE MOTHER AND INFANT MORTALITY RATE
ABSTRACT
Realization of health status indicators of health development Bengkalis 20102014, namely:
1. AKI, from an estimated 24 per 100,000 live births is to be achieved,
Bengkalis at the end of 2014 is only able to realize MMR at 28 per
100,000 live births
2. IMR, from an estimated 104 per 1,000 live births to be achieved,
Bengkalis at the end of 2014 is only able to realize the IMR of 107 per
1000 live births.
The cause is not achieving the realization of health status indicators to estimate
health status indicators in Bengkalis nothing but the main factor is not due to low
actual funding allocation by the district health Bengkalis, supported also by other
factors such as low socio-economic factors. Methods of research conducted in this
study is secondary data collection methods and data processing descriptive
statistics and statistical infrensial (econometric) by regression analysis. Expected
by this method, it can be disclosed strategic efforts accelerate improvements in
health indicators Bengkalis. Strategic Plan 2010-2015 Bengkalis District Health
Office, Health Profile Bengkalis 2010-2014 and other secondary data available
on the Health Department Bengkalis and book Bengkalis in Figures.Financing of
public health through the Health Department budget, income per capita, and the
average Old School (Education) positive influence on changes in indicators of the
health of society that Infant Mortality Rate (IMR) and Maternal Mortality Rate
(MMR). Health Department Bengkalis efforts in realizing the MMR and IMR
reduction program that is by optimizing the Health Department budget, run health
programs that are less effective in improving health status through school health
programs and adolescent reproductive health, maternal and child health
programs, integrated health programs and improvement efforts family nutrition,
occupational health business programs and health coaching program.
