I. About APCERT
1.  Objectives and Scope of Activities
The Asia Pacific Computer Emergency Response Team APCERT is a coalition of Computer Emergency Response Teams CERTs  and  Computer Security Incident
Response Teams CSIRTs  within  the Asia Pacific  region.  The organisation was established in February 2003 with the objective of encouraging and supporting the
activities of CERTsCSIRTs in the region. APCERT maintains a trusted network of cyber security experts in the Asia Pacific
region to improve the region’s awareness of malicious cyber activity and its collective ability to detect, prevent and mitigate such activity through:
1.  Enhancing  the  Asia Pacific’s regional and international cooperation on information security;
2.  Jointly developing  measures to deal with  large-scale or regional network security incidents;
3.  Facilitating information  sharing and technology  exchange, including information security, computer virus and malicious code among its members;
4.  Promoting collaborative research and development on subjects of interest to its members;
5.  Assisting  other CERTs  and  CSIRTs in the region to conduct  efficient  and effective computer emergency response; and
6.  Providing inputs andor recommendations to help address legal issues related to information security and emergency response across regional boundaries.
APCERT approved its vision statement in March 2011 –  “APCERT will work to help create a safe, clean and reliable cyber space in the Asia Pacific Region through
global collaboration.” Cooperating  with our partner  organisations, we are now working towards its actualisation.
The formation of CERTsCSIRTs at the organisational, national and regional levels is essential to the effective and efficient response to malicious cyber activity,
4 widespread security vulnerabilities and incident coordination throughout the
region. One important role of CERTsCSIRTs is conducting education and training to raise awareness and encourage best practices in information security. APCERT
coordinates activities with other regional and global organisations, such as the Forum of Incident Response and Security Teams FIRST:  www.first.org;  the
Trans-European Research and Education Networking Association TERENA: www.terena.org task force  TF-CSIRT:  www.terena.nltechtask-forcestf-csirt,  a
task force that promotes collaboration and coordination between CSIRTs in Europe; the Organisation of the Islamic Cooperation –  Computer Emergency Response
Team OIC-CERT:  www.oic-cert.net, a collaboration  of information security organisations among the OIC member countries;  and  the STOP. THINK.
CONNECT. www.stopthinkconnect.org. The geographical boundary of APCERT activities is  the same as that of the Asia
Pacific Network Information Centre APNIC. The region covers the entire Asia Pacific, comprising of 56 economies. The list of those economies is available at:
